JOB TITLE: Health Specialist (P3)

PURPOSE OF THE JOB


Health Specialist is responsible for the development, planning, implementation, monitoring and
evaluation and administration of the Health programme within the country programme with particular
focus on community based interventions like community IMCI or community based management of acute
malnutrition (CMAM). Accountable for effective technical and programme support to facilitate the
application and adaptation of UNICEF policies and strategies to achieve strategic priorities and objectives
and expansion of UNICEF assisted Health interventions, including the attainment of the Millennium
Development Goals agenda.

KEY END-RESULTS (a sampling)


1. Timely sectoral analysis, input, support and coordination contribute to the Situation Analysis and its
periodic update for effective project planning, development and management, in partnerships with
key stakeholders and with contribution of knowledge institutions.
2. Quality contributions are made to the development and implementation of Integrated Health strategies
and approaches through participation and collaboration with internal (Nutrition and WASH) and external
(WHO, UNFPA and WFP) partnership. Partnerships with global funds (Like-GAVI), as well as relations with
the private sector enhanced and exploited efficiently, in order to formulate common advocacy position
and influence allocation of resources, as well as investment decisions on behalf of Health.
3. Technical support is provided to government and NGOs and all other partners at various stages of the
project implementation, monitoring and evaluation, including capacity building of government
personnel and beneficiaries.
4. The capacities of Country Office staff are strengthened through effective capacity building support in the
development, implementation and management of the Health programme with focus on community
health interventions and efficient communication is provided in building technical partnership with
collaborative agency which can bring state-of-art information to staff.

KEY ACCOUNTABILITIES and DUTIES & TASKS (a sampling)


1. Timely sectoral analysis, input and support contribute to the Situation Analysis and its periodic update for
effective project planning, development and management.
2. Quality technical contributions are made to the development and implementation of Integrated Health
strategies and approaches through participation and collaboration with internal and external partnership.
3. Project implementation progress is monitored and evaluated for adjustment, acceleration and
improvement of program delivery and sustainability. Technical support is provided to government and
NGOs at various stages of the project implementation, monitoring and evaluation, including capacity
building of government personnel and beneficiaries.
4. Designs and implement a staff training/development programme to upgrade the capacity of the Country
Office staff with regard to competencies for technical requirements as well as for the programme
development, implementation and management of Health programme.
5. Facilitates partnership and collaboration with external counterparts, including those of the UN and
national partners, in order to improve the ability to collect and disseminate relevant data, and to
exchange information on programme/project development and implementation. Facilitates exchange of
knowledge, information, experience and lessons learned.

QUALIFICATION and COMPETENCIES


1. Education : Advanced degree in one of the disciplines relevant to the following areas: Public Health
(Preferable), Medicine, Health Research, International Health, Health Policy and Management,

Environmental Health Sciences, Family Health, Biostatistics, Socio-medical Sciences, Epidemiology,
Health Education, Health Promotion and Disease Prevention, Educational Interventions in Health Care,
Nursing or a field relevant to international development assistance in Health.
2. Work Experience: Five years of professional work experience at the national and international levels in
planning, programming, implementation monitoring and evaluation of technical cooperation
programmes related to Health with experiences in community based interventions like community IMCI
or community based management of acute malnutrition (CMAM) is required. Professional work
experience in a managerial position or a technical expert position in child survival & development,
health care is required.
Developing country work experience (for IP) or field work experience (for NO) is required.
Background/familiarity with Emergency and gender mainstreaming is an asset.
3. Language Proficiency
Fluency in English and another UN language (for IP)
Fluency in English and local working language of the duty station (for NO).

• Intermediate Technical Knowledge (at the graduate education level) of the theories,
principles and methods in one of the following areas:
 Public Health, International Health, Health Policy and Management, Environmental
Health Sciences, Population and Family Health
 Health Research, Biostatistics, Sociomedical Sciences, Epidemiology
 Health Education, Health Promotion and Disease Prevention
