Missing S1 Interfaces

【Issue Describe】

 The S1-based handover is used when the X2-based handover cannot be used.
 TOZBL and TOZBA sites have huge number of HO preparation failures with GUYYEL
because of SCTP and X2 Interface faults due to missing S1 interface.

【Handle steps】

 As you can see from pictures below, there are missing S1 interface definitions.
Before adding missing S1 interfaces the HO Preparation failures are very high.

【Solution】
Adding S1 interface definitions with command below

ADD S1INTERFACE: S1InterfaceId=0, S1CpBearerId=0, CnOperatorId=0;

【Suggestion & Summary】

1. Please check status for neighbor and serving site In case of any alarm Please rectify.
2. For S1 Based HO Please confirm from configuration it is defined correctly.
