South Philippine Adventist College (SPAC) Media Constitution and By-laws

Article 1: NAME
1.1 This organization shall be known as the “South Philippine Adventist College Media,”
hereinafter shall be referred to as SPAC Media.

Article 2: AIMS AND OBJECTIVES


2.1 To give students real world, behind the scenes, hands-on experience with many diverse
types of duties done by the members of the team.
2.2 To provide training and opportunity to students who wish to enhance their God-given
talents in different aspects such as: photography, newswriting, field reporting and video
editing.
2.3 To expose students in both religious and social activities promoting the sense of
discipline, responsibility, and service to others before self.
2.4 To promote enjoyable and meaningful recreation through activities, development
programs and seminars/workshops for those who desire to join SPAC Media, given due
consideration to an individual’s capabilities.
2.5 To encourage team building, positive communication and excellence through character
development in preparation for future endeavors – in the community and in ministry.
2.6 To provide sources based on the school’s vision, mission, goals and objectives and core
values deeply rooted in the gospel of our Savior Jesus Christ.

Article 3: MEMBERSHIP
The membership of SPAC Media shall be:

3.1 Active Membership:

A. Active membership in this organization shall be open to any member who had
served at least one year of probationary status. He/She will be declared as a member
depending on the status of progression and as recommended by the sponsors.
B. Active membership in this organization shall be open to students of SPAC who
express interest in joining the organization and adapts Adventist standard through this
ministry regardless of their culture, traditions and religious beliefs.
C. Individual membership is not transferable and no membership shall be in force until
accepted by SPAC Media Club officers and sponsors.
D. Any member may be expelled by a two-thirds vote of the SPAC Media Club officers,
and thus, person’s membership be forfeited if he/she is found guilty of a behavior
detrimental to the welfare or reputation of the club, or for any violation of the By –
Laws or rules of the club.
E. Members must have at least a GPA of 83%
F. Members of this club shall be maximum of eight (8) individuals.

3.2 Sponsors:

A. Faculty sponsors of the club shall be maximum of 3.


B. Faculty sponsors shall be selected by club members in accordance with the

C. qualifications of sponsors of clubs in the student handbook of SPAC. The selected
faculty must be informed and in agreement with the decision of the club.

Article 4: GENERAL
Section 1: Rules and Regulations
1.1 The SPAC Media Club members are subject to the rules and regulations of South
Philippine Adventist College (SPAC).
1.2 The SPAC Media shall not only serve the people around campus but also serve God,
School and fellowmen unselfishly.
1.3 As a member of the SPAC Media, duty comes first before pleasure. Thus, the official
appointments (meetings, seminars, workshop assignments) of the group is a priority for
the member. However, for emergency reasons if the member could not attend they must
inform the sponsors in advance or an officer of the club. Valid reasons (death of relative,
sickness, accidents or others) is still in the discretion of the sponsor or officer being
informed if it is acceptable or not.
1.4 An active member is given a margin of seven (7) absences in all appointments with or
without valid reasons. When the member reaches the limit of absences, his/her name shall
then be passed on to the Action Committee for evaluation. (Refer to the disciplinary
measures of the By – Law 1: General Article 2)
1.5 Members deserves respect. Personal conflicts among members must be dealt personally,
conflict within the group will be dealt within the group.
1.6 In every occasion, an active member of this club is required to be presentable and have a
pleasing personality in public or in the studio. Formal clothes and decent attire should be
worn as a basis of being neat even with or without the supervision of the sponsors and
even with or without in the set.
1.7 Regulations may be created with the approval of the members and they shall govern the
structure and operation of SPAC Media and its programs. Regulations may be added to
but shall not be in conflict with the rules and regulations of South Philippine Adventist
College (SPAC) and/or the Constitution and By – Laws of SPAC Media.
1.8 Amendments to the rules and regulations of SPAC Media may be recommended at any
time. All amendments shall require approval at a meeting of the members prior to the
implementation.
1.9 The members along with the sponsors shall have it known to the membership the content
of new or amended rules and regulations.
1.10 In every work done posted in social media, the members along with the sponsors shall
have it known if someone has copied and downloaded it. Rules in terms of copyright in
this club is highly given stress. Copying and downloading of videos, photos, trailers and
any posted works from the SPAC Media has its own corresponding consequence. In
regards to that, conditions per offenses are made.
1.11 Personal compilations are given high value but should be dealt within the sponsors and
the members of the club. In addition, photos owned by the club are edited and compiled
with watermark. Conditions to any related means of copying the piece are recognized but
communication through the use of a letter to the club should be done firsthand and the
copying of piece should be limited.

1.12 When such event is approaching, the members of the club should prepare at least three
(3) days before the set. This is to prepare the materials and equipment, set the mood,
body and mind to the program to be dealt with.

Section 2: Disciplinary Measures


2.1 Disciplinary measures are made by the Executive committee which is compose of the
group leaders (scriptwriter, field reporter, photographer, video editor) and the faculty
sponsors.
2.2 Any member may be removed from the club on the following grounds:
1. Immorality on any form conflicting with the club’s principles and aims.
2. Culpable violation of the Constitution and By – Laws of the club.
3. Violation of any of the rules and regulations of South Philippine Adventist
College leading to a disciplinary act by the VPSA (e. g. demerits). This club aims
to be connected in the ministry of God, such violation shall put a member to
suspension.
4. Has multiple of clubs attended and with that, the duties and responsibilities on the
club has been neglected because of the unbalance schedules.
2.3 The Executive Committee is to be non-bias in its investigation or evaluation of a
member’s questionable action or performance.
2.4 The Executive Committee is to inform the concerned member on his status and reasons
why he/she is being evaluated by the committee.
2.5 All violations and offenses made by the members in the group are to be the
responsibility of the Executive Committee.
2.6 Members standing trial is declared innocent by the Head and may not be charged again
for the same offense.
2.7 The Executive Committee shall submit their findings and suggested actions after ten (10)
days, on written form, to the club members concerning the member at question.
2.8 The club members then shall decide on vote or on manual consent to the action to be
made on the questioned member.
2.9 The member in trial may give his defense in written form to the Action Committee before
the ten (10) day deadline of the Executive Committee.
2.10 The defendant has every right to ask for an audience in the Executive Committee to
orally defend himself and bring evidences of his/her innocence.

Article 5: DUTIES AND RESPONSIBILITIES


Section 1: Members’ Duties and Responsibilities
1.1 Members of this organization shall be the Head Journalist, Field Reporter, Scriptwriter,
Photographer, Video Editor, Production Assistant and the Faculty Sponsors who shall act
as the Executive Committee and shall execute these offices.

1.2 The Head Journalist shall


A. Obey and enforce the Constitution and By-Laws of the organization
B. Act as the Director and Official representative of the club unless a representative is
otherwise appointed

C. Act as the Chairman on every meeting conducted unless a representative is otherwise
appointed
D. Have power to appoint committees, conduct a meeting (inform members of
emergency practices, meetings or appointments) and give commands to the members
of the club
E. Check the screening of the Field Reporter on the interviewee
F. Check the Scriptwriter’s script towards the topic presented
G. Check the final script of the Field Reporter
H. Check the Photographer’s necessary equipments working properly
I. Check the Video Editor’s materials and other necessary things present for the set
J. Monitor and supervised all the possible outcomes of the set
K. Be held responsible and accountable for all the records of the club
L. Act as Finance Officer (deposit the money obtained under the account of SPAC
Media in bank, sign and pay the bills, and keep all the receipts of purchases
throughout the year)
M. Render a report at each regular meeting of the organization or at the request of the
Executive Committee
N. Be held responsible and accountable to the organization
O. Act as a spokesperson of the club with the clearance from the Sponsors

1.3 The Field Reporter shall


A. Be in – charge in the reporting of the news
B. Be responsible on the screening of the interviewee/s
C. Be accountable on keeping the hard copies of the script provided
D. Check reports for balance, clarity, and objectivity to ensure they are free of bias and
advocacy
E. Do investigative work to determine all the facts. This involves observing events,
conducting interviews, and doing extensive research in the specific task
F. Work with or without a scriptwriter to gather and edit compelling words and
captivating stresses on the scriptwriter’s words on his/her own
G. Realize that he/she will have to work long hours in memorizing the script that
includes overnight, weekend, and holiday shifts (optional) for news doesn't know a
time of day and it can break at any time
H. Have superb verbal communication skills to broadcast the news, as well as
excellent listening skills, when interviewing sources, regardless of the medium on
which you are reporting your story
I. Have Interpersonal Skills in interviewing sources to be able to establish rapport with
them. Additionally, field reporters must be presentable at all times
J. Share the responsibility B of the Scriptwriter
K. Engage in research to acquire and develop new strategies in reporting

1.4 The Scriptwriter shall


A. Be in – charge in all the newswriting and literary works editing
B. Be responsible in finding an interviewee in each mission field
C. Be liable on keeping the soft copies of the scripts
D. Have the attendance sheets in every meeting conducted

E. Act as the records officer and prepares the communication letters
F. Identify and pitch investigative news stories and write hard-hitting investigative
stories per assignment with the help of the sponsors and members of the club
G. Possess strong writing talent, as well as creativity, patience, self-motivation,
resiliency and understanding of the filmmaking process and procedures
H. Work with sponsors to evaluate and polish the work before presenting it
I. Work with the members of the club, most especially to the Video Editor – to share
opinions together, eliminate and manipulate ideas from the written script
J. Be responsible on instructing the Field Reporter’s accent, gestures, intonation and
facial expressions in every shooting activity
K. Share the responsibility B of the Field Reporter
L. Make sure that the script done is already checked by the sponsor/s before handing it
over to the Field Reporter
M. Make sure that the long-range plans are in record to balance the availability of the
members in such occasion
N. Engage in research to develop new styles and techniques in writing

1.5 The Photographer shall


A. Be in – charge in all the photography processes
B. Perform maintenance tasks necessary to keep equipment working properly
C. Engage in research to develop new photographic procedures and materials
D. Be liable on keeping photography related equipment after used
E. Capture moments/subject material to illustrate or record images that visually tell a
story or phenomena, using knowledge of scientific procedures, technical expertise,
creativity, and composition skills to produce and preserve images and photographic
technology and techniques
F. Keep a “good eye” to able to evaluate the artistic quality of a photograph — the
ability to use colors, shadows, shades, light, and distance to compose good
photographs
G. Be Detail-oriented while doing their own postproduction work. He/She must be
careful not to overlook details and must be thorough when editing photographs. In
addition, photographers must accumulate many photographs and must maintain them
in an orderly fashion
H. Have interpersonal skills to communicate effectively to the subject and to achieve a
certain composition in the visualized photograph
I. Eliminate foul gestures from the interviewees environment considering their cultures,
norms and traditions while on the set

1.6 The Video Editor shall


A. Be in – charge in all the video editing processes
B. Turn raw footage shot by a photographer into a compelling video – though you may
work with a director or use a script to guide you, the overall tone of each piece is in
the editor’s hands
C. Input uncut rushes, sound, synchronizing and storing them into files on the computer;
ensure consistent and comprehensive content may also be part of the daily grind as
the set goes along with the rest of the members of the club

D. Receive a brief, and maybe an outline of footage and/or a shot list, script, or
screenplay; overseeing the quality and progress of writing voiceover/commentary;
suggesting or selecting ideas to the Scriptwriter
E. Do the digital cutting of the files to put them together in the sequence of the film and
deciding what is usable; and are not. And reordering and fine-tuning the content to
ensure the logical sequencing and smooth running of the film/video to be presented
F. Ensure literary works properly checked by the Scriptwriter or the Head Journalist
before presenting it publicly
G. Engage in research/workshops to develop new photographic procedures and
techniques
H. Eliminate foul gestures from the interviewees environment considering their cultures,
norms and traditions while on the set

1.7 The Production Assistant shall


A. Work on a film set in a support role, providing assistance to the sponsors and
members of the club and future interviewees
B. Help out with the construction of sets, keeping wardrobes and personal things of the
members and future interviewees in order, and performing general office duties
C. Be tasked with bringing interviewees to the set from their respective locations,
looking off-site to collect packages, and handing out scripts from the scriptwriter
D. Do the standard operating procedures, errand and purchasing duties

1.8 The Executive Committee


A. It shall be the duty and power of the Executive Committee to take the immediate
action in regards to conditions which may arise where it would not be expedient and
possible or necessary to call a meeting of the club. In such cases, the Executive
Committee shall make the best of their ability to take action of which the club as a
whole would approve.

Article 6: MEETINGS
Section 1: General Meetings
1.1 General meetings shall be set by the members and sponsors of the club
1.2 Quorum shall be 50 % plus one of the registered members of the club
1.3 Regular meetings of the members and sponsors of the club shall be held at least twice a
month at such times and places as the Committee shall determine
1.4 Special General meetings may be called by the Head Journalist on two (2) calendar days’
notice by letter to each of the Faculty sponsors and members of the club
1.5 There will be no meetings during exam weeks. However, if the Director sees the situation
needed for discussion of matters, he/she may set a schedule during exam week which is
convenient for the members.
1.6 The Head Journalist has complete control of schedules of meetings and appointments,
none from the members can repeal his/her decisions on this matter, but the sponsors can
give insights on the situation given

Article 7: AMENDMENTS
Amendments to the Constitution and By – Laws of SPAC Media shall not be made
except during the Annual General Meeting. Notice of the proposed amendments shall be
given to the Secretary in writing no later than thirty (30) days prior to the Annual General
Meeting. All proposed amendments to the Constitution and By – Laws shall require a two
– thirds (2/3) majority of the voting members present at the Annual General Meeting. Sub
– amendments to such amendments may be made and voted upon at the meeting provided
that such sub – amendments do not change the original intent of the motion.

Article 5: EFFECTIVE DATE


This constitution and by-laws of the SPAC Media shall come into force upon its approval by the
membership. Confirmed by the members of the SPAC Media at a meeting of which due
notice was given and at which a quorum was present on the 2nd day of August, 2018
