CHAPTER 19
(a) Except in the case of stuffed products of heading 1902, food preparations containing more than 20 percent by weight of
sausage, meat, meat offal, blood, fish or crustaceans, molluscs or other aquatic invertebrates, or any combination thereof
(chapter 16);
(b) Biscuits or other articles made from flour or from starch, specially prepared for use in animal feeding (heading 2309); or
(2) Flour, meal and powder of vegetable origin of any chapter, other than flour, meal or powder of dried vegetables (heading
0712), of potatoes (heading 1105) or of dried leguminous vegetables (heading 1106).
3. Heading 1904 does not cover preparations containing more than 6 percent by weight of cocoa calculated on a totally defatted
basis or completely coated with chocolate or other food preparations containing cocoa of heading 1806 (heading 1806).
4. For the purposes of heading 1904 the expression "otherwise prepared" means prepared or processed to an extent beyond that
provided for in the headings of or notes to chapter 10 or 11.
1. For the purposes of this chapter, the term "mixes and doughs described in additional U.S. note 1 to chapter 19" means articles
containing over 10 percent by dry weight of sugars derived from sugar cane or sugar beets, whether or not mixed with other
ingredients (except (a) articles not principally of crystalline structure or not in dry amorphous form, the foregoing that are prepared
for marketing to the ultimate consumer in the identical form and package in which imported, (b) blended syrups containing sugars
derived from sugar cane or sugar beets, capable of being further processed or mixed with similar or other ingredients, and not
prepared for marketing to the ultimate consumer in the identical form and package in which imported, or (c) articles containing
over 65 percent by dry weight of sugars derived from sugar cane or sugar beets, whether or not mixed with other ingredients,
capable of being further processed or mixed with similar or other ingredients, and not prepared for marketing to the ultimate
consumer in the identical form and package in which imported).
2. The aggregate quantity of infant formula containing oligosaccharides, approved by the Food and Drug Administration, the
foregoing goods entered under subheadings 1901.10.11 and 1901.10.33 in any calendar year shall not exceed 100 metric tons
(articles the product of Mexico shall not be permitted or included under the aforementioned quantitative limitation and no such
articles shall be classifiable therein).
3. The aggregate quantity of mixes and doughs described in additional U.S. note 1 to chapter 19, the foregoing goods entered
under subheadings 1901.20.30 and 1901.20.65 during the 12-month period from October 1 in any year to the following September
30, inclusive, shall not exceed 5,398 metric tons (articles the product of Mexico shall not be permitted or included under this
quantitative limitation and no such articles shall be classifiable therein).
