The Karnataka State Council for Science and Technology (KSCST) is an Autonomous S&T organization
under the Department of Science and Technology, Government of Karnataka, actively engaged to
identify problems / areas for the application of Science and Technology and to find scientific /
technological solutions for the benefit of society at large.

KSCST is looking for dynamic, experienced and qualified applicants, who can contribute for the growth
of KSCST by inviting applications from the eligible Indian Nationals for the following technical and

A. The essential qualifications and experience required for the above post (s) are as under:

1. Accounts Officer: 1 Post (General).

Job Description:
➢ Accounts Officer is a full time post in KSCST.
➢ Preparation of Budget and Budgetary control, financial planning, annual accounts, vetting of
all proposals of funding.
➢ Keep precise records of grants, incoming and outgoing payments - verifying accounts payable
and receivable.
➢ Maintenance of proper accounting, drawing statement of accounts, balance sheet, filing of
Statutory Returns, Utilization Certificates, etc. to Government/funding agency.
➢ Maintenance of salary Bills, EPF Trust funds, Project funds and its monitoring, co-ordinates
internal and statutory Audit, Supervision of work of subordinates and all finance and Accounts
activities.

Essential Qualification and Experience:

CA Intermediate or First-class MBA in Finance from an University established by Law in India


with 05 years of experience as Assistant Accounts Officer or equivalent in a similar
organisation i.e., in academic / R&D organisations. OR First-Class graduate in Commerce from
a recognised University with exposure to finance and accounting procedures of state / central
Government funding, with minimum of 10 years of experience in Accounts Department as
Assistant Accounts Officer or equivalent in a similar organisation.

Desirable:
➢ Preference will be given to candidates having thorough knowledge of the State / Central
Government Rules, General Financial Rules, Finance and Accounting procedures including
preparation of Statement of Accounts, Statutory Compliance, Budget Estimates, Audit of
Accounts and working in R&D institution.

Selection Process: Interview.

2. First Division Assistant (Accounts): 1 Post (General)

Job Description: The incumbent will assist the superiors in Bookkeeping and general
accounting, verifying claims and processing orders / salary bills, use of Tally / Accounting
software for preparation of monthly statements, processing of statutory returns to income /
sales tax, preparation of utilization certificates, statement of expenditure, etc.

Essential Qualification: Graduate in Commerce from a University established by Law in India.


Should have minimum 60% or equivalent.

Desirable: Post Graduation in finance is preferred.

Experience: Minimum 3 years’ experience in Accounting, Financial procedures, Auditing and


Statutory compliance with working knowledge and experience in Tally, Accounting Software,
MS word, excel package/software.

Desirable:
➢ Preference will be given to candidates having knowledge of the accounting rules, General
Financial Rules related to Finance and Accounts including preparation of Statement of
Accounts, Statutory compliance, Budget Estimates, Audit of Accounts.
➢ Working experience in tally / computerized accounting system and accounting software.
Familiarity and knowledge with working procedures in a R&D Institution.

3 First Division Assistant (Administration): 1 Post (reserved for ST)

Job Description: The incumbent will assist the superiors in recruitment & purchase
procedures, stores, put up draft correspondence in English/Kannada, proceedings of meetings
& note sheets, maintain administrative and project files and records, co-ordinate meetings, etc.

Essential Qualification: Graduate in any discipline from a University established by Law in


India. Should have minimum of 50% or equivalent.

Desirable: Post Graduation is preferred.

Experience: minimum 3 years’ experience in general office procedures / personnel


management /administration / establishment with working experience in Computer MS word,
excel package/software.

Desirable: Administrative matters including establishment, recruitment, maintenance of
Projects / programme records, Procurement & Accounting of Material, Stores, legal, etc.
➢ Good knowledge of KCSR / FR & SR & working experience in Computer / computerized
system and software, etc.

4 Second Division Assistant (Accounts): 1 Post (reserved for SC).

Essential Qualification: Graduate in Commerce from a University established by Law in India.


Should have minimum of 50% or equivalent.

Experience: Minimum 1-year experience Accounts / Finance Section in book keeping and
accounting procedures / processing of bills with minimum typing speed of 50 wpm in English
& Kannada in Computer MS-word and good knowledge of excel, Tally, Accounting Software.

Selection Process: Written test and interview.

5 Second Division Assistant (Administration): 1 Post (General).

Essential Qualification: Graduate in any discipline from a University established by Law in


India. Should have minimum 60% or equivalent.

Experience: Minimum 1-year experience in office procedures / administration / purchase /


stores with minimum typing speed of 50 wpm in English and Kannada in Computer MS word
and knowledge of excel, HR / inventory software. Shorthand in English and Kannada is
preferred.

Selection Process: Written test and interview.

6 Project Engineer: 5 Posts (2 for General, 2 for OBC (II A, II B) and 1 (SC).

Job Description: The candidate will be involved in the implementation of projects/programs


executed by KSCST and the work includes assisting in project preparation, development,
implementation, field investigations etc.

Essential Qualification:

BE / B.Tech in any branch of Engineering or Postgraduate in Sciences from a University


established by Law in India with an aggregate minimum of 60% marks for GM, 55% for OBC
and 50% for SC candidates or equivalent CGPA (average of all semesters).

Desirable: ME/M Tech or PhD in Science is preferred.

Experience: The candidate should have 5 years’ experience in Research, Development and
dissemination of technologies preferably in the areas of Water, Geospatial technologies,
Education, Energy, Housing, Biotechnology, Information & Communications Technology (ICT)
etc.

Special Instructions:

1. The candidates should mandatorily have Gmail account. If the same is not available, please
create and proceed to fill-up the Google Form.
2. It is the responsibility of the candidates to provide authentic email ID in the Google Form.
KSCST is not responsible for non-receipt of confirmation / communication due to faulty email
ID provided by the candidates.
3. Photo and signature of the candidates should be uploaded in .jpg format only and all other
documents in support of education/experience/reservation etc. should be kept ready and
uploaded in .pdf format. However, the size of any single uploaded .jpg and .pdf file shall not
exceed 1 MB.
4. The candidates are requested to go through the Recruitment Notification thoroughly prior to
filling up of the Google Form and ensure that they meet the required eligibility criteria.
5. Prior to filling up of the Google Form, the candidates are requested to remit application /
processing fee and keep the “transaction ID and Date” ready to upload into the Google Form.
6. The application / processing fee is not “Refundable” whether the application in the Google Form
is accepted / rejected.
7. The candidates shall ensure that the information uploaded into the Google-form are correct and
must be in possession of supporting certificates when called for.
8. It is for the candidate to ensure that he/she fulfils the eligibility criteria, complied with the
requirements and adhered to the instructions notified in this advertisement as well as in the
online Google-form. Candidates are, therefore, urged to carefully read the advertisement and
complete the application in Google-form and submit as per instructions given in this regard.
9. Mere fulfilling the eligibility criteria and submission of application does not automatically make
candidates eligible for Written Test/Interview.
10. After filling and submission of application information in to Google Form, No changes are
allowed.

B. Other Details:

Gross Emoluments:
Includes admissible Basic Pay, DA, HRA and CCA as per the Rules of Government of Karnataka.
Candidates should have passed Kannada as a first or second language subject in SSLC or higher
examinations. Compulsory knowledge of Kannada language to read, write and speak is essential.
Reservation:
Reservation for the posts advertised are applicable as per Government of Karnataka norms to the
persons from the SC (Scheduled Caste) / ST (Scheduled Tribe) and OBC-NCL (Other Backward
Class-Non-Creamy Layer) category.
Maximum age limit (As on the closing date of this recruitment notification i.e. 03-11-2020) :
For Accounts Officer post by Direct Recruitment: Maximum age: 50 years.
For Project Engineer, FDA, SDA posts by Direct Recruitment: Maximum age: 35 years.

Relaxation in Age:
1. For SC/ST candidates – 5 Years against reserved posts only.
2. For OBC candidates - 3 Years against reserved posts only.

Eligibility: The essential qualification, experience and the benchmark prescribed are only the
MINIMUM requirement and fulfilling the same does not automatically make candidates eligible for
Written Test / Interview.

How to apply: Applications will be received on-line only. Candidates are requested to fill up the
application on-line i.e. Google-form. The on-line Google registration will be hosted in the KSCST
website www.kscst.iisc.ernet.in or www.kscst.org.in between 03-10-2020 and 03-11-2020.

The candidates fulfilling the eligibility conditions may visit KSCST website and follow the procedure
as stated.

Candidates are requested to remit the processing fee through online and to keep the transaction ID
and date ready prior to filling up the information into the Google Form.

Candidates are requested to upload Scanned copies of latest passport sized photograph, signature
and documents related to age, qualification experience, reservation, etc.

Applications without remitting the fee / scanned documents / photograph / signature / poor visible
documents will be summarily rejected.

Correct e-mail ID of the applicant must be given in the application compulsorily.

Selection Process:
The Qualification and Experience prescribed and the benchmark are only the MINIMUM
requirement and fulfilling the same does not automatically make candidates eligible for Written
Test/ Interview.

Application received through the Google-form will be screened initially to short-list the eligible
candidates for taking-up written test/interview.

The call letters indicating the date, venue and time for the written test will be communicated to
the short-listed candidates only by e-mail.

The written test paper consists of objective type questions carrying equal marks. Based on the
performance in the written test, candidates will be short-listed for interview and the schedule and
venue of which will be notified by email.

General knowledge tests relating to the Constitution of India, General Knowledge, Economics,
Geography, Culture of India, Current events, every day science, general mathematics, logical
reasoning, and matters of every day observation as may be expected of an educated person.

NOC: Those candidates who are already employed under Central/State Govt./PSU/ Autonomous
Bodies should produce ‘No Objection Certificate’ from the employer. All other candidates need NOT
send NOC, but will have to be produced on demand.

C. General Instructions to the Applicants:

1. Only Indian nationals need to apply.

2. The persons applying for more than one post must submit/furnish details separately for each
post.

3. KSCST reserves the right to:


(a) Hold Written Test and/or Skill Test and/or Personal Interview for selection, whatever the
circumstances so warrant;
(b) Not to fill up all or any of the posts at any time without giving any reason.
(c) To increase or decrease the number of advertised posts & may vary classification.
(d) Draw a reserve panel against the possible vacancies in future.
4. Furnishing incomplete details in the Google-form or non-submission of copies of all the
mandatory certificate(s)/document(s) relating to Date of Birth, Qualification(s), Experience,
Caste and income certificates in case of SC/ST/OBC candidates, are liable to be summarily
rejected. All the details furnished in the Google-form will be treated as final and no changes
shall be entertained. The responsibility of entries in the application form lies solely with the
Applicant.

5. Eligibility in terms of age, qualification and experience of a candidate for the post
applied shall be considered as on the last date of closing of application through online
google-form.

6. Experience Certificate should be in proper format duly certified by the Competent Authority
and it should be on the organization’s letter head, bearing the date of issue, specific period
of work, nature of duty, designation, pay drawn, etc.
Original certificates should be produced at the time of selection process as well as while
joining.

7. In case of any corrigendum/addendum pertaining to this advertisement, the same shall be


published in the KSCST’s Website only. Applicants are requested check the KSCST website
regularly.

8. Applicants are advised to ensure, before applying, that they possess the minimum essential
qualification and experience laid down for the post. Qualification obtained shall be from a
recognized University/Board.

9. The prescribed Essential Qualification and Experience indicated are a bare minimum; mere
possession of same will not entitle applicants to be called for written Test(s) and/or Personal
Interview. Where number of applications received in response to the advertisement is large,
it may not be convenient and/or possible for the Institution to conduct test(s) and/or Personal
Interview for all the applicants. In such cases, the KSCST may restrict the number of
applicants to be called for test(s) and/or Personal Interview to a reasonable limit, on the basis
of Academic Performance and/or Qualification and/or Experience higher than the minimum
prescribed in the advertisement. Therefore, applicants should furnish the details of all
qualifications and experience possessed in the relevant field, over and above (if any) the
minimum qualifications prescribed along with documentary evidences.

10. Persons serving in Central/State/Semi-Government Organizations, Autonomous Body, and


Public Sector Undertakings etc., must apply through proper channel and such candidates will
be required to submit the NOC with other relevant documents, failing which such persons
shall be required to produce NOC before appearing for the selection process. Further, it is
also required to produce relieving letter at the time of joining, if selected, failing which they
will not be permitted to join the post.

11. KSCST is an autonomous institution and the posts advertised are regular in nature.
However, no alternative employment shall be available in government of Karnataka in
the event of closure in future date because of change in government policy, etc.

12. Candidates belonging to rural / ex-serviceman / women / physically handicap are encouraged
to apply.

13. The appointees are liable to be transferred to any place in Karnataka.

14. The appointment of the Selected candidates is subject to being found medically fit as per the
norms.

15. Written test/Computer proficiency test may be conducted as per the nature of the post.
Final selection will be done on the basis of performance in written test for post(s) &/or
interview or both.

16. Candidates should tender application fee of Rs. 300/- (Rupees three hundred only) payable
through bank transactions. The UTR number should be provided in the online application.

Persons with Disabilities (PWD) and SC/ST candidates are exempt from application fee.
However, these candidates have to remit Rs. 35/- as processing charges.

Application fee is non-refundable. No other mode of payment will be accepted and payment
made in any other form stands forfeited.

17. No interim correspondence whatsoever will be entertained from candidates regarding


conduct and result of test(s) and reasons for not being called for test (s).

18. No TA will be paid for attending the Written Test and Interview.
Candidates called for interview will have to produce all relevant original documents in proof
of details furnished in their google-form, at the time of interview.

19. Canvassing in any form or bringing in any influence or otherwise, will be a disqualification for
the post. Disqualification criteria is as per KCS (General Recruitment) Rules.

20. In case of any disputes, the decision of KSCST shall be final.
