1. INTRODUCTION

1.1. General
The control unit REC 316*4 is one of the new generation of fully
digital control and protection systems, i.e. the analogue-to-digital
conversion of the measured input variables takes place immedi-
ately after the input transformers and the resulting digital signals
are processed exclusively by programmed micro-processors.
Within the PYRAMID system for integrated control and protec-
tion, REC 316*4 serves as a compact bay control unit with inte-
grated protection functions.
Because of its compact design, the use of only a few different
hardware units, modular software and continuous self-diagnosis
and monitoring functions, the REC 316*4 scheme optimally ful-
fils all the demands and expectations of a modern control
scheme with respect to efficient plant management and techni-
cal functionality.
AVAILABILITY, i.e. the ratio between mean fault-free operating
time and total operational life, is certainly the most important re-
quirement a control device has to fulfil. As a result of continuous
monitoring, this ratio in the case of REC 316*4 is almost unity.
The menu-controlled MMC (man/machine communication) pro-
gram and the compact construction enable simple operation and
connection of the control unit. Absolute FLEXIBILITY, i.e. adapt-
ability to practical applications, already existing control concepts
or a control concept to be replaced (retro-fitting), is assured by
ancillary functions incorporated in the software and by the ability
to freely configure inputs and outputs via the MMC.
Broad experience in the field of substation control and protection
has gone into the development of the REC 316*4 to give it the
highest possible degree of RELIABILITY and SAFETY. Digital
processing of all the signals means that the ACCURACY of the
scheme remains constant throughout its useful life.

The designation “RE. 316*4” is used in the following sec-


tions where data applies to the series of devices in general.

1.2. Application
The numerical control unit REC316*4 is designed to perform
data acquisition, monitoring, and control functions in MV and HV
substations. It is installed in the individual switchgear bays.
The switchgear bay control unit can be configured for SF6 gas-
insulated switchgear (GIS), for indoor and outdoor switchgear
and for single, double or multiple busbar stations.
REC316*4 registers and processes the switchgear position sig-
nals, the measured variables and the alarms occurring in a
switchgear bay. The corresponding data are then made avail-
able to the station control level at the communication interface
(OBI).
REC316*4 receives control instructions from the station control
level or from the local mimic, processes them in relation to the
bay control logic and executes them.
The interlocks included in the REC316*4 control device prevent
inadmissible switching operations, which could cause damage to
plant or endanger personnel.
REC316*4 checks the synchronisation on both sides of the cir-
cuit-breaker before enabling the close command.
A frequency protection function is integrated in REC316*4, which
enables “intelligent” load shedding.
REC316*4 also provides facility for adding feeder protection
functions.
REC316*4 measures the currents and voltages at the main c.t’s
and v.t’s, calculates the corresponding real power, reactive
power and frequency and transfers the data to the station control
level.
REC316*4 is equipped with a communication interface (OBI) for
two-way communication via an optical fibre link with the station
control level.

1.3. Main features


The library of function blocks for the REC316*4 control device
includes the following control, protection, measurement and
logic functions:
Control function: This depends on the particular application for
which it is specifically created using CAP316 (FUPLA function
plan programming language).

• generation and monitoring of switchgear commands
• run-time monitoring
• detection of alarms and alarm logic
• integration of the local mimic.
Protection functions:

• inverse time overcurrent ground fault protection
• power function as directional ancillary
• overtemperature
• frequency function
• auto-reclosure
• synchrocheck function.

Measurement and monitoring functions:


• single-phase measuring function U/I/f/P/Q
• three-phase power function P, Q
• three-phase current plausibility
• three-phase voltage plausibility.
The scheme includes a disturbance recorder memory and an
event recorder memory.
The allocation of the opto-coupler inputs, the LED signals and
the auxiliary relay signal outputs, the setting of the various pa-
rameters, the configuration of the scheme and the display of the
events and system variables are all performed interactively by
means of the menu-controlled MMC (man/machine communica-
tion).
REC 316*4 is equipped with serial interfaces for the connection
of a local MMC (PC) and for remote communication with the sta-
tion control system.
REC 316*4 is also equipped with continuous self-monitoring and
self-diagnostic functions. Suitable testing devices (e.g. test set
XS92b) are available for quantitative testing of measurement
and protection functions.
REC 316*4 can be semi-flush or surface mounted or can be in-
stalled in an equipment rack.
