A Guide In The Preparation of


A Position Paper

I. What is issue?

An issue is an situation when and where you are required to take a position
as a professional or as a managerial / leadership participant in the solution of a
problem or to arrive at a better decision. It requires a rational or justified choice
based on authoritative sources or theories.

II. Preparation and Presentation of Assigned Special Topics by Teams

A position in the issue is an choice between opposite alternatives, usually


between “yes” or “no” or similar situations. A position is an intelligent and rational
choice, based on professional experience and practice. Further, it is a result of a
study set against the standards or parameters of:

1. Reason or logic
2. Traditional wisdom and culture
3. Application of theories and principles
4. Recommendations from R & D activities

III. What is a position paper?

It is a professional or scientific statement in response to a given issue,


requiring explanation or discussion in a sequential or logical presentation of data,
facts and information. These supported by theories and professional experiences
resulting from practice. Simply, it is an intelligent response to a questions that
reflects the best light of the knowledge and experiences of the decision – maker.

To complete the position, the paper includes the conclusions based on the
explanations and discussions, supported by theories, experience, precedents, etc.
from authorities.

Based on the conclusions, the positions paper shall include the professional
recommendations of the decision – maker to strengthen the position taken, or to
eliminate the undesirable factors or barriers, and to ensure that the issue or problem
may not recur anymore.

IV. What are the crucial questions to guide you in preparing your position paper?

1. Did you study intelligently the prevailing situation?

2. Were you able to identify the issues or problems?

3. Were you able to separate the issues from the problems?

4. Did you state appropriately or accurately the issue?

5. Did you take a position from the opposites?

6. Were you able to discuss or explain your positions on the issue?


a. Is your presentation logical and sequential?
b. Is your position supported by theories, learned experiences, traditions,
etc.?
c. Were you able to cite examples of these theories, precedents, etc., a
applied to similar situations?
d. Were you able to cite your sources, authors, etc.?

7. Did you draw your conclusions from your presentations, applications of theories,
precedents, etc.?

8. Were you able to formulate your recommendations based on your conclusions?

You will be issued by the Professor a suggestive format or outline of the


Position Paper.
