FORT is a model of floating deep sea fishing terminal that will act as the connector between the sea
as the fishermen’s workplace and the mainland where all their support facilities are located. The
philosophy behind the model is to provide the support system required closer to their fishing grounds.
The aim is to maximize fish catching time by staying longer at sea. Conceptually therefore LORS should
provide critical operational, safety and health services that would have been required by fishermen over
a period of, say, one months while at sea.
An optimum level of such services should be provided considering constraints and limitation on
space, supply and safety aspects. Most importantly the conceptual model must be tailored to the
requirement and expectation of all the stakeholders.Ideally, deep sea fishermen in Malaysia require a
support system comprising of the elements shown in Figure 1.
