(xi) The bidder is also not permitted to be a consortium member under another bidder.

(xii) No change in consortium members i.e. addition or dropping of a member shall be permitted
after the submission of the bid.

(xiii) In case of separate entity by way of JV etc., then eligibility of the entity only shall be
considered.

(xiv) The consortium partner may be a foreign company. However, the lead partner must be an
Indian Company.

g) Bidder to have GST Registration and PAN as on date of bid submission. (Please submit duly signed
and stamped copy of GST Registration Certificate and PAN Card). Further, bidder has to submit (duly
signed stamped) Undertaking along with Bid that: - At the time of Award of Work if GST Registration
is not available in the applicable state, then the Bidder should get registered in that state.

h) The bidder should not be insolvent, in receivership, bankrupt or being wound up, not have had their
business activities suspended and not be the subject of legal proceedings for any of the foregoing.
An undertaking by the bidder should be submitted.

i) The bidder should not have been blacklisted by any Government – Central Govt./ State Govt. PSU/
Autonomous Govt. Body or Provincial or any of its agencies. “No-Conviction Certificate” by the
bidder should be submitted.

j) The bidder should give an undertaking on the company’s letter head (duly signed and stamped) that
all the documents/certificates/information submitted by them against the tender are genuine. In
case any of the documents/certificates/information submitted by the bidder is found to be false or
forged, action as deemed fit may be initiated by TCIL at its sole discretion”.

k) Mandatory Undertaking to be submitted by the Bidder (in case of Consortium by the Lead Bidder),
on the letterhead duly Signed and stamped by the Authorized Signatory stating that :

“In reference to the Government of India, Ministry of Finance, Department of Expenditure, Office
Memorandum No. F.No. 6/18/2019-PPD, Dated 23.07.2020, I hereby submit that:

(i) Model Certificate for Tenders

“I have read the Clause regarding restrictions on procurement from a bidder of a country which
shares a land border with India; I certify that this bidder (in case of Consortium, all the Consortium
Partners) is not from such a country or, if from such a country, has been registered with the
Competent Authority.
I hereby certify that this bidder (in case of Consortium, all the Consortium Partners) fulfills all
requirements in this regard and is eligible to be considered.”
[Where applicable, evidence of valid registration by the Competent Authority shall be attached.]

(ii) Model Certificate for Tenders for Works involving possibility of Sub-Contracting.

“ I have read the Clause regarding restrictions on procurement from a bidder of a country which
shares a land border with India and on sub-contracting to contractors from such countries; I certify
that this bidder (in case of Consortium, all the Consortium Partners) is not from such a country or,
if from such a country, has been registered with the Competent Authority and will not subcontract
