The Institution for Standardization is the only organization authorized for the
standardization activities in Serbia and Montenegro.

2. The laws and decrees implemented by the ISSM

-The Law on Standardization (the "Official Gazette of FRY", No. 30/96, 59/98,
70/2001 and 8/2003, further in the text ZOS);

The Law on External Trade Affairs (the "Official Gazette of FRY", No. 46/92.)
article 26 and article 57);

3. Jobs resulting from the law and competencies

- Development of the Yugoslav standards, guides and technical


recommendations (ZOS, articles 4, 42) through the work of 340 commissions
with 2160 member experts.
- Issuing of the Yugoslav standards, papers, catalogue and other publications
(ZOS, article 11 and article 41).
- Sale of Yugoslav standards and publications (ZOS, articles 11 and 41).
- Information in the field of standardization (ZOS, article 41).
- Obligatory certification of products, that is, the establishing of the
conformity of products to the requirements of technical regulation (Decree on
the Manner of Establishing Conformity and the Manner of Performing
Technical Supervision, article 58).
- Certification of manufacturer’s/supplier’s quality system (according to the
JUS ISO 9000 standards series; ZOS, article 20).
- Certification of the environmental protection system (ZOS, article 20).
Keeping the registry of technical regulations, accredited enterprises and other
legal and physical persons (Decree on the Procedure for the Elaboration and
Enactment of Technical Regulations and for Keeping the Registry of these
Regulations, article 8).
- Opinion on the obligatory certification of products and homologation of
vehicles (according to the Decision on the classification of goods into import
and export forms).
- Opinion on the implementation of Yugoslav standards and technical
regulations related to foreign persons and the performing of works (The Law
on External Trade Affairs, articles 26 and 57).
- Opinion on the implementation of Yugoslav standards and technical
regulations in the process of announcing a competition for public
procurements (The Law on the Public Procurements of the Republic of
Serbia).
- Implementation of international multilateral agreements.

- Implementation of international schemes of product certification


(Certification of electrical equipment to the standards for safety – IECEE/CB
Scheme; certification of electrical equipment for the use in potentially
explosive atmospheres – IECEx Scheme).
- Cooperation with international and regional organizations for standardization
(more detailed, further in the text).
- Bilateral cooperation with the member countries of international and
regional organizations for standardization and related activities.
- Cooperation with the republic bodies and the organizations and institutions
of Serbia and Montenegro.
- Cooperation in the field of standardization and related activities with
economic organizations, institutes, faculties, chambers of commerce and
other associations.
- Settlement of the administrative procedure at the first level.
- Public relations, training, organizing standards promotion and seminars.

4. Membership in international and European organizations

The ISSM membership in the mentioned organizations is established in


accordance with the ISSM competencies and the decisions of Government.

The Institution for Standardization is a member of the following international


and regional organizations:

- The International Organization for Standardization – ISO; status of a full


member (ISO has 147 members);
- The International Electrotechnical Commission – IEC; status of a full
member; each country can have only one national committee (IEC has 62
members);
- IEC International System for Conformity Testing and Certification of
Electrical Equipment – IECEE, with the Scheme for the recognition of test
results – IECEE/CB Scheme; status of a full member (IECEE has 45
members);
- IEC Scheme for Certification to Standards for Electrical Equipment used in
Explosive Atmospheres – IECEx; status of a full member (IECEx has 22
members);
- IEC Quality Assessment System for Electronic Components – IECQ; status
of a full member (IECQ has 17 members);
- European Committee for Standardization – CEN; status of a correspondent
member (CEN has 19 full members).

NOTE: The membership and participation in the work of international and

regional organizations make possible, first of all, the implementation of


international and European standards, guides, recommendations, regulations
etc. as the standards, guides, recommendations, regulations, etc. of Serbia
and Montenegro.

4. International agreements

- International agreement on olive oil and table olives, 1986;


UN/ECE Agreement Concerning the Approval of Uniform Technical
Prescriptions for Wheeled Vehicles, Equipment and Parts which can be fitted
and/or be used on wheeled vehicles and the conditions for reciprocal
recognition of approvals granted on the basis of these prescriptions) – liaison:
Decree on the Homologation of Vehicles (the ”Official Gazette of FRY”, No
51/98);
- UN/ECE Agreement on the International Carriage of Perishable Foodstuff
and on the Special Equipment to be used for such Carriage – ATP. The ATP
Agreement on the Carriage of Perishable Foodstuff is being implemented by
the Institution for Standardization;
- UN/ECE Agreement Concerning the International Carriage of Dangerous
Goods by Road – ADR. The Institution for Standardization has been
participating in the implementation of ADR Agreement in the field of vehicles;
- European Council of Ministers of Transport (ECMT) – Resolution of the
Council on the Guide for Government Officials and Carriers on the Use of the
ECMT Multilateral Quota (CEMT/CM(2001)9/FINAL. The ISSM has been
implementing CEMT in the part relating to the vehicle safety. Liaison:
Regulation on the documents and technical and technically exploitable
conditions, which must be met by the freight vehicles and buses, performing
the international public transport by road.

The Institution for Standardization receives the documentation of FAO/WHO


Codex Alimentarius Commission (agricultural food products).

6. Bilateral cooperation and bilateral agreements

The Institution for Standardization conducts bilateral cooperation with the


foreign organizations for standardization. The concluding of bilateral
agreements is related to the work of joint commissions/committees for trade
and economic cooperation between Serbia and Montenegro and other
countries or it is anticipated by the appropriate international agreements and
the free trade agreements.

The Institution for Standardization has signed the agreements on bilateral


cooperation with bodies/organizations of the following countries: Macedonia,
Slovakia, Ukraine, Belarus and Bulgaria. It has also signed the Agreement on
business and technical cooperation with the Republic Institution for
