015-2021

AN ORDER TEMPORARY PROHIBITING THE CONDUCT OF NON-ESSENTIAL MASS/PUBLIC GATHERINGS IN

THE MUNICIPALITY OF PINAMALAYAN, ORIENTAL MINDORO.

WHEREAS, Section 5 of Inter- Agency ask Force for the Management of Emerging Infectious Diseases
Omnibus Guidelines on the Implementation of Community Quarantine in the Philippines with amendments as of April
3, 2021 states that gatherings shall be allowed up to fifty percent (50%) of the seating or venue capacity provided,
that participants shall strictly observe the minimum public health standards, and the establishments or venues where
the gatherings will take place shall strictly comply with ventilation standards as provided for under relevant issuances
of the Department of Labor and Employment (DOLE);

WHEREAS, the DILG Memorandum Circular No. 2021-50 dated May 5, 2021 provides for the roles of Local
Chief Executive in the implementation of minimum public health standards especially on the prohibition against public
or mass gathering;

WHEREAS, the conduct of non-essential gatherings are strictly prohibited in accordance with Executive
Order No. 16 series of 2021 issued by the Provincial Governor on April 10, 2021;

WHEREAS, on 12 May 2021, the COVID-19 Local Task Force virtually convened, and thereafter issued
recommendations for the prohibitions in the conduct of non-essential mass/public gatherings in the Municipality of
Pinamalayan, Oriental Mindoro to prevent COVID-19 transmission in the locality and to ensure the health and safety
of our constituents.

NOW, THEREFORE, I, ARISTEO A. BALDOS, JR, Local Chief Executive of Municipality of Pinamalayan, by
virtue of the powers vested in my by law, do hereby order the temporary prohibition in the conduct non-essential
mass/public gathering in the Municipality of Pinamalayan, Oriental Mindoro.

Section 1. IMPLEMENTATION. The Public is hereby encouraged to monitor and report violations of
coronavirus health protocols in this municipality especially incidents of mass gathering at Pinamalayan Municipal
Police Station Hotline 0915-5915904 and Barangay Monitoring Team.

All existing applicable laws and ordinances shall be pursued against those who deliberately fail to follow the
provisions of this Executive Order.

Section 2. SEPARABILITY CLAUSE. If any provision of this Executive Order is declared invalid, illegal, or
unconstitutional, the parts not affected shall remain valid and in full force.
Section 3. EFFECTIVITY. This Order shall take effect immediately.
