Korupsi telah menggeser alokasi

anggaran layanan publik yang
esensial. Negara-negara
dengan tingkat korupsi yang
tinggi, cenderung mengeluarkan
uang lebih sedikit untuk
kesehatan.
KORUPSI DAN KEMUNDURAN DEMOKRASI

Korupsi berkontribusi pada

kemunduran demokrasi selama
pandemi COVID-19. Negara-
negara dengan tingkat korupsi
yang tinggi merespon krisis
dengan cara-cara yang kurang
demokratis.
REKOMENDASI UMUM

MEMPERKUAT PERAN & FUNGSI LEMBAGA PENGAWAS

Otoritas antikorupsi dan lembaga pengawas harus memiliki sumber
daya dan kemandirian yang memadai dalam menjalankan tugasnya
agar alokasi sumberdaya penanganan pandemi tidak dikorupsi dan
tepat sasaran.

MEMASTIKAN TRANSPARANSI KONTRAK PENGADAAN

Pelonggaran proses pengadaan memberikan banyak peluang untuk korupsi.
Sehingga keterbukaan kontrak harus dilakukan agar bisa menghindari
penyalahgunaan wewenang, mengidentifikasi konflik kepentingan, dan
memastikan penetapan harga yang adil.

MERAWAT DEMOKRASI DAN MEMPROMOSIKAN PARTISIPASI

WARGA PADA RUANG PUBLIK
Pelibatan kelompok masyarakat sipil dan media pada akses
pembuatan kebijakan harus dijamin oleh Pemerintah dan DPR agar
kebijakan tersebut akuntabel.

MEMPUBLIKASIKAN DAN MENJAMIN AKSES DATA YANG RELEVAN

Pemerintah harus memastikan adanya akses data bagi masyarakat. Informasi
dan data yang mudah diakses oleh masyarakat, perlu dijamin sebagai hak
masyarakat dalam memperoleh informasi dan data secara adil dan setara.
