Research on Construction of the Internal Quality Assurance System of
Assessment-Based Diagnosis and Reformation in Higher Vocational Colleges

Abstract
In order to improve stakeholders' satisfaction with the quality
of personnel training, vocational colleges should be guided to
fulfill the main responsibility of guaranteeing the quality of
personnel training. This research is based on the work of
assessment-oriented diagnosis and reformation, supported by
the construction of college-based data platform, through the
establishment of quality objectives and assessment standards,
the establishment of internal quality assurance mechanism at
different levels of colleges, the improvement of quality
management process, the formation of internal quality
assurance system with strong early warning function and
incentive function, and the realization of college talents in
order to achieve the continuous and steady improvement of
training quality and internal management level.

1. Introduction
The ʮNotice on the Establishment of a Diagnosis and
Improvement System for Teaching in Vocational Collegesʯ
published by the Board of Education pointed out that the
basic task of developing modern vocational education is to
improve the quality of training technical and skilled
personnel, and it is the key to build a modern vocational
education system. The quality assurance in higher vocational
colleges should be established and perfected. The diagnosis
and improvement system of teaching as the core is the
realistic need of Higher Vocational Colleges under the
background of "separation of management and grading".
Drawing lessons from Dai Mings theory of circulation,
TQM, target management, knowledge management and
excellent performance management, taking assessment
diagnosis as the starting point, and based on the construction
of standards and system, we should strive to promote
vocational colleges to fulfill the main responsibility of
personnel training quality and correctly understand the
diagnosis and improvement of teaching in vocational
colleges. Institutions should continue to improve the quality
of technical and technical personnel training. [1]
2. Materials and Methods
Necessity of Establishing Internal Quality Assurance System
for Assessment-based Diagnosis and Reformation

A. Assessment-based diagnosis and reformation system is an
important part for college to act as the main body of internal
performance
Vocational education should actively adapt to the new normal
economic growth, independently guarantee quality and
enhance core competitiveness. Establishing a system of
diagnosis and improvement of teaching in vocational colleges
is to construct new relationship among government, colleges
and society, to promote vocational colleges to continuously
strengthen their main responsibilities, to make good use of
their autonomy in running colleges, to realize college quality
autonomy, to establish and improve organizations at all levels,
and to form a quality circle between horizontal departments
and vertical levels. We should establish a complete and
relatively independent self-quality assurance mechanism,
strengthen the quality dependence among management
systems at all levels, and give full play to the main role of
college quality assurance in the internal quality assurance
system of assessment-based diagnostic reformation, so as to
form a quality culture of full-staff, whole-process and
all-round assurance. [2]
B. Assessment-based diagnosis and reformation system is an
important guarantee to improve the quality of personnel
training.
It is necessary to shift the focus of resource allocation and
work to continuously improve the quality of technical and
skilled personnel training. Establishing the system of
assessment-based diagnosis and improvement in vocational
colleges is to establish a mechanism to promote the
continuous improvement of vocational colleges and to
improve the quality of education and teaching. Through the
analysis of the process of quality generation, the key control
points (links) of the quality of education and teaching are
found, and the system, mechanism, ability, culture and action
are applied. Control should be exercised so that the operation
of the system can become a mechanism, the mechanism can
persist in becoming ability, the ability can be sublimated into
culture, and the culture can become action consciously, so as
to realize the continuous improvement of the quality of
personnel training.
3. Results
Establishing an internal quality assurance system for
assessment-based diagnosis and improvement
A. Establishing an Internal Quality Assurance System with
"Five Verticals, Five Horizons and One Platform"
An internal quality assurance system based on the basic
framework of "five vertical, five horizontal and one platform"
are established. By means of diagnostic reformation,

established are a complete and relatively independent
self-quality assurance mechanism at different levels of
colleges, specialties, courses, teachers and students,
strengthen the quality dependence among the management
systems at all levels of colleges, and form the networked
platform of internal quality assurance system with all
elements available (as shown in Appendix Figure 1).
B. Establishing the target chain and standard chain of
assessment-based diagnosis and Reformation
Firstly, the organizational system is guided by optimizing the
allocation of internal resources, combing the role orientation
of each unit in the five vertical systems of decision-making
and command, quality generation, resource construction,
support services, supervision and control, so as to form a
quality assurance organizational system with sound
institutions, clear powers and responsibilities and clear
responsibility subjects. The second is to establish the target
chain, clarify the links, and define the starting point and
destination of the target. The goal is to have the logical
starting point and ending point of diagnosis and improvement.
To create a target chain consisting of "college development
goal - secondary unit goal - specialty construction goal -
curriculum construction goal", and form a target system that
links up the top and bottom and echoes left and right. The
third is to establish a standard chain, clarify the gauges and

The "8-character spiral" is composed of static and
dynamic spirals. The so-called static spiral refers to a
complete workflow: goal-standard-plan-organization-
implementation-diagnosis-motivation-learning-innovation-
improvement. Among them, diagnosis and improvement are
carried out after implementation, while the main body
generates learning motivation and innovation vitality due to
diagnosis and stimulation, which lead to knowledge
innovation and forms a comprehensive and profound
improvement program starting from the "goal". The so-called
dynamic spiral refers to the process of timely warning and
timely follow-up control and improvement based on real-time
monitoring data in the process of quality generation [4].

improve standards at all levels. The standard is the support of
the target and the diagnostic ruler. At the level of specialty
and curriculum, a series of standards related to logic should be
established. At the level of teachers, standards for teachers'
development should be established. At the level of students,
standards for students' development should be established to
form a chain of standards.
Establishment of “8-character spiral” process assessment –
based diagnosis and reformation operation mechanism
A. Correctly understand the operation mode of "8-character
spiral" and activate the endogenous motive force of
self-diagnosis and reformation
Dr. Edward Deming put forward the "PDCA cycle" in the
middle of last century, that is, "PLAN - DO - CHECK -
ACTION" cycle. On this basis, Professor Yang Yingsong,
chairman of the National Committee of Experts on Diagnosis
and Improvement of Teaching in higher vocational colleges,
put forward the idea of "consultation". Breaking and
improving as a means to promote vocational colleges in
institutions, specialties, courses, teachers, students at different
levels to establish a complete and relatively independent
self-quality assurance mechanism. The carrier and process of
activating this mechanism is to cultivate the "8-character
quality improvement spiral" (referred to as the "8-character
spiral")[3]. As shown in figure below:

B. Establishing the performance appraisal system and form
the operational mechanism of appraisal diagnosis and
Reformation
According to the operation requirements of the
"8-character spiral" diagnosis and reformation system, the
corresponding performance appraisal system is established.
Through the pre-planning of annual tasks, the supervision and
supervision of work and the operation of medical reformation,
the evaluation after the event and effective incentive measures,
the whole process of quality assurance system operation is
managed and controlled, and the endogenous power of
internal control quality assurance is enhanced. After defining
the goals and standards, we should focus on the monitoring
and control of the process, carry out the operational
mechanism of assessment-based diagnosis and reformation,
and form a closed loop [5]. As shown below:

4. Conclusions

Diagnosis and improvement of internal quality

assurance system based on assessment is a work of "laying a
foundation and making long-term benefits". After the
implementation of the system, colleges can form their own
"immunity and rehabilitation" system, change their teaching
and management patterns, and ensure their healthy
development in accordance with the established goals. In
particular, it should be pointed out that, at the operational
level, there is no need to develop a separate set, but to
integrate with the daily work and form a more systematic and
comprehensive internal quality assurance system on the basis
of the original quality management, in order to provide a
strong guarantee for the realization of the college's objectives.
