Administrative Law Judge

Hiring Update

Please join us in welcoming OAH's new Administrative Law Judge, Christa Moseng, and permanent
Assistant Chief Administrative Law Judge, Eric L. Lipman.
Both judges will be based at our St. Paul office.

Judge Moseng
Judge Moseng earned a B.A. from Grinnell College and a J.D. from
the University of Iowa College of Law.
Judge Moseng joins OAH with nearly a decade of experience in
public utilities matters and rulemaking. Currently, Judge Moseng is
a Supervising Attorney at the Minnesota Public Utilities
Commission, where she leads a team of staff attorneys responsible
for drafting PUC administrative orders and promulgating PUC
rules. Prior to this role, she served at the PUC as a Staff Attorney.
In addition to her experience in public utility law, she has served as
a judicial clerk with the Minnesota Court of Appeals and
Minnesota's Fourth District Court and practiced as an attorney in bankruptcy preference-avoidance
actions.
Judge Moseng is known for her technical expertise, deep commitment to public service, excellence in
legal writing, and commitment to inclusion and equity, particularly for the LGBTQIA+ community.
Outside of the office, Judge Moseng enjoys commuting and leisure time on her bicycle, backpacking,
and exploring new science fiction books and games.
Judge Moseng will join OAH beginning September 15, 2021.

Judge Lipman
Judge Lipman has served as Acting Assistant Chief Administrative
Law Judge since January 2021. Beginning on August 26, the
fifteenth anniversary of his initial appointment as a judge, he will
serve in this role on a permanent basis.
Judge Lipman earned a B.A from Union College and a J.D. from
George Washington University National Law Center.
Since 2006, Judge Lipman has provided fair, timely, and impartial
services as an Administrative Law Judge at OAH.
Prior to joining OAH, Judge Lipman held a number of posts in state
government, including State Sex Offender Policy
Coordinator, Acting General Counsel to Governor Pawlenty, State Representative, and Deputy
Secretary of State.
Judge Lipman is well-known for his sense of humor and ability to bring people together.
When he is not on the bench, Judge Lipman enjoys lecturing on current topics in administrative law
and adding to his collection of Israeli popular music.

The Assistant Chief Judge position


Assistant Chief Judges are a new position at OAH. In this role, Judge Lipman will:

1. Perform all supervisory functions related to administrative law judges;
2. Work cooperatively with OAH leadership to continuously improve and maintain efficiency
and quality across court operations;
3. Serve as an administrative law judge.
