Conestoga-Rovers & Associates (CRA) was retained to prepare an Acoustic Assessment Report (AAR) for
the City of Toronto (City) Dufferin Organics Processing Facility (DOPF) located at the Dufferin Waste
Management Facility (DWMF) facility (Site) located at 35 Vanley Crescent in Toronto, Ontario. The AAR
has been prepared as an Application for an Amendment to the Ministry of the Environment (MOE)
Environmental Compliance Approval (ECA) No. 5459-8CSRVT dated March 11, 2011. The AAR is being
amended as follows:
• The removal of the existing two HVAC units (Point Sources S5 and S6)
• The addition of 8 new Air Heating Units (AHU) (Point Sources S7-S14)
• The removal of the existing three truck routes (Line Sources T1-T3)
• The addition of one new truck route (Line Source T4)
The City operates the DOPF to process source-separated organic (SSO) material at the Site. The DOPF
will operate 24 hours per day, 7 days per week.
The AAR presented herein provides an evaluation of the potential worst-case environmental noise
impacts from DOPF noise emissions generated during normal operations on the sensitive receptors
located nearest to the DOPF. The AAR was prepared consistent with the following MOE guidance:
• NPC-233, "Information to be Submitted for Approval of Stationary Sources of Sound, October 1995"
• "Appendix A – Supporting Information for an Acoustic Assessment Report or Vibration Assessment
Report Required by a Basic Comprehensive C of A" as specified in the MOE guidance entitled "Basic
Comprehensive Certificates of Approval (Air) – User Guide, April 2004"
• NPC-300, "Environmental Noise Guideline – Stationary and Transportation Sources – Approval and
Planning"
• NPC-103, "Procedures, August 1978"
The Site plan, as provided in Figure 1, is owned by the City and is zoned as G (Greenbelt Zone) and M3
(Industrial Zone 3). The site is zoned Industrial M3 under the Corporation of the Township of North York
Zoning By-law 7625 (as amended). Under North York Zoning By-law 7625, all waste management
activities are considered to be Essential Services and are therefore compliant with the zoning by-law.
The recent City of Toronto Zoning By-law 569-2013, which came into force on May 9, 2013, supersedes
the North York Zoning By-law 7625; but only where this new City Zoning By-law applies. The new City
Zoning By-law does not apply to the Site, as illustrated in Appendix A. The provisions of the North York
Zoning By-law were not repealed by the new City Zoning By-law and thus remain in-force for the Site.

The DWMF is located in an Acoustical Class 2 area defined by NPC-300 as an area with an acoustical
environment that has qualities representative of both Class 1 and Class 3 areas:
This AAR focused on the sound emissions from the noise sources identified at the DOPF with the
potential to adversely impact the sensitive receptors. The Noise Source Summary is provided in Table 1
and the noise source locations are identified on Figure 1. CRA evaluated the following significant noise
sources identified by the Cadna modelling ID number:
The other noise sources at the DOPF have not been included since they are considered insignificant
contributors to the overall DOPF noise level at the sensitive receptors. A summary of insignificant noise
sources is provided in Table B.1 of Appendix B.
The objective of this AAR is to determine the predictable worst-case 1-hour equivalent sound level
(1-hour Leq) at the worst-case point(s)-of-reception. The worst-case point(s)-of-reception is (are)
defined as the sensitive receptor(s) with the greatest potential exposure to the DOPF noise sources due
to proximity and direct line-of-sight exposure.

• POR1 – nearest façade of a single-storey daycare on Loadstar Road approximately 220 metres (m)
east of the site (1.5 m above grade [AG])
• POR2 – nearest façade of a two-storey residence on Stanstead Drive approximately 445 m east of
the site (4.5 m AG)
All POR locations within 500 m of the DOPF were considered; however, the noise impact at only the
worst-case and most exposed PORs are presented herein.
Short-term sound level measurements were taken using a Larson Davis LXT System. The Larson-Davis
LXT System includes a Type 1 Precision Sound Level Meter (SLM), Model LXT (Serial Number 0001181); a
pre-amplifier, Model PRMXT1 (Serial Number 0229); and a 1/2-inch free field condenser microphone
Model 377M05 (Serial Number 100881). The SLM was calibrated and checked at 114 decibels (dBA)
before and after each measurement period using a Larson-Davis CAL200 Acoustic Calibrator (Serial
Number 4730).
The sound descriptor used in the evaluation for the DOPF noise sources is the 1-hour Leq, which is a
time weighted energy average of the source. The Leq sound measurements consisted of short-term
readings taken over an observation time of 15-second intervals with the detector in slow response using
A-weighting, such that the sound levels are reported in units of dBA. All measurements were recorded
and stored in the SLM. In accordance with NPC-103 "Procedures, August 1978" (NPC-103), at least three
measurements were taken for each of the Facility noise sources.
Sound level measurements were taken at a reference distance depending on the height of the source(s)
being measured and proximity to other noise sources. The location and reference distance were
selected to ensure that the reference measurement was a valid representation of the dominant
source(s) being measured. The measurement location was selected in order to measure the sound
emitted in the direction of the worst-case exposure in line with the nearby sensitive receptors wherever
possible and/or to minimize the influence of other noise sources and directivity issues.

Sound level measurements were conducted in September 20, 2010, and December 6, 2012, during
normal operating conditions. Meteorological conditions consisted of low winds (less than 15 km/hr),
low humidity and no precipitation.
The noise measurement data is provided in Appendix C and summarized in Table C.1.
Assessment criteria may be determined for a POR based on the MOE's minimum exclusionary sound
level limits, as presented in NPC-300, in comparison to the background sound levels experienced in the
area. The "background sound level" is defined as the sound level present in the environment that is
produced by noise sources other than those from the DOPF, and would include traffic sound levels and
sound from neighboring industrial/commercial activity. The higher of the two assessment criteria is
selected for purpose of assessment.
The DOPF is located in an Acoustic Class 2 Area. Class 2 Areas have the following minimum sound level
limits expressed as a 1-hour Leq that can be applied to assess the sound levels emitted by the Facility
noise sources:
Façade Point-of-Reception
7:00 a.m. to 11:00 p.m. 50 dBA
11:00 p.m. to 7:00 a.m. 45 dBA
Outdoor Points-of-Reception
7:00 a.m. to 7:00 p.m. 50 dBA
7:00 p.m. to 11:00 p.m. 45 dBA
The applicable noise criteria at the points-of-reception are based on the higher of the background sound
level and the MOE's minimum sound level limits. CRA has selected the MOE minimum limits to be
conservative.
The worst-case assessment of steady-state noise sources at the selected points-of-reception was based
on measured sound levels and manufacturer's data. Cadna A Acoustical Modelling Software (Cadna A),

version 4.4, was used to model the potential impacts of the significant noise sources. Cadna A calculates
sound level emissions based on the ISO 9613-2 standard "Acoustics – Attenuation of Sound during
Propagation Outdoors". Cadna A output files for POR1 is provided in Appendix D.
The worst-case cumulative Facility-wide unattenuated sound levels estimated at the receptor(s)
included attenuation affects as applicable for all significant noise sources. Off-site buildings were input
as intervening structures. The heights of the buildings that were used in the model are presented on
Figure 1.
• Noise Sources: All sources were modelled using the 1/1 octave band data from source
measurements, manufacturer's sound level data or MOE approved reference materials. Moving
point-line sources are based on the input sound level data and the physical dimensions of the travel
path for the mobile sources.
• Noise Source Elevation: The heights of the sources are summarized in Table C.1 of Appendix C.
• Reflection Order: A maximum reflection order of 1.0 was used to evaluate indirect noise impact
from one reflecting surface.
• Ground Absorption: The model was set up with a conservative ground absorption factor of 0.25 and
the areas of grass/soft ground were input with ground absorption of 1.0.
• Receptor elevation: POR receptor heights were modelled appropriately to represent the worst-case
elevation as detailed in Section 3.0.
• Time-weighted Adjustment: Time-weighted adjustments for sources that do not operate
continuously are summarized in Table C.1
• Tonality: No sources were observed to be tonal.
• Building Surfaces: The buildings are modelled as reflective surfaces.
On-site truck traffic, identified as Sources T4 was modelled as moving-point line sources. Truck activity
is summarized in Table C.1.
The sound power level estimation for the Biofilter is provided in Table C.2.
The unattenuated day and nighttime sound levels estimated at the worst-case PORs are summarized in
Table 2.

The unattenuated steady-state and impulse sound levels estimated at the PORs are below the MOE's
minimum exclusionary daytime and nighttime sound level limits, as summarized in Table 3.
