Duties and responsibilities of BDA-AHD Security

Duty 1: Access Control at Main Gate(Reception)


èHe Should be positioned at the access control of the warehouse.
èHe should ensure proper access control to the office area.
èHe will make sure to maintain of staff in/out,visitor,casual labours registers
èHe will make sure that only authorised persons are permitted in warehouse.
èPrior allowing visitors to visit he should take obtain Concurrence of management being
visited.
èDo proper frisking of all staffs,casuals during entry and exit. He is authorized to carry out
è frisking of any person moving in and out of the warehouse.
èNever leave the post without being properly relieved.
èHe should keep proper surveillance to the front area of the building.
èHave a check on vehicles approaching to our office area and ensure no unauthorized
è vehicles parked in front of our office area.
èOn conclusion of duty ensure that proper handing and taking over is done to the next
è shift staff.

Duty 2: Access Control at control Room)


èHe Should be positioned at the access control of the warehouse.
èHe should ensure proper access control to the sterile area.
èHe will make sure that only authorised persons are permitted in sterile area.
èDo proper frisking of all staffs,casuals during entry and exit. He is authorized to carry out
èfrisking of any person moving in and out of the sterile area.
èNever leave the post without being properly relieved.
èProper updating of registers available with the front entry.
èProper custody and issuance of the vehicles and cabin Keys.
èHe should ensure that all electric point are switched off during Off time.
èHe should make sure that movement of materials are authorized and under proper gate pass.
èProper custody of Casual’s A.E.P. and its issuance.
èEnsure vehicle log book updated.
èHe should make sure that all outbound co mails are handed over for onward
èconnection and all inbound co mails handed over to concerned person/department.
èProper custody and issuance of RT sets as per laid down procedure.
èHave custody of First Aid box with proper medicines and Keep a check on Expiry
è date of medicines, etc.
èOn conclusion of duty ensure that proper handing and taking over is done to the next
è shift staff.
Duty 3: Acceptance Security (Sr.Sec.Asst. / Screener)
èHe should ensure the airworthiness of outer package of the shipments while accepting
èby the accepting staff. If found any discrepancy, he should ask for proper packing.
èCheck the paperwork for the contents.
èSurveillance at the acceptance area.
èAccepting the Jew shipments and ensure that the seal is not been tampered.
èIf tampered evident than don’t accept the shipment. Shipment would only be accepted
èunder physical check of the contents.
èMake sure that ETD done of shipment on random basis.

Duty 4: X-Ray Screening


èThis position / duty is only performed by the certified, qualified and valid screener from
BCAS.
èX-Ray pre-operational check should be carried out before initiating or starting screening.
èCheck the proper cleanliness of machine before starting operation.
èX-Ray machine should be properly switched on.
èEnsure that CTP test is been done and machine should match up with the minimum criteria
èFramed by BCAS. In case of any malfunction noticed, should inform seniors immediately.
èHe should ensure that adequate number of security stickers and tags are available.
èHe should ensure that the shipments loaded on conveyor belt is proper (i.e.horizontally
loaded) Without causing any damage to machine.
èDo proper interpretation of images.
èHe should be Thorough on detection requirement.
èHe should make sure that if found any liquid and powder, documents should be checked.
èSuspected shipment should be re-ejected for physical verification and record should be kept.
èIncase of detection of weapons, explosive, dangerous articles and dangerous goods, SOPs
must Be strictly followed.
èIncase of any banned / prohibited goods are returned to client, make necessary entry
èin the register and obtain signature.
èEnsure that the mandatory 10% of the shipment is been physical checked (Ref: BCAS
èCircular 23/2005 (5.4.6) & Circular 34/2005 dated 22/08/2005 (2.2 (ii)b))
èEnsure the time restriction of the X-ray operator is strictly followed and entries are made in
the Register.
èEnsure anything notice unusual should report to superiors immediately.
èCollect the courier declaration and final security declaration certificate from the
èconcern before x-raying the same.
èHe should have a latest updated list of authorized signatory for signing courier
èdeclaration and security declaration.
èCross check the sign on declaration with details.
èEnsure that the X-ray maintenance manual is available.
èEnsure that X-Ray maintenance register is maintained properly.
èHe should make sure that the CTP test chart and registers are updated properly.
èColour chart, Emergency contact numbers, etc are displayed properly.
èEnsure the HHMDs and DFMD are in working condition.
Duty 5: Physical Check
èDo the Physical check in a earmarked clean area away from other shipments.
èConsignment will be opened by the shipper / BDE only.
èCarry the physical check only with the consent of the shipper.
èCheck the document first before opening the shipment.
èCarry out physical check thoroughly, remove things one by one and check.
èCheck all inner compartments and additional accessories and fittings.
èBe especially alert on electrical / electronic goods, gift items, chemicals, aerosols
èproducts, high density materials, magnets, power source, etc.
èEnsure the things are pack back properly under supervision.
èMake sure that details of physical check are being mentioned in the physical check registered.
èIncase any dangerous item noticed during physical check, don’t alarm the shipper,
èdon’t be panic, inform seniors and follow all SOPs.
èMake sure that the physically check clear shipment sealed with security physical
èchecked sticker and send to sterile area for palletisation.

Duty 6: Stickering
èMake sure that all the X-Ray shipments are affixed with the relevant security stickers,
èwhich is properly signed with date.
èIf any shipment is categorized as SUSPECT by the X-Ray operator, ensure that the
èshipment is sent back through X-Ray tunnel immediately. This need to be done with
èco-ordination of X-Ray Operator.
èCheck that any shipment come with BDE tape or open condition, Give back the same
èfor intact packing. Note down the details and pass the details over to shift Executive.
èMake sure all the shipment is been handled properly. Special attention is given to
èsmall and special handling marking.
èEnsure the proper accounting of security sticker and balance sticker kept under custody.
Duty 7: Palletization
èHe ensures that only security cleared cargo getting palletized.
èEnsure the proper stacking of pieces as per loading directives on the shipment.
èEnsure dense cargo loaded at the bottom and light at the top.
èHe ensure that the shipment while handling is not been damaged.
èEnsure Good Plastics are used during monsoon season and pallets are properly covered.
èTo ensure No foreign objects/ bodies are attached to dollies, pallets. Lashing nets or plastic sheets.
èHe ensures that pallet locks are activated.
èStrict surveillance against any kinds of addition, introduction and substitution.
èEffective access control to the area.

Duty 8: Airside Gate Duty


èHe will take the signature of APSU/ASG while opening airsde gate.
èHe should ensure proper access control to the sterile area.
èHe will make sure that only authorised persons are permitted in sterile area.
èHe ensures that pallet locks are activated before moving to Airside.
èHe ensures that each pallets and container and vehicles affixed with security sticker.
èHe will provide security clearance certificate to APSU/ASG
èNever leave the post without being properly relieved.
èHe will make sure for proper acountability of plastic sheets through register.
èHe will make sure take signature of APSU/ASG before closing of airside gate.

Duty 9: Escorting
èHe ensure that the driver is authorized and holding valid ADP (Airside Driving Permit).
èHe ensures that pallet locks are properly executed.
èEnsure that pallets are properly covered with plastic sheets and properly lashed.
èEnsure no Introduction and substitution from and to the pallet.
èEnsure the staff driving; strictly adhere to all the apron driving rules.
èEffective access control / no unauthorized access to the pallets.

Duty 10: Step Ladder


èEnsure no damage happen to the aircraft while aligning the step ladder.
èEnsure to be positioned at the base of the step ladder immediately after aligning.
èEnsure that only our company employee have access to the aircraft.
èEnsure to do the proper inspection of PIC and frisking of staff getting access to the flight.
èEnsure to do the proper register entry and obtain signature for In and Out movement.
èEnsure that no unauthorized person enters the cockpit area in the absence of the crew.
èEnsure strict surveillance about the people and equipment around the aircraft.
èTo ensure RT communication to and from the office.
èEnsure to carry out pre-departure check in concertina area.
èEnsure all items taken into the SNY area are security cleared.
èCheck and ensure the crew bags are security cleared and with valid crew bag tag.
èIf there is no crew in the crew cabin, he will position himself at the door of the
èaircraft to ensure effective access control threw main deck.

Duty 11: Main Deck


èBe positioned at the front side of the port engine while aligning and removing MDL
è(Main Deck Loader) and be extreme alert to avoid any kind of damage to aircraft due
èto the movement of MDL.
èHe ensures that only authorized people have access to the main deck of aircraft.
èEnsure that MDL is properly aligned, chocked and jacks are activated before
ècommencing the operation.
èTo see that SIL /Jam protector is been fitted before commencing operation.
èEnsure that the tail strut id fixed before commencing loading / offloading operation of
èEnsure that no damage happens to aircraft while loading pallets.
èTo see that all the locks at the main deck are properly activated.
èEnsure that all staff and CL came out before closing the cargo door.
èFrisking of CLs before entering and exit of Main deck.
Duty 12: Bulk
èEnsure that only authorized personal are permitted inside the bulk.
èEnsure that only cargo / courier having security stickers are loaded on to aircraft.
èEnsure proper frisking of CLs during the time of entry and exit.
èEnsure that equipments and vehicles are checked before aligning to the aircraft. All
èvehicles which are arriving near the aircraft should have flame arrester to the silencer.
èEnsure bulk loader(Jeep) and LCV marshaled while aligning and maintain as required
èsafety gap from the aircraft and chocks are activated immediately.
èEnsure that the LCV driver strictly adheres to the apron driving rules.
èEnsure that the LCV is checked before loading and after offloading.
èEnsure to have strict surveillance while fuelling is going on.
èMake sure all staff and CLs came out and compartments are tightly lashed before
è closing the bulk.

Duty 13: Export


èEnsure only the security cleared cargo is palletized.
èAllow only authorized personal for palletisation.
èEnsure proper counting and tally as per airway bill.
èEnsure safety and security of the pallet.
èEnsured the pallet is properly packed, covered and lashed.
èEnsure damaged shipments are not accepted for palletizing.
èEnsure no foreign bodies are attached to dollies, pallets, lashing nets or plastic sheets.
èEnsure that the loaded pallets are escorted to ramp area and handed over to the staff on ramp.
èEnsure that all related documents are maintained and filed properly.

Duty 14: Import Bonding.


èEnsure all pallets are escorted from tarmac to GSECL.
èEnsure proper counting and tally of inbound cargo as per manifest /pre-alert.
èObserve and report the details of the damaged shipments.
èEnsure that the shipments are handled carefully with care in order to avoid damages.
èEnsure that all the equipment went to GSECL are been returned back.

Duty 14: Duties OF JMs.


èTo asist Sr.Security Executive in compliance of procedures laid down in security manuals and
assist him in keeping with BCAS and world class.
èTo ensure that security operations are carried out smothly within the frame work of law applicable
èTo liase with AAI,Loacal police,DGCA and any other authorities at appropriate levels for
fullfilment of routine and speciallly alloted tasks
èTo audit security functions of the station.
èTo keep abrest with all BCAS and security related requirement as well as new techniques in the
field of aviation security.
èTo supervise training to all security and operation staff within laid down perimetars.
èTo ensure that turnout ,physical discipline and morale of security staff is very high at al times.
èPrepare mothly/periodice reports and maintain records of training.
èEnsure serviceability of X-ray machine weighing machine and fire fighting equipments.
èCarry out investigation on pilfredge or any other subject assigned by security/station manager.
èCarry out discreet investigations/enquiries and when tasked.
èAny other job alloted by station manager.
