EDM 616: COMPARATIVE EDUCATION (Assignment)

MARJORIE A. PATAL
Ph. D. in Educational Management

EDUCATIONAL SYSTEM OF VIETNAM

QUESTIONS TO PONDER

1. The main education goal in Vietnam is “improving people’s general knowledge, training quality
human resources, nurturing and fostering talent”. Being a school leader or future school leaders,
what specific program will you create to achieve this goal? Why?
Being a future school leader, I will identify the potentials of teachers whether in academic
or extracurricular activities and encourage my colleagues to foster their talents through joining in
different contests. I will organize a “Festival of Talents” focusing on academic knowledge and
talents on different fields. With this, the teachers will have a chance to perform and show their
hidden talents that will help them boost confidence and self-esteem.
I think it is also important to organize webinars or trainings that will help them to improve
their talents, strategies and techniques in teaching and learning process. The primary purpose of
seminars, training and development is to enable teachers to acquire new understanding and
instructional skills. It focuses on creating learning environments which enable teachers to develop
their effectiveness in the classroom. It also promotes respect among everyone involved in
classroom life such as the teachers, learners, self and stakeholders and this respect is undergirded
by a sense of joy in teaching.

2. In Vietnam, only five years of primary education are considered mandatory. Can you say that
there is quality education with this set-up?
Vietnam has high primary school completion rates, strong gender parity, low
student/teacher ratios, and a low out of school rate. Pre-school or kindergarten (which is optional)
is offered from the age of around 18 months, in Vietnam, with compulsory schooling from the age
of six. Only five years of primary education are considered mandatory. Vietnam recognizes
education as a national priority. Since 2008, the government has been spending 20% of its budget
on education.

The government's strong commitment to education and long standing cultural and social
support for education have led to significant progress in the sector. But I think a 5-year mandatory
education is not enough to achieve a quality education. Even though the teachers offer quality
education in these 5 years, if the learners do not continue their education, they will not achieve a
competitive and life-long learning that will be beneficial in their future. They provided universal
access to education and ensured that minimal conditions were met in every primary school, but
access and quality are still concerns for lower secondary education and quality is limited in remote
areas. Accessing and completing education is a greater challenge for female students and ethnic
minorities. A good educational system shapes a child into a fully functioning adult, armed with
the knowledge gained during their years in school.
