An effective exchange rate (EER) is a measure of the weighted- average value of a currency relative to
two or more other currencies. EER reflects the movement of a currency against a number of currencies.

LESSON 2: SIMPLE MODEL OF EXCHANGE RATE DETERMINATION
An exchange represents the price of a currency, which is determined by the demand for that
currency relative to the supply for that currency.

If country A has a higher inflation rate than country B, then the country A’s currency
depreciates against that of country B.

If country A has a higher interest rate than country B, then the country A’s currency
appreciates against that of country B.
Since a relatively high interest rate may actually reflect expectations of relatively high
inflation, it is thus useful to consider real interest rates, which adjust the nominal interest rates
for inflation.
Investors often take currency positions based on anticipated interest movements in various
countries. Because of speculative transactions, foreign exchange rates can be very volatile.

III. Roles of central banks in foreign exchange intervention:

LESSON 3: EXCHANGE RATE SYSTEM
(Chế độ tỷ giá cố định là chế độ tỷ giá mà NHTW ấn định giá trị đồng nội tệ với một đồng
ngoại tệ theo một tỷ giá cố định.

2. Freely Floating Exchange Rate System (Chế độ tỷ giá thả nối hoàn toàn)

3. Managed Float Exchange Rate System (chế độ tỷ giá thả nổi có điều tiết)
Exchange rates are allowed to move freely on a daily basis and no official boundaries
exist. However, governments may intervene to prevent the rates from moving too much
in a certain direction.
A government may manipulate its exchange rates such that its own country benefits at the
expense of others.
Việt Nam
Theo cách phân loại của ÌM thì quá trình chuyển đổi tỷ giá của Việt Nam được chia thành 3
giai đoạn:
- Từ năm 1989-1991, chế độ tỷ giá thả nổi được áp dụng để giúp giảm giá trị đồng tiền
Việt Nam đã bị định giá quá cao.
- Từ 1992-1998, chế độ tỷ giá cố định được duy trì nhằm mục tiêu ổn định nền kinh tế sau
cuộc khủng hoảng 1990-1991.
- Từ 2/1999 đến nay, Việt Nam áp dụng chế độ tỷ giá thả nổi có điều tiết. Tuy nhiên, theo
IMF phân loại thì VN theo chế độ tỷ giá neo cố định quy ước dựa trên tỷ giá trung tâm:
Tỷ giá trung tâm được xác định trên cơ sở tham chiếu diễn biến tỷ giá bình quân gia
quyền trên thị trường liên ngân hàng, diễn biến tỷ giá trên thị trường quốc tế của một
số đồng tiền của các nước có quan hệ thương mại, vay, trả nợ, đầu tư lớn với VN, các
cân đối kinh tế vĩ mô, tiền tệ và phù hợp với mục tiêu chính sách tiền tệ.
Tỷ giá trung tâm được coi là tỷ giá chính thức vào giờ chốt giao dịch cuối ngày trước
đó cộng với một biên độ nhất định do NHNN quyết định dựa trên các yếu tố diễn biến
thị trường, và được lấy làm tỷ giá giao dịch ngày hôm sau.
