RE: Fiberglass Pipe Repair Specifications for Area 6600 FRP Piping
Fiberglass Structural Engineering, Inc. (FSE) is pleased to submit the following proposal to provide FRP repair
specifications for the fiberglass piping in the 6600 Area piping.
BACKGROUND
The 6600 Area cooling water system piping was installed in 2014/2015. During Hydro Testing in July 2014
there was a failure, FSE investigated and determined most likely a poorly assembled field joint caused the
failure and more specifically poor surface preparation was suspect. (FSE job number 3512-01) During further
hydro tests many other field joints leaked from under the joint overlays.
In February of 2015 FSE was hired to investigate the ongoing leaks and determined that poor field joint
lamination practices were most likely the cause of the majority of the leaks and ongoing new leaks were
expected. (FSE job number 3538-01) It’s important to note that there were no 3rd party quality assurance, QA,
inspectors present during any of the field joint installations. After FSE’s report the system was commissioned.
In November of 2017 FSE was contacted after several new leaks were found in the 6600-area fiberglass piping.
It appeared that most or all the new leaks were coming from under the field joint laminates, like the ones
observed years earlier. After visiting the site FSE recommended that a specification be written to facilitate the
remediation/repair of the laminated field joints outlined in the recommendations section of the February 2015
report (FSE 3538-01). This proposal outlines the scope of services to provide Ma’aden with a specification for
field joint remediation to be used in collaboration with the February 2015 report recommendations.
SCOPE OF WORK
FSE will develop a specification for laminated joint remediation for the existing above ground fiberglass piping
in Area 6600. The specification will include minimum requirements for joint remediation of the subject FRP
pipe and components. The specification will include requirements for field bonding, materials and overlay
reinforcement laminations. The specifications will also include controls for site environmental conditions,
requirements for storage and handling of materials, quality control, and site inspection. The specifications will
provide the basis for lamination compliance and quality acceptance criterion, verifiable through the QA/QC
site inspection.
The online repair of leaking laminated joints with the proposed specification will be dependent upon the leak
being temporarily arrested or otherwise diverted to allow the application of repair laminates onto dry surfaces
of the existing laminates. In our experience, temporarily stopping a leak to allow a laminated repair can be
difficult and the method employed, and success is highly dependent upon the severity of the leak. Therefore,
each leak should be independently evaluated to determine feasibility and best method to temporarily
stop/divert the leak. Because of this, it is not possible for the proposed specification to definitively specify
how each leak should be addressed to allow the laminated joint repair. FSE is available on a time and expense
basis to assist with this evaluation.
DELIVERABLE
FSE will provide a written specification, in MS Word document e-file format and Adobe Acrobat PDF e-file
format. FSE will provide one document development loop, including original FSE specification submittal and
one revision for Client modifications (if needed). Additional modification loops are not anticipated but are
available upon request for additional fee. Unless otherwise requested, deliverables will be transmitted to
the Client via e- mail.
COMPENSATION
Total Lump Sum Cost for Laminated Joint Remediation Specification…………………… $14,500 USD (SAR 54,375)
This proposal is valid for 30 days, work will be completed in about 60 to 90 days after PO is received, payment
terms are Net 30 days.
