Intro of Ms. Lovelu mam

Mam started with discussing with general idea of what doping is and how it is subject to jurisdiction
of national as well as international organizations and government as well as non-Government
organizations

She went on to discuss how doping is one of the most important issue in sports. And also discussed
about international aspect of sports law.

She then discussed what doping is and how it is used for enhancing performance by the athletes.
She went on to discuss how and why doping is considered to be a wrong.

She talked about basic history of doping. How was it first recognized .

She then told which games can be subjected to International regulations. And Only those which are
recognized by IOC

She introduced about the WADA Code. And if anyone wants to be recognized by IOC he had to
follow this code. She then discussed some rules of the WADA Codes.

She discussed how each member of IOC also have their national doping agency. She told how doping
codes is not governed domestic or any local guidelines but only by IOC. And IOC doesn’t cares about
the constitutional laws of respective countries in regards to doping.

Then she discussed about strict liability in respect of WADA codes. And how its duty of every
sportsperson, every athlete to follow WADA codes. She supplemented her views with the case of
Mariano Puerta . And how he faced doping charges. And with this example she showed how its duty
of athlete to take reasonable measures and how they can be held strictly liable

She then told about how domestic laws does not interfere with the cases. And how IOC is
autonomous and if domestic laws interfere, the country can be blacklisted .And how similarly India
was once blacklisted. She discussed the reasons why domestic court cannot interfere. She went on
to tell that domestic courts cannot provide sufficient relief. Its only IOC that can control the same
and provide relief.

She also introduced the Indian National Sports code. And discussed about its applicability. Each code
should be in line with the IOC regulations. She discussed about the domestic organizations and their
powers in respect to doping charges.

This was followed by a question answer session. Where students actively participated. And mam also
responded to the querises with great excellence with mzing examples.
Then Alukik sir presented a ICSL Jersey to mam as a token for rememberance and as a symob of
grtatitue for participating in the conference.
