LIFT-TO-LIFT RESCUE STATEMENT

1.0 Purpose

1.1 This statement describes the safe evacuation of passengers from


stalled lift car via a neighbor lift car.

2.0 Definition

1.1 Blind shaft


- Shaft that has no landing doors over part of the hoist-way

1.2 Blocked car or stalled car


- Lift car that has stopped along the hoist-way and unable to re-start

1.3 Evacuation car


- Neighboring lift car that is installed with special evacuation door
and special control option

1.4 Evacuation door


- Special side door to be used for this specific purpose only

2.1 Special rescue bridge


- Specially fabricated steel bridge with detachable guardrails use to
two lift car via evacuation door

3.0 Reference to EN81 Part 1: 1998 Safety Rules for Construction and
Installation of Lifts

The formulation of this statement makes reference to EN81 Part 1 and the
relevant paragraphs are;

3.1 Paragraph 5.2.2.1.1


- Emergency doors shall have a minimum height of 1.80m and
minimum width of 0.35m

3.2 Paragraph 8.12.1


- Emergency doors may be used in the case of adjacent cars,
provided, however, that the horizontal distance between cars does
not exceed 0.75m.

3.3 Paragraph 8.12.4.1.2


- Emergency door shall not be located in the path of a counterweight
or balancing weight or in front of a fixed obstacle (except beams
separating the cars) preventing passage from one car to another

4.0 General Requirement

4.1 Any man trap rescue operation shall be carry out by at least two (2)
trained lift field personnel.

4.2 In the event when the lift is stuck, the trained lift field personnel
attending to the service telephone call, shall first inform and pacified
the passengers inside the trapped lift via the usual intercom system
between the lift motor room and lift car.

4.3 These personnel shall try to identify and rectify the fault. If the fault
cannot be rectified within a short span of time, these personnel shall
then attempt to release the lift by normal means of manually releasing
the lift motor brake and allow the lift car to move freely up or down,
dependent on whether the car or the counterweight is heavier at that
instance and release the trapped passenger through a usual lift
landing door.

4.4 If the lift car still cannot be moved, the trained lift field personnel shall
prepare to rescue the trapped passenger with the lift-to-lift rescue
operation.

5.0 Safety Requirement

5.1 The maintenance lighting on the lift car top shall be switched on when
access by the lift personnel. In the event when the light bulb is fused, it
should be replaced immediately before proceeding further.

5.2 All trained lift personnel shall ensure they wear safety belt when they
attempt to open the rescue door. The safety belt must be properly
fastened to a sturdy anchoring point.

5.3 All personnel assigned to maintain these lifts must be inducted and
trained on the rescue operation by the Lift Engineer responsible. They
should also undergo yearly refreshing session conducted by the Lift
Engineer responsible.

5.4 The Lift Engineer responsible for these lifts shall ensure that the
rescue bridge and safety switches installed on the rescue door are
checked for proper functionality during the monthly maintenance
regime. Any abnormities shall be rectified immediately.

6.0 Rescue Procedure

6.1 The trained person shall retrieve the special rescue bridge, which shall
be kept in either the Lift Motor Room (LMR) or the Fire Command
Centre (FCC).

6.2 Please refer to Appendix A, which shows the detachable special


rescue bridge.

6.3 These persons shall call for the running lift using the landing call panel.
When the lift adjacent to stalled lift arrive, these personnel shall bring
the rescue bridge into the lift, which shall be known as Evacuation Lift.

6.4 Upon taking possession of the Evacuation Lift, one trained lift person
shall go to the Evacuation Car top while the other shall remain in the
Evacuation Car.

6.5 The person on top of the Evacuation Car shall bring the lift car at
maintenance speed (much lower than rated speed) and try to locate
the stalled Trapped Lift. At the same time, the person inside the
Evacuation Car shall start to fix up the special rescue bridge.

6.6 Once the Trapped Lift is located, the person on top of the Evacuation
Lift shall ensure that both the Evacuation Car and Trapped Lift are
properly level.

6.7 The same person shall then open the rescue door of both the
Evacuation Lift and Trapped Lift from the car top.

6.8 Once the rescue door on both lifts is open, the person in the
Evacuation Lift shall launch the fully assembled special rescue bridge
towards the Evacuation Lift. This person shall then mount and secure
the special rescue bridge between both lifts.

6.9 Once the special rescue bridge is secured, this person shall lead the
passenger, one by one, in an orderly manner from the Trapped Lift to
the Evacuation Lift. This person shall also take note of the total
number of people, so as not to overload the evacuation lift.

6.10 Once the passengers had been successfully transferred to the


Evacuation Lift, the trained person shall close the special rescue door
on both the lifts.

6.11 The trained person shall ensure all passengers are alright before
informing the other person on the car top to bring the Evacuation Lift in
maintenance speed to the Main Lobby.

6.12 Once the evacuation lift arrives at the Main Lobby, all passengers
shall leave the lift. If any of the passengers feel uncomfortable, the lift
trained personnel shall bring the person to the Fire Command Centre
and seek medical assistance.

6.13 In the event where two trips are required, the trained persons shall
continue with another similar rescue operation after all passengers had
safely leaved the Evacuation Lift.
