The Azerbaijan State University of Economics (hereinafter referred to as UNEC),


represented by its Rector Prof. Adalat Jalal oghlu Muradov, Rector, acting in accordance
with the Statute and Azerbaijan law on the one side and the University of Western
Macedonia (hereinafter referred to as UOWM), represented by Prof. Antonios
Tourlidakis, Rector, acting in accordance with the Statute and the Greek law on the other,
the Parties agreed the re-establishment of the International fnter-university/inter -
department common Master Programme M.Sc. MOGMAT as follows terms:

1. PurDose of the memorandum

This Memorandum is a continuation of the initial Memorandum signed on 19-12-2014


and complementary 1-3-2018 (with ex Technological Education Institute of Western
Macedonia) for the cooperation to organize the lnternational Inter-university, inter -
department common master programme in title "International Inter-Universityllnter -
Department common Master Science in "Petroleum-oil and gas management and
transportation" -M.Sc. MOGMAT (hereinafter refered to as M.Sc. MOGMAT) in the
University of Western Macedonia (as a universal successor of the Technological Education
Institute of Westem Macedonia), in cooperation of the Department of Mineral Resources
Engineering (Faculty of Engineering) (as an primary department of the Initiative) and the
Department of International and European Economic Studies and the Department of
Business Administration
faculty of Economic studies) and in according to the Greek law
4485/4-08-2017 with the Azerbaijan State University of Economics GINEC, Baku,
Azerbaijan) will be extended from the academic year 2019-2020 for five (5) academic years

until2023-2024 with the all the provisions, terms, purpose and objectives of the initial first
agreement of 19-12-2014. In connection therewith, the following understandings are
proposed:

o First, the quality of the degree programme must be high. Teaching staff must be
highly qualified by all institutes faculty members, possessing the academic
qualifications required by the Greek law. In addition, there must be effective means
of control and evaluation. This will require coordination and cooperation between
the above departments in the matters of staffing, admissions procedures and

curriculum and evaluation methods.


o Second, the representation of each department in the Greek-Azerbaijani inter-
university Scientific Committee of management determined by Article 2.

Third, all funds necessary for the programme, must be generated by tuition and fees
or other grants. Departments are unable to provide any of their own funds for this
programme and it is not to be held liable for any costs incurred therewith'

Fourth, but of less crucial importance, the programme should provide opportunities
for all departments to participate in student exchange programmes, when appropriate
and as jointly determined.
Fifth, departments reserve the right to terminate this agreement at any time with one
year's notice. The termination of this memorandum shall not affect the rights and
obligations arising from the programmes which are already ongoing.
A discussion of these and other points follows.

2. Finances and allowances for the implementation of the MSc-MOGMAT

Two basic rules govern all frnancial arrangements.

First, the setting of tuition amounts, personnel salaries and other expenses, for each class of
the Master programme MOGMAT are solely determined by Greek-Azerbaijani inter-university
Scientific Committee of management (hereinafter referred to as ISC) after the subject is brought in
by the Scientific Programme Director (hereinafter referred to as SPD).

Second, departments are not expected to use any of their own funds in support of the

programme.

The tuition rate must be set high enough at least to meet all costs, but not so high as to
seriously affect the admission of candidates who may have limited financial resources. The
programme will be offered provided that there is a minimum enrolment of around 25 students and

that all costs are met. A tuition fee of 4.000 euros is considered reasonable. Tuition and fees
shall be paid by students to the Research Committee of the University of Western Macedonia
(hereinafter referred to as ELKE of UOWM)". Consideration should be given to the availability of
scholarship funds to cover all or at least a portion of tuition for a limited number of qualified but
students in financial difficulties. The master programme M.Sc. MOGMAT can accept government
and private grants, resources and donations from any source.

The broad implications of this absence of funds from all departments include the
following:

1. Compensation for each department teaching a course in the programme should be


internationally competitive provided that enough funds are generated to meet the
costs. The payment of the compensation of professors from the UOWM and the
LINEC, will be carried out by the ELKE of UOWM with the transfer of the

necessary wages'

afterthesuccessfulcopletionoftheacademicrequirementsandpaymentofthe
tuitionfeesforthenextsemester.Thedecisionregardingtheenrollmentofstudents
istakenbythelsCafterthewrittenrecommendationoftheDirectoroftheMSc.
MOGMAT'

andguestuniversityprofessorswillbepaidfromthebudgetoftheprogramme.

4. Entrance Requirements

1. Undergraduate degree with a minimum 'Aery good" standing. Exceptions can be made
for somewhat lower grade point averages for those with significant, successful work
experience.

2. Evidence of adequate English speaking ability. The ISC may organize special

examination for the candidates that do not hold any English language certificates but are
competent in the English language.

3. Work experience in administrative positions will be considered as an advantage. The SC

may set additional entrance requirements.

5. Phvsical Facilities

Several facility requirements are important for successful programme operation:

o Classroom and equipment. The UOWM has to make available to the programme
adequately equipped classrooms of sufficient size for the anticipated number of
students in the progmmme. The programme may have done with a cohort of around
25 students per class. The maximum number of students per class should not exceed
80. Thus, classrooms of appropriate size must become available, equipped adequately
with reasonabl e whiteboards and proj ectors/video proj ectors.

o Access to suitable course materials must be available on site, on-line, or in other


easily reached libraries. Such materials should include relevant readings, course
notes, journal articles, case studies and video presentations. Although library
materials can be somewhat incomplete at the start, a strong commitment must be made
to strengthen such holdings.

. The UOWM should provide the already installed and working asynchronous &
synchronous tele-education facilities at the disposal of MOGMAT students and
teaching staff.

o Students must have comfortable access to computer facilities.

o Common means of communications should be adequate and easily available,


including email and fax facilities.

. Suitable faculty office space is needed for all departments teaching staff to meet
conveniently, on site, with students.

6. Class Scheduling and Prosramme Lensth

Four considerations are of crucial importance in determining class scheduling and


programme length.

First, classroom time should be between 15.00 -22.00 on Friday. 9.00 -15.00 on
Saturday or Sunday, twice or thrice a week.

Second, in order to attract more mature students in addition to new graduates, class
scheduling should be arranged to accommodate those who are on full-time employment.

Third, the programme should be capable of completion in a reasonable time. The total
time for the completion of the programme should not be more than three years. Students
have the right to postpone their studies for a maximum time of 2 year for personal or other

serious reason. The decision rests with the ISC.

These four considerations together determine a broad outline for the programme, but
leave great flexibility in determining many details.

Following standards set by the Greek Law 3x13 weeks = 39 classroom hours per
course and semester are to be completed. In addition, each course should have a final
examination of 3 hours.

ln order to attract more domestic and foreign students who are unable to apply for face
to face (F2F) master programme, the MS MOGMAT can be organized in the form of
distance education using modern information technology (e-learning) of the programme in
English and Greek language.

8. Exchange ofStudents

An exchange of students between universities from respective classes will be available


and will be financed by the European programme Erasmus*. The financial aspects of any
student exchanges, including appropriate tuition arrangements, are to be determined by the
NC.

(MOGMAT) Award

Students who have completed successfully all requirements of the programme will be
awarded the Master's degree in "Petroleum oil and gas management and transportation"
(MOGMAT) it will be co-issued, co-stamped and co-signed by the Rectors of two parrners
Universities UOWM and IINEC. The MOGMAT title will contain the names of all the
establishments departments that in co-operation award the degree i.e. of all partners
Universities, the first, last and father's name of the student. the date and place of the award
master science desree.

10. Establishment of inter-universitv scientific committee of management of master


prosramme M.Sc. MOGMAT and Scientific Prosramme Director.

ln accordance with the Article 3l (4 paragraph) of Greek Law FEK 448512017, the
inter-university scientific management committee (ISC) of M.Sc. MOGMAT is a nine-
member committee. Each participant is represented in the inter-university Scientific
Committee (ISC) on Greek- Azerbaijani international master joint programme of
"Pekoleum oil and gas management and transportation - M.Sc. MOGMAT" with the
following composition:

1. The University of Western Macedonia is represented by four (4) faculty members: a) The
Creator and Founder of the M.Sc. MOGMAT Professor D.Sc. Econ. Evangelos Siskos, who
is a faculty member of the Department of International and European Economic Studies, b)
the Head of the Department of Business Administration, c) the Head of the Department of
Mineral Resources Engineering and d) one (1) elected faculty member of Department of
Mineral Resources Engineering.

2. Azerbaijan State University of Economics (UNEC) is represented by three (3) faculty


members.

3. Two (2) elected students. Masters students are represented by two members in an annual
term elected once a year among the enrolled students of M.Sc. MOGMAT.

SAMPD, deputy SAMPD and Administrative Secretary.

The Scientific and administrative of master Programme Director (SAMPD) of the


programme will be elected by the ISC for a two year term in priority of the Department of
International and European Economic Studies and others departments. The Deputy SAMPD
and the administrative secretary will be appointed by the Inter-University of Scientific
Committee.

11. Establishment of branch of M.Sc. MOGMAT.

The M.Sc. MOGMAT may establish its affiliates in partner universities abroad in all
countries where the TAP pipeline passes and in other countries after the signing of a relevant
Special Cooperation Prcitocol.
