On July 6, 2021 A Roan oke City Grand Jury found
probable cause that Robert L. Jeffery
Jr. ~Jeffrey) did comm it multiple felony embezzlem
ents while employed by Northwest
Neig hbor hood Environmental Organization (NNEO).
Witnesses Carroll Carter, president
of the Boar d ofNN EO, Jacki e Johnson office mana
ger, and an employee of Jeffery as
well mult i le docu ment s obtained in the course of
this investigation establish that, Jeffery
used 'as his email address. In addition, Jeffery regularly used
cellu lar phon e numb er hile conducting NNEO and personal business to
inclu de his embe zzlem ent scheme.

Jeffr ey was a Roan oke City Councilman during a subst

antial portion of time of the

for his use. The iPad was seized as a
