EXECUTIVE ORDER NO.

Series of 2021 

AN ORDER IMPLEMENTING NEW QUARANTINE PROTOCOLS IN THE


MUNICIPALITY OF LANUZA, SURIGAO DEL SUR 

WHEREAS, Section 15 of our 1987 Constitution, mandates that the State shall
protect and promote the right to health of the people and instill health
consciousness among them.

WHEREAS, the Office of the President, through Proclamation No. 922, has
enjoined all government agencies and local government units (LGUs) to render
full assistance and cooperation and mobilize the necessary resources to
undertake critical, urgent, and appropriate response and measures in a timely
manner to curtail and eliminate the COVID-19;

WHEREAS, the Local Government Unit of has been officially notified by the
Department of Heatlh-Caraga through its Regional Epidemiology and
Surveillance Unit (RESU) that the Municipality of Lanuza already has cases of
Local Transmission;

WHEREAS, the National CoViD-19 Inter-Agency Task Force has issued new
guidelines for the quarantine protocols of returning residents to the different
Local Government Units;

NOW THEREFORE, by virtue of the powers vested in me by law, I, ANILAO P.


DAWOG, Mayor of the Municipality of Lanuza, do hereby order the
implementation of new quarantine protocols in the Municipality of Lanuza,
Surigao del Sur

SECTION 1. Quarantine Protocols: In view of the new issuance of the


National Inter-Agency Task Force on CoViD 19, the following quarantine
protocols will be implemented:

a. The arrival of the travel shall be fully coordinated with the


appropriate office of the LGU and BHERT for monitoring
purposes only. There shall be no need to require any document
such as travel authority or acceptance, provided the identity of
the arriving person will be ascertained and recorded in the
records of the Barangay.
b. The arriving individual shall no longer undergo the mandatory 14
day quarantine; provided that they agree to be monitored during
the 14 day period from the arrival, limit exposures to non
household members and to record his/her activities and close
contacts for easy contact tracing in case of possible contagion.
c. The receiving household or facility who receives and or
accommodate the arrivals of the individual must also agree and
shall be monitored closely by the BHERT concern until the end of
14 days period, and shall also limit close contacts to non
members of their household or facility.
d. During the 14 day period or onwards from the first exposure
(arrival to the household and or facility), any member of the
household or facility or the newly arrived individual manifested
any symptoms related to COVID 19, shall be considered COVID
19-suspect and shall be pulled out immediately from the
household/facility and to be transferred immediately to the
Municipal Isolation Facility or Barangay Isolation Facility which
ever is applicable and available. The household or facility and
close contacts shall then be automatically under the strict
monitoring by the BHERT on the possible contagion of the virus.
e. In case the COVID-19 Suspect was tested and confirmed positive
by RT-PCR result the whole household/ facility shall be
cordoned immediately and all members/worker shall undergo a
14 day mandatory quarantine which counting commence from
the last time of exposure to the COVID 19 positive who stay in the
household or facility. The close contacts of the COVID -19 positive
shall also undergo a mandatory 14 day quarantine starting from
their last exposure to COVID 19 positive.
f. All persons under quarantine are restricted to be expose freely to
community until completion of the 14 day quarantine period.
g. Arriving person may have the option to voluntarily stay in the
establish quarantine facility of the Municipality or the Barangay,
to spare his/her family from possible contagion of the virus to the
members of his/her family and friends.
h. Home Quarantine may be allowed under the following conditions:
1. The person undergoing quarantine shall stay alone in the
home setting which home will be assessed by the competent
person from the MIU.
2. Movement were restricted inside the home only and with in the
premises away from visiting neighbors and people.
3. The house shall have its own comfort rooms and amenities
conducive to sanitary living.
4. The food shall be shouldered by the family or concerned
individual.
5. Any violation of the Home Quarantine Protocols will result to
forced transfer of the violating Person Under Monitoring from
his/her home to the quarantine facility of either the Barangay
or the Municipality.
SECTION 2. For arriving Individuals in the Municipality outside the
region: all individuals arriving or returning back to the Municipality which
origin of travel is within the country and outside the Region shall observed the
quarantine protocols cited in section 1 of this executive order.
SECTION 3. For arriving Individuals travelling within the region: all
individuals arriving or returning back to the Municipality which travel is
within the Region shall observed the quarantine protocols cited in section 1 of
this executive order.
SECTION 4. For arriving Individuals travelling within the province: all
individuals arriving or returning back to the Municipality which travel is
within the Region shall observed the quarantine protocols cited in section 1 of
this executive order except for item a of section 1.
SECTION 5. For the Returning Overseas Filipino : Returning Overseas
Filipino/ Worker shall observed the observe the following quarantine
procedures.
a. Mandatory 14 day quarantine which shall commence upon arrival
in the Philippines.
b. In case the ROFW had completed a 14 day mandatory quarantine
period in her first destination in Philippines, the ROFW shall no
longer require to undergo a mandatory 14 day quarantine in the
Municipality and the general provision of the of Section1 of this
Executive order.
c. The ROF who arrived in the Philippines and was tested negative
from the RT-PCR test and was allowed to return to the
Municipality of Lanuza, shall continue and complete only the
mandatory 14 day quarantine period starting from the time of
his/her arrival in the Philippines.
d. If the ROF is still required to be quarantined, the ROF shall be
placed in the Isolation Unit in the Municipality of Lanuza or BIU
defending on the applicability and availability.
e. ROF who tested positive of COVID-19 are not allowed travel in the
Municipality without completing the mandatory 14 day quarantine
period and declared recovered in his/her first arrival destination.
f. Options of Home Quarantine shall apply the provisions of Section
1, item H of this executive order.
g. Travel coordination to the designated local authorities must be
complied by the ROF prior to its travel to the Municipality of
Lanuza.
SECTION 6. Travel of APOR in the Municipality: The provision of the
Section 1 of this Executive order shall be expressly imposed to all individuals
whether it is APOR and NON APOR. The receiving persons/office/facility shall
be subjected to the application of Section1 of this Executive order, whether the
visiting APOR had already left the Municipality in less than the 14 day period.
Government APOR shall present the official Travel Order and Medical
Certificate with seven (7) days validity upon request by the competent
authority.
SECTION 7. Excursionists and Tourists. Coordination of the travel of
excursionist and tourist who wish to stay in the Municipality of Lanuza for less
the 14 day quarantine period shall be done with office of the Municipal
Tourism for recording and monitoring purpose. The traveller is obliged to
refrain from close contact with locals and shall inform in the coordination
process the places they are about to visit and the persons and facility they were
staying for easy contact tracing in case of contagion. The traveller is required to
list down their itinerary and contact persons before commencing their
activities.
The Municipal Tourism Office shall inform the affected Barangays of the
visit of the traveller, providing the exact details of their visit.
The traveller shall refrain from going to the places with in the
Municipality of Lanuza which were not included and identified in their
coordination papers.
The traveller shall present identification papers upon request by the
authority.

SECTION 8. Hospital Discharges. Individuals who were recently hospitalized


and was discharged, including the persons assisting the patients shall no
longer required to undergo a mandatory 14 day quarantine period. Application
of Section 1 of this Executive Order shall be applied.
SECTION 9. Observance of Health Protocols and standards. Previous
issuance on health protocol shall continue to take effect.
SECTION 10. Uncoordinated travel to the Municipality. Uncoordinated
travel to the Municipality of Lanuza is considered an sneaky entry to the
municipality of Lanuza which poses danger of possibility of spreading the virus
unknowingly shall be penalized accordingly based on the available rules, law,
guidelines and previous issuances.
SECTION 11. Enforcement. The Barangay Health Emergency Response Teams
(BHERTs), PNP and such other persons or groups deputized by the Mayor are
hereby directed to ensure implementation and compliance with the provisions
of this Executive Order.

SECTION 12. Repealing Clause. Only the quarantine protocol expressly


amended by this Executive Order is hereby repealed. All other issuances or
orders, or part or parts thereof, which are not affected by this issuance shall
continue to take effect until revoke rescind or repealed.

SECTION 13. Separability Clause. If for any reason, any provisions of this
Order are declared invalid or unconstitutional, the remaining provisions not
affected thereby shall continue to be in force and effect.

SECTION 14. Effectivity. This order shall take effect immediately upon


signing hereof and remains effective and binding unless revoked, repealed or
modified.
