I write to refer to the above subject matter and to bring to your
attention the urgent need for all industry stakeholders to comply with the
statutory requirements of the low voltage ratings for all electrical materials,
appliances, equipment, etc, to be deployed for use in Nigeria. It is important
and pertinent to remind the industry stakeholders/players and indeed all
Nigerians that, the specified voltages for use in Nigeria are 330kV, 132kV,
1]Pa33kV, 11kV, 400V and 230V at the frequency of 50Hz in line with the extant
regulations.
2. Kindly note that Distribution transformers and Station Service
transformers are expected to be rated 11/0.400V and 33/0.400V, as
specified by extant regulations and not 11/0.415V and 33/0.415V which has
been the practice/norm up till now. Subsequently, all low voltage electrical
materials, equipment, appliance, apparatuses, etc, should now be designed
for and rated 400 Volts (between phases’ conductors) and 230 Volts
(between phase conductor and neutral conductor) in line with the
specifications of the extant regulations, and not 415 Volts and 240 Volts
respectively as hitherto. In any case, we are fully aware that the majority
of Discos networks’ transformers, electrical materials, equipment,
apparatuses, etc, are rated 11/0.415 Volts and 33/0.415 Volts and
consequently most low voltage electrical materials, equipment, appliances,
etc over the past years have been rated 415/240 Volts against the standard
specification of 400/230 Volts. Thus, the time has now come for a strict
adherence to Regulations Specifications of 400 Volts and 230 Volts as the
National low voltages for Nigeria.
3. Consequently, all Operators and Stakeholders of the Power Sector and
all Nigerians are hereby advised to ensure that all new transformers,
electrical materials, equipment, appliances, etc to be used in your
networks/systems and for other general use in Nigeria must meet the
Specifications of 400 Volts and 230 Volts for low voltage applications. Having
regard to the above, we are to advise that with effect from July 1* 2021, no
approval will be given for any electricity projects/networks, electrical
installations and equipment that do not comply with the low voltage
specifications of 400 Volts and 230 Volts as per the National Low Voltage
Specifications.
4. Therefore, Power Operators, other Stakeholders and all Nigerians are
hereby advised to factor these Low Voltage Specifications into their Capex
requirements for planned new projects and for replacement of existing
415V/240V electrical materials, equipment, appliances etc, whenever the
need arises either through irreparable damage or fault of such electrical
materials, equipment, appliances, etc, especially distribution transformers.
21Pa5. Having regard to the above, I am to advise that you kindly ensure
full/strict compliance with the specified National low voltage Specifications —
(400 Volts and 230 Volts) as per Regulation, and also give this Enforcement
Notice/Circular the required widest circulation /notification to all your
operational offices, your customers, contractors and the general public in
your franchise areas.
6. Pending when a formal Stakeholders Forum on this can be organized
and held due to restriction on gatherings of more than ten (10) persons at a
time, I invite you to send your comments, contributions and observations to

7. While expecting your maximum cooperation in this regard, I am to
request that you take note of this Enforcement Notification for your
information, immediate necessary planning and implementation, and strict
compliance with the specified statutory National Low Voltages — (400 Volts
and 230 Volts) for Nigeria in line with extant regulations.
