OPER8340 Term Project


Spring 2021

Objective:
The purpose of this Term Project is to provide OPER8340 students with an opportunity to apply
supply chain management tools & knowledge learned throughout the course to a real-world
business environment. One of the learning aspects of the course is to familiarize oneself with the
terminology associated with the supply chain function and be able to write summary reports in a
clear, concise businesslike manner.

Grading:
The Term Project is comprised of a written summary report including short-answer / essay style
questions covering highlights from the course. The Term Project accounts for 25% of the overall
OPER8340 course grade.

Due Date:
The term Project is due at 11:59 pm on Sunday August 1, 2021.

The Term Project must be submitted electronically as a word document through eConestoga / into
the assignments drop box. Originality check, Turnitin will be used
Late submissions or missing assignments will result in a 0.

Assigned Company:
Ryding-Regency Meat Packers Ltd. is a Canadian meat processing company headquartered in
Toronto, Ontario Canada. Ryding-Regency distributes meat products domestically across Canada,
and exports to many countries around the world including the United States, Mexico, Saudi Arabia,
U.A.E., Peoples Republic of China, Singapore, Indonesia, and Hong Kong.

Group Reports:
Students have either formed their own project groups, or been randomly assigned to project
groups, to work together throughout the term to research, review and discuss course material as it
relates to the Term Project. All Term Project reports should include a properly formatted cover
page listing the report title, course and section name, professor’s name, group number, student
names & student ID numbers.

Term Project reports are to be submitted electronically via eConestoga (Mid Term Case Study
Dropbox). Report submissions should be a MAXIMUM of ten (10) pages in length (excluding
cover page, appendices and exhibits), single sided, 1” margin, 12-point Arial font. Reports
may also contain an additional five (5) pages of relevant appendices and supporting exhibits as
required.

Project Description:
On October 8, 2019 the Canadian Food Inspection Agency (CFIA) published details of a recall
announced October 4th by Ryding-Regency Meat Packers Ltd. in Toronto, Ontario Canada of raw
beef products from the marketplace due to possible E. coli O157:H7 contamination. The majority of
contaminated products were shipped to locations across Canada, and the company advised
consumers not to eat the affected products.

However, earlier in the year, Ryding-Regency had signed a contract with the Wisconsin
Department Of Corrections (DOC) in Madison, Wisconsin USA to supply “boneless beef chuck 85”
(product #9022000) to five correctional facilities in the state. The most recent shipment of beef
products, packed on May 27, 2019, shipped from Ryding-Regency in Toronto to the five Wisconsin
correctional facilities, was included in the recall.

Since the shipment involved an international destination and consumers who were incarcerated,
senior management at Ryding-Regency could not verify that the DOC would comply with the meat
recall and were concerned about potential liability. As a result, the senior management team asked
the company’s supply chain manager to personally coordinate the recall with DOC and make
arrangements to have the contaminated products picked up from the five correctional facilities and
returned to Canada for verification and disposal.

The five correctional facilities involved are:

Project Scope:
Each group should consider themselves as the supply chain manager at Ryding-Regency Meat
Packers Ltd. The scope of your responsibility is to:

1) research and analyze the company’s current problem


2) provide recommendations to the company’s senior management team on how to make the
appropriate recall arrangements from Wisconsin*, and
3) better align the company’s reverse logistics capabilities in future with their stated company
mission and their perceived approach to strategic competitive advantage*

*These recommendations should be addressed in a summary page(s) at the beginning of your


report.

In order to ensure your report focuses on key issues, the senior management team has asked you
to also respond to the following eight (8) specific questions.

Orders for the five correctional facilities in Wisconsin are consolidated and DOC places
aggregate orders weekly with Ryding-Regency in Toronto. Ryding-Regency ships consolidated
orders by intermodal, palletised and labelled by correctional facility, to Chicago, IL at which
point the intermodal trailers are offloaded and moved by truck to a distribution centre in
Milwaukee, WI.

The DOC in Madison, Wisconsin has identified 12 pallets of E. coli-contaminated meat


products still in inventory in the distribution centre in Milwaukee, and approximately 2 pallets at
each of the 5 correctional facilities.

Ryding-Regency’s supply chain manager has already spoken with the company’s Canadian
Customs broker, US Customs and Border Protection (CBP), and the Canada Border Services
Agency (CBSA) regarding arrangements to return the contaminated products to Canada. CBP
and CBSA have requested that the shipping documentation, and the pallets of returning goods,
include the following statement/warning labels:

NOT FOR RESALE - GOODS RETURNED TO CANADA FOR DISPOSAL ONLY

Since the returning shipment will not be subjected to the same level of scrutiny as a
commercial import shipment, CBP and CBSA expressed concerns that someone might target
the shipment for smuggling or terrorism purposes. As a result, CBSA has insisted the shipment
be consolidated and enter Canada within 30 days.

a) Describe the possible surface transportation of contaminated meat products from Wisconsin
locations to Canada.

8. Identify and describe the relevant cargo security programs that are involved in the reverse
logistics scenario described in question 7.

For example:
i. In which security programs would membership likely benefit Ryding-Regency in Toronto,
Ontario Canada and DOC in Madison, Wisconsin USA? Why? (5 points)
ii. What will the 10 number Harmonized Code that would be used for CBSA, and any
applicable rate of duty, be when returning these goods to Canada? Include the
appropriate references. (5 points)

exhibits in order to follow and understand their relevance to your report. The actual exhibits are to
be attached to your report as part of your requirement for citing and referencing. The major
conclusion(s) drawn from the exhibits should be summarized and included in the report itself.

Key Success Factors:


Effective business managers do not just share facts and data, they deliver critical analysis and
insight to their audience. Your task is to persuade the Ryding-Regency senior management team
to your point of view with critical analysis and improvement suggestions.

In ANY business environment, presenting recommendations that are unsupported is simply not
acceptable. Avoid using the words “could” and “might” as they reflect an inability to be decisive.
When drawing a conclusion or presenting a recommendation to executive leadership, outstanding
management candidates are always prepared to support it with facts and relevant data.

Your arguments should be persuasive. They are based on your research facts and subsequent
analysis. Quantitative analysis, where applicable, is always an important part, as numbers tend to
be fairly objective. Examine your answers to make sure they show effective use of the analytical
and reasoning skills you have learned in this and other courses in the program. Your job is to tell
senior management what you are going to do to resolve this problem, not tell senior management
what they could do to solve the problem.

There is obviously a lot to potentially cover, however you must make choices about what are the
most important things to cover, and always “get to the point”. In the business world, your
recommended plan of action will be competing for required resources, so areas that have the
largest impact to the future success of the organization will almost always get the green light. As
always, the written report should be clear and professional in presentation.

Answer all questions and submit your report on time. All students must participate and contribute
in order to receive credit for the Term Project. Keep a copy of your work for your files. Students
may be asked to submit copies of their written individual contribution to the overall Term Project
report with respect to individual and group marks.
