Subject: Implementation of distance learning training method by Foreign Part-147 AMTOs


to deal with COVID-19 crisis

Dear all,

ED Decision 2020/002/R was published on 13/03/2020 and introduced in its Annex IV an


amended AMC for Part 147. This allows the use of new training methods and training
technologies for both basic and type trainings organisation.

Different training methods are allowing a remote trainings such as:


- E-learning
- Distance learning synchronous
- Distance learning asynchronous

Due the Covid-19 crisis, Part 147 training organisations are disrupted and not able to organise
classroom trainings (type or base theoretical). Therefore several AMTOs expressed their
interest to implement a distance learning training method at very short notice.

As communicated to all NAAs MTOCs by email on 18/03/2020, in order to provide a quick


response during Covid-19 crisis, EASA decided to grant interested AMTOs distance learning
training method under concession, for theoretical part only. This concession allows AMTOs to
deviate from their current approved MTOE procedure 2.1 (Organisation of training).

Concession requests with proposed distance learning training procedure have to be submitted
to your inspector and EASA for approval.

In order to ensure that this new training method is implemented in a harmonised way, AMTOs
are required to justify their concession request and ensure, at the minimum, the following:

- Students attendance is recorded in an accurate way;


- Individual progress of the students is monitored;
- Possible questions raised by students are answered;
- Examination and practical training are excluded from concession (examinations will
be performed at the approved facility when the activity is resumed);

- Additional support is provided for level 3 topics as necessary;
- Training duration is extended as necessary (at least for level 3 topics);
- The possibility to provide the assigned inspector with access credentials in order to
sample the ongoing training;
- Concession duration is limited to 30 June 2020. This date can be extended depending
on the evolution of the Covid-19 crisis.

After concession approval, AMTOs intending to use distance learning training method as a
permanent method after the Covid-19 crisis, are asked to provide amended MTOE procedures
to their inspector for review and approval in accordance with ED Decision 2020-002/R Annex
IV. This approval will normally be processed as part of the next on-site audit.
