GOALS AND OBJECTIVES OF THE PROPOSED POLICY

Policy Goal

Commuters can use, and have convenient access to, their preferred CPS when using EDSA public
transportation

Policy Objectives

- To develop laws and policies that would address the disunity among the CPS options in EDSA
public transportation
- To establish coordination between the concerned government agencies and the companies
providing automatic fare collection systems (AFCS) and digital financial services (DFS) to
guarantee compliance with government regulation
- To ensure convenience for EDSA commuters and compliance
- To promote the use of CPS, AFCS, and DFS among EDSA commuters
POLICY ALTERNATIVES
Alternative 1: Status quo/do nothing

Alternative 2: Unify the EDSA public transportation CPS services, making payment possible using any
method (value cards and DFS such as GCash, PayMaya), by enacting a new law

Alternative 3: Mandate the use of an all-in-one value card, reloadable using a variety of methods
including DFS, which can be used in any of the public transportation options in EDSA by enacting a new
law

Alternative 3: Address the calls of PUJ, PUB, and UV operators by adding a new section to the DOTr DO
No. 2017-011, subsidizing the installation and maintenance of AFCS
POLICY ALTERNATIVES
Alternative 5: Mandate the provision of free and fast internet connection in the area surrounding EDSA
to enable commuters to access DFS conveniently

Alternative 6: Create a law ordering the use of QR codes instead of value cards as payment methods that
can be used by EDSA commuters
