Re: Roll out of New Product - PMJDY OD initiation request at BC Points

Overdraft under PMJDY as an integral part of Pradhan Mantri Jan Ohan Yojana scheme has
been designed to provide hassle free credit facility to low income group / underprivileged
customers to match their low, irregular and unpredictable incomes and to enable them to meet
their exigencies without insisting for security, purpose or end use of the credit. This is also aimed
at inculcating the habits of credit discipline and savings among the customers.

You are aware that under Pradhan Mantri Jan Ohan Yojana, a running overdraft facility up to
Rs.10,000/- is granted in PMJDY savings bank accounts (SB124, SB127, SB130 and SB150)
to all eligible PMJDY accountholders. Detailed guidelines about the scheme and procedure for
its sanction at branches were issued to all branches and offices vide circular No. HO: BR: 111 /36
dated 14-02-2019.

Engaging BC agents

Bank of Baroda has a strong network of 23000 plus BC agents across the country located nearer
to the customers providing a wide range of banking and financial services. It has been decided
to leverage the wider network of BC agents to enable the PMJDY account holders to initiate
online requests for sanction of PMJDY overdraft, to their respective base branches, at the BC
points linked to those branches.

To facilitate deeper penetration and financial inclusion and ease of initiating requests for
PMJDY OD overdraft facility by eligible PMJDY customers, Bank has rolled out a new
service "PMJDY OD request at BC points" at all our BC points.

Process of "PMJDY OD at BC points"

► Customer visits BC point and initiates request.


► Customer is authenticated via Aadhaar eKYC biometric authentication.
► Request (similar to Aadhaar Seeding but with OD flag) sent to CBS.
► CBS runs checks and validations.
► If checks by CBS succeed, record is pushed to UIDADC and if checks fail request is
rejected and both cases response provided to FIG.

► The records pushed to UIDADC are approved and verified or rejected, as the case may
be, by branch officials.
► Once the record is verified request to NPCI is sent for mapping in APBS mapper with
OD availed flag.
► NPCI may accept or reject the request and the records status in UIDADC is updated
accordingly. If the APBS mapping at NPCI with OD availed flag is successful, PMJDY
OD is automatically calculated and sanction details are updated for the account.
► FIG obtains the sanction details from CBS through scheduled queries.
► "Loan Application-cum-undertaking" (Annexure - B) for PMJDY OD is generated by the
agent and handed over to the customer.
► Customer submits the same to Base Branch duly signed by him and witnessed by the
BC agent.
► Base branch checks the records and ensures the documentation is correct.
► Base branch generates the Letter of Arrangement (Annexure - C) from Fl dash board
and hands over to customer and obtains acknowledgement from the customer.
► Base branch releases the drawing power.
► Customer can utilise the available limit through any channel.
(Detailed Standard Operating Procedure is attached in Annexure - A)

Commission to BCs for initiating the PMJDY OD request:

► Incentive of Rs.25/-to BC agent, for every captured request of PMJDY Overdraft, subject
to its successful sanction and disbursement i.e. release drawing power by branch
officials.

► 1 % of the availed amount of the PMJDY OD account per annum on pro-rata basis, on
every successful review of the account, subject to the following:

a) At least 60% of the availed amount has been utilized by customers in the review
period.

b) The asset classification of the account is Standard condition

(Note: the commission amount payable will be shared at the ratio between
field BC agent and his CBC as per extant norms, currently it is 80:20)

For example: If BC initiates a PMJDY OD lead for a customer on 22nd June 2021 and after
receipt of loan documents drawing power of Rs. 10,000 is released by Branch on 25th June
2021:

1. Commission for initiation: BC Agent is eligible for Rs.25/- for initiating the successful
request for PMJDY OD. In case the request is rejected, agents will not be eligible for any
commission.; AND

2. Commission on review of OD limit:

a. If the current limit of Rs.10,000/- is reviewed after completion of one year (12
th
months), i.e. on 25 June 2022 with drawing power of Rs.10,000/- and the average
utilisation of limit for last 12 months is minimum 60% and asset is classified as
standard, then BC agent is eligible for commission @ 1 % of the availed limit. i.e.
amount for which drawing power is given - Rs. 100; OR

b. If the current limit of Rs.10,000/- is reviewed after completion of 15 months, i.e. on

25 Sep 2022 with drawing power of Rs. 10,000/- and the average utilisation for 15
months is minimum 60% and asset is classified as standard, then BC agent is
eligible for commission @ 1 % of the availed limit. i.e. amount for which drawing
power is given - Rs. 100/12x15 months, i.e. Rs. 125/-; OR

c. If the current limit of Rs.10,000/- is reviewed after completion of 10 months, i.e. on

25 Apr 2022 with drawing power of Rs. 10,000/- and the average utilisation for 1 O
months is minimum 60% and asset is classified as standard, then BC agent is
eligible for commission @ 1 % of the availed limit. i.e. amount for which drawing
power is given - Rs. 100/12x10 months, i.e. Rs. 83/-

The commission for successful OD initiation on sanction and disbursement of the limit and
subsequent review will be paid centrally by the Bank as part of other payments made to BCs.
Branches are not allowed to make any payment to BC agents in this regard. Branches also have
to ensure that BC agents do not collect any extra charges from customers for providing this
service at BC point.

In order to facilitate smooth roll out of the functionality, we request all field functionaries to

► Disseminate the availability and process of "PMJDY OD at BC points" to all Fl customers


and guide their BC agents;
► Access UIDADC menu in CBS and clear pending entries on daily basis;
► Access Fl dashboard using SSO login and generate "Letter of Arrangement" (procedure
as per Annexure - D) immediately on receipt of duly executed "Loan Application-cum-
undertaking" from the customer and get acknowledgement;
► Release Drawing Power without failure after receipt of duly executed PMJDY OD Loan
document and acknowledgement of Letter of Arrangement from the customer.
► Safe keep all PMJDY OD loan documents;

Initiating request at BC points for Overdraft limit under PMJDY up to Rs.10,000/-

STEP - 1: Initiation of PMJDY OD Request through BC point

► Customer approaches the BC agent of our Bank for initiating the request for
sanction of PMJDY OD In his account maintained with our Bank. The Link Branch
of the BC agent and Base Branch of the customer must be same.

► BC agent logs in to menu for 'Initiate PMJDY-OD request' available in menu 'Other
Services".

c. Previous bank IIN (for customers whose present mapping is with a


different bank) (If customer is not aware of existing DBT seeded bank
details, BC can check the details of current mapping status and
previous Bank IIN using menu Aadhaar lookup in BC Portal)

► If BC clicks Agree, option to capture finger prints of the customer shall be


displayed along with the consent for FP capture and Aadhaar authentication of the
customer.

1.11 I hereby submit my Aadhaar number as issued by UIDAI and voluntarily provide my consent to
Bank of Baroda, as per regulations of Aadhaar Act, 2016,for obtaining my fingerprint and for
submitting the same to UIDAI for authenticating me with UIDAI.
I am aware that Bank of Baroda shall perform the PMJDY OD registration initiated by me only on
successful authentication of my fingerprint submitted to UIDAI.
I am aware that my details will not be used by Bank of Baroda for any other transactions or
purpose.»

► If the Aadhaar / VID (Virtual ID) details and finger print provided matches, then
a request to CBS is initiated by Financial Inclusion Gateway.

► CBS performs system level validations and eligibility checks:

1. Scheme Code - SB 124, SB 127, SB 130, SB150


2. Individual - Customer status has to be individual
3. Age of the customer- Between 18 to 65 years
4. Age of the Account - Minimum 6 months old
5. No other BSBD/ non - BSBD account should exist in our Bank
6. No other loan or OD availed by the customer in our Bank
7. At least one credit in last 6 months
8. Valid mobile number is available
9. Customer must not have availed PMJDY OD in our Bank

If customer meets all above system level checks for eligibility criteria, the
application shall be successfully registered for PMJDY OD. In other words, the
request is accepted for further processing. Else, it is rejected.

► An acknowledgement with a unique identifier (CBS RRN) is generated and sent to


FIG. FIG displays the response (Registration request accepted or rejected) and BC
agent has to print the receipt and provide to the customer. It will contain
disclaimer clause indicating that registration does not mean sanction and status
of final sanction can be enquired later.

Request for sanction of OD under Plv[IDY is successfully submitted to Bank. Final


sanction of OD under/ PMJDY is subject. to satisfying eligibility criteria. successful
mapping with Nl?Cf and approval by Bank. This acknowledgment is not a proof of
sanction of any loan/OD. Final Sanction /Rejection status of the registered request can
be enquired after few days using FIG RRN/Orignal FIG RRN.

STEP - 2: Branch: To accept/reject the request in UIDADC menu

► Once the process of PMJDY OD registration request is successful, CBS shall push
the necessary information of the request to the respective link branch via UIDAC
menu for the purpose of verification of e-KYC details with CBS details and to accept
or reject the PMJDY OD request at Base Branch level. This data will not visible to
other branches. Till such time the entry is verified or rejected, it will be in
"Entered"/ "Pending for verification" status.
► Branch users (bother approver and verifier - maker and checker concept) have to
check the e-KYC details with CBS details using Finacle Menu 'UIDADC' and to
accept or reject the PMJDY OD request. The checker (verifier) must have BH
powers and the verifier's User ID will be stored as the sanctioning authority in
case the entry is verified in UIDADC and mapping with NPCI is successful later.

► The rejection can be performed by the approver or by the verifier and if done by
approver (maker) there will be no need to verify the rejection. Hence, any
rejection must be justifiable in order to avoid any dispute or complaint from
customers.
► On clicking 'Accept' button, pop up is shown before enabling 'submit' button as
under. The verifier has to have BH powers and his User ID is stored as sanctioning
authority for PMJDY OD.

STEP-3: Seeding of Aadhaar and mapping of OD Flag with NPCI

► Post acceptance of the request in menu UIDADC, the authentication method is


stored as "Biometric - RD"; the authentication status of the record is set to "Y"; the
record status is set to "Sent to NPCI"; and a request for DBT mapping with OD flag
and previous bank IIN is sent to NPCI by CBS.
► NPCI checks the status of DBT mapping and OD mapping of Aadhaar number
maintained by them. If customers account is not mapped for DBT with any other
Bank, our Bank name is registered against the DBT and OD Flag and a successfully
mapped message is sent to CBS.
► If Previous Bank IIN provided by customer does not match, the request for
mapping is rejected by NPCI.
► If customer has availed OD with any other Bank, NPCI rejects the request for
mapping even if the Previous Bank IIN provided by customer matches.
► If customer has availed DBT with any other Bank without availing any OD and
Previous Bank IIN provided by customer matches, NPCI delinks the DBT mapping
from the other Bank and the request for mapping of DBT & OD of Bank of Baroda
is accepted and success response is provided by NPCI.

STEP- 4: Processing of PMJDY OD Request by CBS

► Upon receipt of successful mapping response for DBT & OD from NPCI, CBS
automatically calculates the eligible limit of the customer as per extant guidelines
and updates sanction details in CBS. Branches can view the sanction details for
the account holder in HACLHM. However, the drawing power is not released
automatically by CBS which has to be manually released by branch official only
after receipt of PMJDY OD Loan Document and acknowledgement for Letter of
Arrangement.

STEP - 5: Fate query by FIG

► FIG runs a periodical scheduler sending enquiry requests to CBS about the
sanction or rejection status for each PMJDY OD request registered successfully.
CBS also provides response to FIG with sanction or rejection details to FIG for
each request accepted for processing.
► An SMS is sent to the customer on sanction advising him / her to visit BC point
for further processing.

STEP - 6: Status enquiry by customer at BC point

► Customer visits the BC agent and enquires about the status of in-principle
sanction.
► BC agents logs in to the enquire option for PMJDY OD request, provides the unique
request number as per the acknowledgement receipt, obtains the finger print of
the customer for authentication by UIDAI.

Application-cum-undertaking" with sanction details, as per format given in
Annexure - B, is printed by the BC agent which has to be submitted by the
customer to the Base Branch duly signed by customer as applicant and the BC
agent as a witness.
► The physical copy of system generated loan document "Loan Application-cum-
undertaking" shall be submitted by the customer to the link branch within a day.

STEP - 7: Submission of loan document and release of drawing power

► BC agent has to ensure that the PMJDY OD loan document "Loan Application-cum-
undertaking" is submitted by the customer to the link branch within a day. He shall
guide the customer in this regard and if required he shall accompany the customer
for submission of the loan document to the link branch and shall be a witness to
the signature of customer.

► Link Branch officials on receipt of duly signed and witnessed PMJDY OD loan
document, verifies the loan documents with HACLHM sanction details & signature
of the customer and BC agent and on satisfaction, Branch officials shall login to FI
dashboard https://bob.ngm-fi.com/DashBoard/ and generate and print the "Letter
of Arrangement (Annexure - C).
► Procedure for generation of Letter of Arrangement is provided in Annexure - D.
► Duly signed Letter of Arrangement is handed over to the customer and the
acknowledgement of the customer is obtained.
► Branch releases the Drawing Power under HACLHM menu for the given account
holder. Release of drawing power shall also be through maker and checker and
the checker must have powers of Branch Head.
► Customer is allowed to utilise the limit through any channel.

Process flow of generating "Letter of Arrangement" from Fl Dashboard

I. Branch User has to login to Admin Portal of Fl {https://bob.ngm-


fi.com/admin/SSOAdmin.jsp)* using bank domain credentials (SSO login) (User ID
must be in capital letter).
II. After successfully login into the above URL, come out of the same by clicking sign-
out button. This is a onetime exercise in order to access Fl Dash Board by the link
branches of BC agents. Once the branch users completes login to the Fl Admin
page, there is no need to visit the same again for generating Letter of Arrangement
or system generated PMJDY Ne opening form or other reports on performance of
BC agents attached to their branch.

successfully sanctioned in CBS and (ii) the record of the same has been updated in
FIG (Financial Inclusion Gateway).

Admin User' SOL :

is under process or yet to be updated in FIG database for the given account:
