EXECUTIVE ORDER NO. 15


Series of 2021

AN ORDER PROVIDING ADDITIONAL HEALTH


GUIDELINES AND PROTOCOLS IN BISLIG CITY

WHEREAS, Section 16 of Republic Act No. 7160 also known as the Local
Government Code provides that within their respective territorial jurisdiction, Local
Government Units shall ensure and promote health and safety of their inhabitants;

WHEREAS, Governor Alexander T. Pimentel Issued Executive Order No. 33


giving all Local Government Units within the Surigao del Sur the discretion to impose
new restrictions and guidelines in case of new infections and local transmissions;

WHEREAS, City Mayor Florencio C. Garay signed Executive Order No. 8, Series
of 2021 lifting the suspension of gambling and gaming activities in Bislig City;

WHEREAS, the same signed Executive Order No. 11, Series of 2021 providing
new guidelines for all travelers in Bislig City and for individuals with close contact
with persons who tested positive for COVID-19;

WHEREAS, the Center for Health Development–Caraga issued a Press Release


mandating all concerned Local Government Units to implement the necessary
quarantine and control measures due to the confirmed B.1.1.7 variant and mutations
in the region;

WHEREAS, the same agency issued a letter to City Mayor Florencio C. Garay
thru the City Health Officer, Brenda M. Estrella, MD, requiring the contact tracing up
to 3rd generation of contacts and reswabbing of all contacts;

WHEREAS, the Inter-Agency Task Force for the Management of Emerging


Infectious Diseases issued the Resolution No. 103, Series of 2021 providing proactive
measures to ensure the utmost protection of the health of the Filipino people amidst
the pandemic known as COVID-19;

WHEREAS, Item B, paragraph 2, (f) of the aforementioned resolution states that


cockfighting and cockpit operations are suspended, including in areas under Modified
General Community Quarantine;

WHEREAS, even though that the City of Bislig is under Modified General
Community Quarantine, there is a possibility that new variants of COVID-19 may
spread rapidly if gambling activities like cockfighting will be permitted due to the
inevitable physical contact of its participants;

NOW, THEREFORE, I, FLORENCIO C. GARAY, Mayor of Bislig City, by the


virtue of the power and authority vested in me by law, do hereby order the following.

SECTION 1. General Guidelines. The following are the new Health Guidelines
and Protocols in the City of Bislig, namely:
1. The operations of driving schools, traditional cinemas and video- and
interactive- game arcades, libraries, archives, museums, and cultural
centers, limited social events at accredited establishments of the DOT, and
limited tourist attractions except open-air tourist attractions shall be
temporarily suspended;
2. Meetings, incentives, conferences, and exhibitions (MICE) events shall be
limited to essential business gatherings at thirty percent (30%) venue
capacity;
3. All religious activities and gatherings shall be temporarily cancelled. Online
religious celebrations are highly encouraged;
4. Venue capacity of dine-in restaurants, cafes, personal care services shall be
reduced to a maximum of fifty percent (50%) of capacity;
5. National government agencies are encouraged to defer the conduct of non-
critical activities that would entail mass gatherings; and
6. Cockfighting and cockpit operations are temporarily suspended.

SECTION 2. Guidelines for Arriving Non-OFWs/Returning Overseas


Filipinos and Foreign nationals (“Concerned Individuals”) as prescribed by DOH.

1. All travelers coming from countries with COVID-19 variants and mutations
shall not be allowed to undergo Home Quarantine but shall be isolated at
identified LGU Quarantine Facilities.

SECTION 3. Guidelines for Close-Contact Individuals.

1. All San Isidro Barangay Hall workers, DPWH employees, and those close-
contact individuals from cockfighting up to the 3 rd generation of contacts
shall submit themselves to COAFTC Testing Center for RT-PCR Testing and
shall undergo strict Home Quarantine while waiting for the result; and
2. If the result yields NEGATIVE, he/she shall report back to work, however, if
the result yields POSITIVE, he/she shall undergo ten (10) days quarantine
at the identified LGU Quarantine Facilities counting from the date of swab
collection.
3. The following activities need to be done with utmost care and confidentiality
and urgency:
a) Back trace to determine possible source of infection and isolation of
non-OFW case and their exposure and travel history.
b) Determine the current health status, laboratory and isolation status
of the cases and handover information for ROF to the LGU.
c) Contract tracing up to 3rd generation of contacts and reswabbing of all
contacts.
d) Identified contacts shall be tested with RT-PCR and must undergo 14-
day strict quarantine regardless of a negative result. Samples that will
test positive on RT-PCR and fit the criteria for sequencing must be
submitted.
e) All 1st generation contacts should be in a facility while 2 nd and 3rd
generation contacts preferably be also placed in a quarantine facility
but maybe accommodated at home after complying to standards set
in DOH-DILG Joint Administrative Order.
f) All close contact shall also be required to undergo a repeat RT-PCR
test at the end of their quarantine completion and shall be discharged
from quarantine if the result is negative.
SECTION 4. Separability Clause. In the event that any provision in this Order
or any part hereof is declared invalid, illegal, or unconstitutional, the provisions not
affected thereby shall remain in force and in effect;

SECTION 5. Repealing Clause. All orders, rules and regulations, other


issuances, or parts hereof which are inconsistent with the provisions of this Order are
hereby repealed or modified accordingly;

SECTION 6. Effectivity. This Executive Order shall take effect at 12:01 am of


March 27, 2021, and shall be binding unless sooner revoked when public health
hazard so requires.
