MEMORANDUM OF AGREEMENT

KNOW ALL MEN BY THESE PRESENTS:

That this Memorandum of Agreement is entered into by and between:

The Youth for Peace Siquijor, a non-profit organization and the direct
subordinate of the Youth for Peace Development and Movement Visayaswide
organized and existing under and by virtue of the laws of the Philippines with
principal address at Siquijor Provincial Capitol, Polangyuta, Siquijor, Siquijor,
represented by Mr. Dex Magtahas, in his capacity as the elected President,
hereinafter referred to as YFP SIQUIJOR;

The Sangguniang Kabataan Provincial Federation of Siquijor, an

organization of the Pederasyon ng mga Sangguniang Kabataan organized and
existing under and by virtue of Republic Act No. 10742 known as SK Reform Act
of 2015 with principal address at Siquijor Provincial Capitol, Polangyuta, Siquijor,
Siquijor, represented by Hon. Brylle Deeiah D. Tumarong, in his capacity as
the elected President, hereinafter referred to as SKPF SIQUIJOR;

and

The Bravo Company, 82nd Infantry Battalion, Philippine Army, Armed

Forces of the Philippines, Republic of the Philippines with principal address at the
Temporary Patrol Base, Caipilan, Siquijor, Philippines, represented by the 2LT
ARIEL G PAGADUAN JR, INF PA, in his capacity as the Executive Officer,
hereinafter referred to as the Bravo Coy, 82nd IB, PA;

-WITNESSETH-

WHEREAS, the Youth for Peace Siquijor and SK Provincial Federation of

Siquijor envisions to become a center of empowered youth leaders championing
peace, unity in diversity, positive activism, and harmonious environment to attain
sustainable peace and development;

WHEREAS, the Youth for Peace Siquijor and SK Provincial Federation of

Siquijor aim to produce empowered and peace-loving leaders equipped with
leadership knowledge and skills, and passion for volunteerism;

WHEREAS, the Youth for Peace Siquijor and SK Provincial Federation of

Siquijor aim to attain sustainable and inclusive peace and development through
youth empowerment and development;

WHEREAS, the Youth for Peace Siquijor and SK Provincial Federation of

Siquijor intends to intensify the delivery of programs and services closer to the
Siquijodnons through a network of partners;

WHEREAS, the YFP Siquijor and SKPF Siquijor recognizes the critical role
of local government units and the participation of various sectors in pursuing and
bringing its programs and services closer to its Siquijodnon clienteles and their
families;

 WHEREAS, one of the objectives of the Philippine Development Plan 2017-
2022 is to attain inclusive and sustainable peace through intensified development
and other peace-building initiatives in conflict-affected and vulnerable
communities;

WHEREAS, the whole of nation approach addresses the root causes of

insurgencies, internal disturbances and tensions, and other armed conflicts and
threats by prioritizing and harmonizing the delivery of basic services and social
development packages by the government, facilitating societal inclusivity, and
ensuring active participation of all sectors of the society in the pursuit of the
country’s peace agenda;

WHEREAS, the Bravo Coy, 82nd IB, PA recognizes the responsibility to

provide immediate and appropriate assistance to the Siquijodnons and their
families in the Province of Siquijor;

WHEREAS, the Bravo Coy, 82nd IB, PA recognizes the vital role of the
youth in nation-building and shall promote and protect their physical, moral,
spiritual, intellectual, and social well-being;

WHEREAS, the Bravo Coy, 82nd IB, PA recognizes the importance of

building partnership and supporting the vision and mission of YFP Siquijor and
SKPF Siquijor in attaining inclusive and sustainable peace and development;

WHEREAS, the Parties have envisioned to work together and harness

mutual cooperation and support in the creation of network of services and
maintaining the insurgency free status of Siquijor Province;

NOW, THEREFORE, for and in consideration of the foregoing premises and

in order to achieve their common objectives and mutual stipulations herein set
forth, the Parties hereby agree as follows:

1. YFP Siquijor and SKPF Siquijor shall:

a. Uphold inclusive youth involvement to fulfill their vital role in

nation building;
b. Assist the government in their function and pursuing and
bringing its programs and services closer to its Siquijodnon
through volunteerism;
c. Organize and promote solidarity and cooperation among the
volunteers of the organization and other youth organizations;
d. Advocate peace and promote nationalism, leadership, and good-
citizenship among the youth sector;
e. Undertake other activities not contrary to the laws of the
Republic of the Philippines.
f. Conduct Peace Advocacy and KKDAT Symposium on CTG’s
infiltration to youth and student sector;
g. Conduct of Youth Leadership Summit as an active response to
foil the deception being done by threat groups on the youth by
re-projecting the affected, enlightening the influenced and
insulating the threatened;
h. Conduct and implement other projects, programs and activities
for youth empowerment and development through the help of
the partnered agencies;

 i. Assist the LGU in identifying and implementing priority
programs for Kabataang Siquijor and for Siquijodnons; and

j. Conduct regular consultation and monitoring thru its designated

YFP Siquijor officers and SKPF Siquijor employees.

2. The Bravo Coy, 82nd IB, PA shall:

a. Provide full support and assistance during the conduct of Youth

Leadership Summit and Youth Leadership Summit Facilitators
Training as an active response to foil the deception being done
by threat groups on the youth by re-projecting the affected,
enlightening the influenced and insulating the threatened;

b. Provide safe space to the Kabataang Siquijor through the full

support and assistance to the conduct of other projects,
programs and activities for youth empowerment and
development through the conduct of skills training;

c. Provide full support through giving resource speaker in their

field of expertise during the conduct of any symposium and or
workshops for sustainable youth development; and

d. Provide the YFP Siquijor and SKPF Siquijor such other support
services as may be deemed necessary.

3. Joint Undertaking of YFP Siquijor, SKPF Siquijor and Bravo Coy, 82 nd

IB, PA:

a. YFP Siquijor, SKPF Siquijor and Bravo Coy, 82 nd IB, PA shall

undertake joint information and educational activities on
possible insurgency or peace and order issues and concerns;

b. Cost consideration pertaining to areas of cooperation hereto

stipulated shall be agreed upon by YFP Siquijor, SKPF Siquijor
and Bravo Coy, 82nd IB, PA on a per activity and cost-sharing
basis and which shall form part of this Agreement;

c. To meet regularly to coordinate and assess the effective

implementation of this Agreement and discuss and address such
relevant issues thereto.

This Memorandum of Agreement shall take effect immediately and shall

be in full force after the signing of all parties. This agreement may be amended
upon request by any of the Parties and upon their approval of such amendment.
This Agreement may likewise be terminated by any one of the parties upon
thirty-day notice.

voluntary act and deed.
