Gate Management system philosophy through access control system and requirements

Synopsis

Access control systems are the electronic systems that are designed to control through a network and they
should have an access to a network. Access Control System recognizes authenticates and authorizes entry
of a person to enter into the premise thereby giving complete protection ensuring security with the system
following parts are envisaged keeping in view of requirement at DIL, basic philosophy given below.

1. The Proposed Mode of operation given below

a.  Worker arrives at the main gate on a two wheeler with a pillion rider, enters through the left hand side
small gate and parks himself in the area adjoining the porta cabin. The access control gives him a pass and
boom opens up to allow him to proceed, else he is returned by the security guard. Pertinent to note herein
that the bike doesn't have an RFID as the workers keep changing their bikes. Separate In/out will be
marked at gates .

b. The pillion rider alights, enters first door of the said porta cabin and comes out through the second door
of the same, presuming having given a pass by the access control, joins the bike rider ahead and proceeds
to his place of duty, 

c.  The arrangement mentioned at 2 (a & b) shall be deemed only to be for the purpose of ENTRY to the
premises, until and unless in case of an emergency exit like situation.

d.  The yet another small gate, right opposite shall be used as the EXIT gate using access control description
given above.

e.  Two each of the boom barriers and turnstiles have been recommended for these two small gates for
bikers and pillion riders respectively and one additional turnstile for porta cabin to cater for quick access to
more number of workers alighting from the bus

f.  One such access control as mentioned at point 2d above shall be established at the Material gate also.

2. Proposed system (Note – Photos are only indicative and solely for the purpose of understanding)

a) Pedestrian
Through Face recognition system worker’s entry will be allowed through Access system, both way
open (in and out can be done from both way) to save the time and control the crowd, Data base of
each worker will be pre stored with his face recognition, if all the permissive are satisfied (like
company name, date validity etc.) then on face recognition it will be allowed to in or out as per
requirement.

b) Two wheelers
For two wheelers automatic arm system will open through face recognition system as per the
philosophy of data base mentioned above. Only one person will be allowed with two wheelers
other has two go through pedestrian gate. Same gate will be used for in/out.

C) Visitor Gate Pass


Data Base of visitors will be maintained in visitor management system which will be integrated
in gate pass management system software. No additional hardware is required for that, after
verifying the details of visitor security will issue a visitor card containing all the information, the
card will be with visitor and security will allow the entry through master card.
D) RFID system
For DIL permanent employees an RFID vehicle management will be deployed in which all
information related to vehicle has to maintained and an RFID tag will be issued to vehicle
owner when vehicle will reach at the gate it will validate all information related to vehicle for
example, registration, insurance pollution etc. and allow if all information’s are otherwise
warning through a pop at interface to the security. After successful implementation of same it
may be extended for other vehicles like ash bulker or vendors which are repeatedly coming to
DIL site.
The DIL employee attendance will be recognized by face recognition system at different
locations or at gate as decided by HR,

3.  Hardware requirements.

a. Face Recognition access control (bidirectional) units – 07 No.

      b. Telescopic boom barrier for two wheelers     – 03 No. (2 nos. at main gate, 1 no. at material gate)

      c. Turnstiles Barrier swing gate (as indicated in photos) -4 Nos. {3 Nos. at main gate (2 inside porta
cabin+ 1 no. at other side wicket gate) + 1 Nos. at material gate}

      d.  Access control Registration unit and associated hardware     - 01

e. Visitors gate pass managements system software and associated hardware.

f. RFID system – 1No. (approx. 150 RFID tag for four wheelers and associated devices for in and out)

4.  Software requirements.

a. Customized integrated software based on above requirements which shall be able to give real time,
daily, weekly, yearly reports and headcount etc.

      b.  Software shall be able to provide different login credentials with different level accessibility of data
and report as per requirement and as defined by DIL.
          c.  customized report of attendance format and time sheet of workers which should be able to
establish the payments for different contractors as per different wages.

      d.  Attendance database to be stored in DIL server and access control software is to be independent so
as to work in a standalone mode, the data has to be stored in a central server and get synchronized for
different gates, the report shall be able to open simultaneously by multiple users as per authentication.

      e. some method of filling up of leave, sick leave and other absence details of the workers in the blanks.
Also worker inside on shift duty for more than 8 hrs in two continuous dates by the AMCs can be
highlighted in reports.

     f.  Perpetual licence (one time licence) for all software to be provided any upgradation in software has
to be provided by vendor free of cost.

5.    DIL Scope: Vendor shall explicitly provide the requirement from DIL including IT, Civil, mechanical and
electrical part for installation and running the system.

 Post Installation commissioning warranty /AMC.

To include following other than as standard terms and conditions:

       a.  Post commissioning minimum one-year free warranty / guarantee terms.

       b.   Training on all modules i.e. gate pass, Admin, reports, Registration, lifecycle and end user modules.

       c.  Mandatory Spares list to be kept at DIL for replacement.

       d.   Minimum time to restore the system by vendor’s engineer through remote support or by physically
reaching at site.

       e.   Penalties in case of deficiency of service by the vendor.

f. Tentative cost of AMC including terms and conditions for subsequent years.

 7.  Vendor has to provide the credential where these systems are installed preferably in power plant/
similar industries in India, vendor shall facilitate to visit any such plant in Nagpur/ chandrapur area to
understand the system and see the existing system performance.

8. Vendor May preferably visit the site to understand the site conditions before finalization of the offer.
