Dear Gen. Gamboa:
In light of the recent directive of the President to implement general community
quarantine to contain the spread of COVID-19, PEZA as of this writing is in the process
of crafting guidelines for the movement of ecozone cargoes and workers, including
ITIBPO personnel working on “night shift” (servicing realtime clients mainly in the
United States and using platforms that cannot be accessed through work from home
scheme).
Because the directive allows people, whether employed or self-employed to go to work,
PEZA locators are assured of business continuity with the unhampered movement of
their workers and service/cargo providers provided they present proof of their
employment or business with the ecozone to the authorities implementing the
quarantine/curfew. However, we see possible congestion in the designated checkpoints
as these become “chokepoints” given the expected long queue of vehicles and with
limited PNP personnel manning the checkpoints. As such, we respectfully request that
ecozone workers on-board company-provided shuttlebuses/vehicles and ecozone
shipments/cargoes bearing PEZA stickers/certifications be allowed to breeze through
the checkpoints to facilitate their timely arrival in the zones and at the same time speed
up the flow of people/goods passing through the checkpoints but without compromising
the Covid-19 virus prevention and quarantine measures.
For this purpose, PEZA shall ensure that thermal scanning will be done on
workers/visitors at the ecozone facility's premises. In addition, ecozone workers were
advised to bring with them their company issued IDs and ecozone service/cargo
providers their delivery receipts indicating their business with the ecozone for ready
presentation at the checkpoints. PEZA shalll also provide caritruck stickers and placards
for shuttle busses ferrying the workers that will be prominently displayed in the vehicles’
front windshields for easy identification.
As we have written the DILG and concerned LGUs hosting the ecozones to request
exemption of manufacturing and BPO “night shift’ workers from curfew to be
implemented by LGUs, and where some LGUs have already approved our request - we
wish to notify PNP of this arrangement so the same can be conveyed to the police
personnel manning the checkpoints.
