The Absolution Stone

Wonderous item, artifact (requires attunement)

The absolution stone has 40 charges. When it's last charge
is expended, the stone loses all of it's properties and
disintegrates.
Spells. You may cast the following spells, without material
components, by expending 1 charge for each level at which
you cast the spell (Treat your spellcasting ability modifier as
+5, unless yours is higher, while attuned to this stone):
Counterspell, Dispel Magic, Lesser Restoration, Greater
Restoration, Dispel Evil and Good
Discharge. As an action you may spend 5 charges to force
that creature to make a DC 18 Constitution saving throw. On
a failed save, the target takes 3d6 radiant damage, and
cannot cast spells of 4th level or higher on their next turn.
If the target fails their saving throw, and is carrying magic
items that have charges, you may, instead of restricting their
ability to cast spells, cause this effect to drain 3d6 charges
from one of those items. If they failed their saving throw by 5
or less, the target chooses which item of theirs is drained. If
they fail by more than 5, you choose which item is drained,
though you must know that the item is their to do so.
