your future will matter; your search can end here. The Delhi Skill and Entrepreneurship

1. About Delhi Skill and Entrepreneurship University

The Delhi Skill and Entrepreneurship University (DSEU) has been established through an act
of the Legislative Assembly of the National Capital Territory of Delhi, namely the “Delhi Skill
and Entrepreneurship University Act, 2019” (Delhi Act 04 of 2020) to provide quality
education in applied sciences and skill education. The University aims to equip students with
world-class skill education to enable access to aspirational jobs and inculcate entrepreneurial
mindset and entrepreneurship. DSEU shall create a win-win for the youth and the industry by
filling the existing gaps in skill training.
Building on the education philosophy of thinkers such as Mahatma Gandhi and Vinoba Bhave,
DSEU aims to integrate the use of the hand, head, and heart for balanced living and
engagement in lifelong learning. The focus will be on teaching both self-reliance for life-long
independence and the wisdom towards nurturing and valuing interdependence.
The University wishes to change the existing paradigm of skilling, making skill acquisition
aspirational and providing opportunities to all for skilling, up-skilling and reskilling. Besides,
DSEU will support and nurture entrepreneurs and provide quality mentorship to steer the
entrepreneurial journeys of those interested, by providing incubation, and handholding.
The University will offer courses to people from all walks of life and empower the
marginalized and minority groups by providing them with an opportunity to attain world-class
education. The University aims to develop aware and well-rounded citizens.
The course curriculum offered at DSEU will be inspired by industry requirements and will
help graduates to be career-ready. Holistic development at affordable costs will be the aim of
the University while also ensuring that no student is denied admission due to lack of their
ability to pay. The University will provide opportunities of scholarships, freeships and
financial assistance for getting loans and support from the Delhi government schemes for
higher education.

According to Aristotle, Fine Arts is an artistic expression that may or may not address any specific aim.
Applied arts is the application of artistic and design principles in a practical setting which expresses
technical abilities via creativity. You will learn how to create useful things for which aesthetic and
ergonomic considerations are important. Purposeful creative interpretation of unlimited concepts might
be termed as Applied Arts. The end goal of the product in Fine Arts is the product itself, which
encompasses subjects like drawing, sketching, painting, and so on. After the completion academics,
architecture, and the film industry are all viable options. In the publishing or textile industries, you will
also be able to work in the creative divisions of magazines, advertising agencies, and newspapers etc.

Architecture
This course is a complete package with the integration of the basics of architecture, civil engineering
and designing. Apart from the design, you will also learn about the various aspects of constructing a

multiple interactions with them. From government projects to working at a private organization,

Civil Engineering

We are all fascinated by various tall structures we see every day, the huge ship docks, tall buildings, and
many more. While an architect may only create an aesthetical design of a building, it is the job of a
Civil Engineer and their team of assistants to bring that design to life. Being an assistant, you would be
required to conceive the designs, undertake feasibility studies, examine the site and suggest changes in
the design. The road to an idea transforming into reality will pass through you. Once the design is
ready, you would also be required in managing the project, ensuring that it goes as planned. While it
may seem that you are only required in the development phase of a project, it is not true. You would
also be required to research extensively about new innovative ways and also be involved in the
maintenance of projects, once completed. As India and the world look to boost infrastructure to provide

The computer business is one of India’s fastest expanding divisions, and this trend is expected to

life. This has resulted in a sharp growth in this sector and rising demand of electronics professionals.
The Diploma course in Electronics Engineering with specialization has been defined and designed to
meet the challenges of continuous technological changes and sound knowledge of latest areas. This
course capacitates students in designing, maintaining, testing and servicing of electronic devices. This
course not only helps acquire in-depth knowledge in Electronics Engineering but also offers the

and good visualization skills, which will make it easier for you to find work in the Fashion Design
industry. Fashion Design is much more than clothes and trends; it incorporates shoes, handbags,
footwear, and much more and this course will help students to find their own niche in this ever evolving
industry. It is a specialization course that will cover a wide range of fabrics, designs, patterns, colours,

This course will prepare you to gain knowledge and skills of designing interiors for a variety of spaces
like commercial, residential, public areas etc. It will help you develop a detailed approach regarding the
core concepts, techniques, materialistic knowledge and fundamentals via internships, workshops, and
projects in order to gain practical experience. Students will be able to work in a variety of industries
after completing the course, including the film and television industry, theatres, exhibition centres,
construction firms, and event management firms, among others.

Mechanical Engineering

Engineering, though a science, can also demand a high degree of imagination. This course is one of the
oldest and broadest of the engineering branches. Through this course you will learn the basics of how

of projects like personal computers, batteries & medical devices and will find new solutions to
problems. Materials Mechanics, Computer Architecture, Machine Theory and Vibrational,

1. The University shall offer multiple entry and exit options as part of all the undergraduate
degree (except B.Tech.) courses. This is in keeping with the new National Education Policy
that allows students to accumulate credits and gives the flexibility to join a course or leave a

year. The students can also enter the courses in the second and third year if they have

Note:- DSEU has designed a proprietary Personality, Entrepreneurial Mindset and General Ability Test
(PEGTM) to help students choose the most suitable courses for themselves.

Candidates applying for Undergraduate courses (B.A./ B.Com./ B.Sc./ BBA/ BMS) have to take the
mandatory non-proctored interest profiling test called PEG. The test is available online at the University
website https://dseu.ac.in/dseu-peg-test/ and is free of cost. The test does not require any preparation
and takes approximately 40 minutes to complete.

A unique reference number and a PEG report in PDF form will be generated for each candidate.The
candidate shall be asked to share their PEG report reference number and upload the test report before
making course and campus preference.

Step 1- Go to the Admission section on the main menu at www.dseu.ac.in. Select “DSEU PEG Test”.
Step 2- Select “Take PEGTM Test”, take the test and download your test report.

11.6.5. Letter of Recommendation from School Principal

One (1) additional point to be awarded to a student based on a letter of recommendation from the
Head of School (Principal/ Vice Principal). The format for the letter of reference is in Annexure -
II. The annexure can be downloaded from www.dseuonline.com. The Principal will need to
submit the document electronically, duly signed, stamped and scanned to DSEU vide email to
lor@dseu.ac.in by 10th August 2021.

12. Physical Fitness

All the students shall be required to submit a Medical Fitness Certificate from a Registered Medical
Practitioner (Annexure: III) at the time of admission. If the student has any mental illness it must be
disclosed including the line of treatment being taken by the student and a certificate from the doctor
saying the student is fit for undertaking studies.

Note: Admission of the student shall stand cancelled if any information supplied or document
submitted is proved to be false/ fake at any stage even after admission.

13. Reservation

13.1. Region
85% seats in all the courses are earmarked for candidates belonging to the Delhi region and 15% seats
are earmarked for students belonging to outside Delhi region.
13.1.1. Delhi Region Candidates (85% of seats)

A candidate passing the qualifying examination from a recognized School / College / Institute located
within the National Capital Territory (NCT) of Delhi will be considered for Delhi Region only.

13.1.2. Outside Delhi Region Candidates (15% of seats)

A candidate passing the qualifying examination from a recognized School / College / Institute located
outside the National Capital Territory of Delhi will be considered for Outside Delhi Region only.

Note: For a candidate, who has passed the qualifying examination through Patrachar Vidyalaya, Delhi
/ National Institute of Open School, Delhi (NIOS), the criterion for deciding the region shall be the
location of his/her centre of examination. In other words, if the centre of examination is located in the
NCT of Delhi, the candidate shall be considered under the Delhi Region and if the centre of
examination is located outside the NCT of Delhi, he/she shall be considered under the Outside Delhi
Region.

13.2. Reservation Policy

13.2.1 Scheduled Caste (SC): 15% of the total seats are reserved for Scheduled Caste candidates.

13.2.2. Scheduled Tribe (ST): 7.5 % of the total seats are reserved for Scheduled Tribe candidates

13.2.3. Other Backward Class (OBC): 27% of the total seats are reserved for Other Backward Class
(Non-Creamy Layer) candidates.

Note- Reservation category certificate of candidate claiming reservation under Delhi category seats
will be from the competent authority of Delhi jurisdiction. Certificate of candidates claiming
reservation against seats allocated for outside Delhi candidates, will have to furnish the certificate
from the competent authority to establish their eligibility for reservation under the concerned
reservation category.

13.2.4. Economically Weaker Section (EWS): 10% of the total seats are reserved for Economically
Weaker Section candidates.

Sub-categories namely ‘Defence’ and ‘Person with disabilities’ are available under each category
(General, SC, ST, OB).

13.2.5. Defence : 5% of the total seats in each category are reserved for candidates belonging to the
Defence sub-category in the following priority:

Priority I - Widows/wards of Defence personnel killed in action. Required Certificate: Proof in

xi. Persons with Disabilities (PwD): 5% of the total seats in each category are reserved for
candidates belonging to the ‘Persons with Disabilities’ sub-category in accordance with the
provisions of 'The Rights of Persons with Disabilities Act 2016’ (PWD ACT). All the candidates
who furnish PD certificate from any Government Hospital located in Delhi or Outside Delhi
under the provisions of ‘The Rights of Persons with Disabilities Act 2016, shall be eligible for
claiming reservation on Delhi and outside Delhi seats (based on the location of their qualifying
exam).

xii. Kashmiri Migrants (KM) (Supernumerary): 01 (One) seat over and above the total intake is
available.
Under this category, first preference will be given to a Kashmiri Migrant candidate:
a) who has passed the requisite qualifying examination from a school /college / institute located
within the NCT of Delhi;
b) whose parents are registered in Delhi up to 11.06.2001 as Kashmiri Migrant; and
c) who is residing in the NCT of Delhi.

Note: In case of seats remaining vacant, Kashmiri Migrants settled Outside Delhi will be considered.

14. Seat Conversion Rules

14.1 After exhausting the complete list of PD and CW subcategories, remaining vacant seats in these
subcategories will be transferred to respective main categories.

14.2 After exhausting the complete list of SC, ST, OBC and EWS candidates, the vacant seats will be
treated as unreserved in the Spot Round. The conversion of vacant Outside Delhi Region seats to
Delhi Region seats and vice versa will be done only in the Spot Round as per the following
procedure:
i. If the complete list of ST, Delhi candidates exhausts, then the remaining vacant seats under this
category will be filled from the list of SC, Delhi category candidates or vice versa.
ii. If the complete list of ST, Outside Delhi candidates exhausts, then the remaining vacant seats
under this category will be filled from the list of SC, Outside Delhi category candidates or vice
versa.
iii. If the complete list of SC/ST, Delhi candidates exhausts, then the remaining vacant seats under
this category will be filled by creating an equal number of seats in the GN, Delhi category.
iv. If the complete list of SC/ST, Outside Delhi candidates, exhausts, then the remaining vacant
seats under this category will be filled by creating an equal number of seats in the GN, Outside
Delhi category.
v. If the complete list of EWS, Delhi candidates exhausts, then the remaining vacant seats under
this category will be filled from the list of GN, Delhi category candidates.

Steps to follow to fill-up online application form for Delhi Skill and Entrepreneurship University.

16.1. How to complete (DSEU) Online Admission Application Process?

The admission application process comprises of the following steps:

Note : Applicants are required to keep the following things ready before applying:

1. An E-mail ID for registration and for receiving all future correspondence till the admission
process is over.
2. Valid Mobile Number to receive SMS based notifications/communications related to the online
application, Admit card, Admission etc till the admission process is over and subsequently, if
admitted.
3. Scanned copy in PDF format for all relevant supporting documents i.e., marksheet of qualifying
examination, category certificate [if applicable] and other documents should be uploaded by the
candidate along with the online application form.
4. Scanned copy of a recent passport size colour photograph (for uploading in "jpeg/ jpg" formats
are allowed. File size of scanned photograph should not ideally be more than 100KB).
5. Your signature using Blue/Black pen on white sheet (for scanning and uploading in "jpeg/jpg"

Step 3: When you click the link you will be shown a Registration Form asking for various details.
Fields for information which is mandatory are marked with "*". These fields cannot be left blank.
Once you fill in the details, you can click on the "Sign up" button at the bottom for completing the
registration process.

When you click the "Sign up" button here, you will get a new pop-up asking you to confirm the filled
details in the Registration form. PLEASE NOTE THAT DETAILS SUBMITTED DURING
REGISTRATION CANNOT BE CHANGED LATER. SO MAKE SURE YOU DO NOT MAKE
ERRORS IN THE INFORMATION YOU FILL IN THIS STEP. If all details are correct then click

Step 4: Activation and validation of Registration:

On successful submission of registration details, you will be shown a confirmation message on the

You will also receive an email on the e-mail ID provided by you in the registration form and a
validation code on your registered mobile number. The email will contain an activation link. You
need to click this activation link to confirm and complete your registration process.
Click on the activation link received in the email. Your account will not be activated until you have
clicked on this activation link, so, do not forget this important step.

16.1.2 How to fill the application form?

Step 1: After activation and validation of your Registration on the Delhi Skill and Entrepreneurship
University (DSEU) Portal, you can login into the application portal with your registered mail ID &
password.
After login, you will be able to see the dashboard, then to proceed please click “My Application”.
Then you will be able to see the following page with the title "Status of Applications"

Now the Confirmation Popup will appear on the screen, Check confirmation and click on “Add the
Application button”. As shown in the screenshot below.
Now click on Application Details and then you will be able to see the applicant details page.

In the Applicant detail page please fill all the required details correctly

Note: Mandatory fields have been marked with red asterisks. They are to be essentially filled to 'Save'
the form.

After filling up the application click on the 'Save and Continue' Button given at the bottom.

16.1.3. Photo & Signatures upload:

To upload the image file of your scanned passport size colour photograph and signature, click on the
'Upload Photograph and Signature' button available on the left panel. On clicking, you will see the
following screen:

After filling up the application click the 'Save and Proceed' button given at the bottom. Now, you have
to fill the required fields of the 'Educational Details', here you have to fill various details of previous
examinations and Click on the 'Save' button to proceed further.

Note: If your result is awaited then click on the “Result Awaited” checkbox button.
After entering the Educational Details press “Save & Proceed” to go to the next section

Class X Subjects & Marks: You need to fill class X marks of all the subjects and then Click on the
'Save & Proceed' button. If the subject name is not found then choose “Other” and type your subject
name. If results are declared then fill the marks also here. Please read the eligibility condition of various
courses as some of them require students to have taken specified subjects at Class X level for becoming
eligible for those courses.
Class XII Subjects & Marks: You need to fill class XII marks of all the subjects and then Click on the
'Save & Proceed' button. If the subject name is not found then choose “Other” and type your subject
name. If results are declared then fill the marks also here. Please read the eligibility condition of various
courses as some of them require students to have taken specified subjects at Class XII level for
becoming eligible for those courses

After filling class XII marks an Extracurricular activity page will appear on the screen.
Here you can add various extracurricular activities from the drop down list ( maximum 3) and then
Click on the “proceed to next page button”

Note- This is only for the candidates applying for 3-year undergraduate programs.
Now you have to upload all the required Documents as PDF files in the “Document Details'. You have
to choose the file and press on the “Upload button” for uploading the PDF files one by one for each
document requested. Only after all required documents are uploaded will you be able to proceed
forward.
Now the Course type page will appear on the screen, here you can select the Course Types you want to
apply to. Please make sure you read the eligibility conditions properly. Once the right course types are
chosen then click on the “Save & Continue” button. As shown in the screenshot below.

Now you can see the final form preview as shown in the screenshot below:
Now you can see all the details filled in by you. If everything is ok then click on the I CONFIRM THE
ABOVE checkbox & Click on the 'Confirm & Submit' button.
In case you want to edit some details then click on the Go Back button
After confirming all the details you will be shown the Proceed to Payment button to start the payment process.
16.1.4. How to pay Application Fees?

Step 1: To proceed with the online payment you need to select an online method (Credit Card, Debit
card, SBI Net Banking or Net Banking on other banks.)
Step 2: After selecting an online method and entering various card or netbanking details you will be shown
the 'Proceed to Pay' button then Click on the Pay Now & Submit Application button to complete your
online application process.

After successful payment you can click on the Print button and Save your form for future correspondence.

1. Candidates must please note that Application fee is non-refundable.
2. Candidates applying for Undergraduate courses (B.A./ B.Com./ B.Sc./ BBA/ BMS) have to take the
mandatory non-proctored interest profiling test called PEG. The test is available online at the University
website www.dseu.ac.in and is free of cost.
3. The candidate shall be asked to share their PEG report number and upload their final generated test
report while filling the online application form.

School, a Provisional Certificate /Downloaded copy of the marks sheet duly authenticated by
the concerned School Principal may be considered.
7. SC / ST / Person with Disabilities/ Divyang (PWD)* (Annexure: IV) / OBC# certificate issued
by the competent authority/Defense Category (Annexure: VI) / Kashmiri Migrants (Annexure –
VIII) / Minority Status Certificate(s) / EWS (Annexure IX) whichever applicable, on the basis
of which reservation is claimed (Original and one self-attested photocopy)
8. Conduct and Character Certificate from the Head of the Institution from where the qualifying
examination has been passed/ or from a Gazetted Officer (Original and One self-attested
Photocopy).
9. Certificate of Medical Fitness to be signed by a Registered Medical Practitioner in the format as
given in Annexure - III in the Information Bulletin (Original).
10. Undertaking regarding the prohibition of ragging (Annexure: VII)
11. Transfer Certificate/School leaving Certificate/ Migration Certificate (Original and two
self-attested copies).
12. Declaration/ Undertaking for non-migration (inter-polytechnic/institute) after admission.

13. Undertaking by the student for maintaining Discipline in the University during the course of

Note-
1. All the candidates seeking admission under the Person with Disabilities (PWD) quota are
required to bring a certificate from Vocational Rehabilitation Centre (VRC) for Handicapped,
9-11 Vikas Marg, Karkardooma, Delhi-92, and for Dyslexia a certificate from Institute of
Human Behavior and Allied Sciences (IHBAS), Tahirpur Road, Dilshad Garden, Delhi-110095,
only as to whether he/she is fit for undergoing the course applied for. No other certificate in this
regard shall be entertained. Non submission of certificate or admission on the basis of wrong
choice filling other than as mentioned in their PWD certificate will lead to cancellation of
admission”.
2. The OBC (Non-Creamy Layer) certificate is to be issued on or after 01-04-2021. If it is issued
prior to 01-04-2021, it should be accompanied with a Valid family Income certificate issued
on or after 01-04-2021 and is Valid as on 01-08-2021 from the competent authority mentioned
in the list of approved authorities.
3. Candidates applying under EWS category, with family Income up to Rs. 8 Lakh per annum and
assets as per the Family Income and Asset Certificate Produce Valid Family Income & Asset
certificate issued by competent authority on or after 01-04-2021 and is Valid as on 01-08-2021.
4. Candidates who have passed in the year 2021 are allowed to upload the downloaded mark sheet
in order to streamline the admission process. However, at the time of reporting, the candidate
must submit the original mark sheet (along with a copy) issued by the recognized educational
Board so as to verify the uploaded document.
5. Any following shall be considered for Date of Birth Certificate;
(a) Certificate/ Mark Sheet (Original and Downloaded) issued by the recognized
educational board indicating date of birth.
(b) Character Certificate issued by the school/educational institute last attended indicating
date of birth.
(c) Admit Card of Matriculation Certificate if the student appeared for the said examination
in the year 2021 and if date of birth mentioned therein.
(d) Any other Bonafide Certificate issued by the School/ Board indicating date of birth.
(e) Certificate of DigiLocker.
However, at the time of reporting, the candidate must submit the original certificate/ mark sheet
(along with a copy) issued by the recognized educational Board/ school indicating date of birth
so as to verify the same with the uploaded document in this regard.
6. Income Certificate in case of OBC:
(a) OBC candidates who are unable to submit the latest valid income certificate at the
closing date of online form submission then they are allowed to submit a latest valid
income certificate at the time of reporting at the institute (those having old certificate).
(b) In case of OBC income certificate issued from other state with validity of more than one
year and if it is valid as on date 01 August 2021 then the same is to be accepted.
