The shift to a form of autonomy, which basically is to escape direct state management,
will help schools be more flexible and proactive in deciding internal issues such as hiring
or sacking officials and adding new subjects to the training program. At that time, the
education system will have many opportunities to absorb new things and stand shoulder
to shoulder with advanced education in the world. Mr. Pongsak Angkashith, the president
of Chiang Mai University, confidently asserted that once his university shifted to
autonomy, it would be more capable because then the bureaucratic manner of working
would no longer have a standing place in the school's development strategies. This is a
direction that aimed to improve Thailand's education system, especially at the university
level, in the international arena.
However, students are concerned that, along with professional and administrative
autonomy, public universities will no longer receive the same government subsidies as
before. That can cause tuition fees to increase and poor students no longer have the
opportunity to study. At that time, equity in education will be affected.
