1. Emmett's Gas Station: Located fairly close t o the main road,
Emmett's is a simple three-room garage. There i s a small office con-
taining a desk, the phone, a radio, a number o f car parts, a cash regis-
ter, and a single candy vending machine. Behind this room, through a
flimsy wooden door, is the r o o m where E m m e t t lives. His bed i s here,
along with a h o t plate, a small refrigerator, a sink, and a black and
white television.
The biggest r o o m i s given over to the garage itself. There is a p i t here
which E m m e t t uses t o w o r k o n whatever cars come in. Though most
o f it i s p r e t t y old, there i s a l o t o f equipment (wrenches and a variety
o f other tools, a jack, an air pump, etc.) and car parts (tires, belts,
gaskets, nuts, etc.). Emmett's t o w t r u c k is stored here when not being
used.
There i s one set o f t w o pumps outside. E m m e t t carries Regular and
Hi-Test. These pumps are so o l d t h a t the brand name has long since
faded. Water can be gotten f r o m the hose which runs o u t o f the single
restroom at t1.c .ear o f the garage.
2. Miss Virginia's Boarding House: A f e w blocks over is this quaint
three story house. Complete w i t h wrap-around porch, gables, and a wi-
dow's walk, this house i s a bit o f Americana.
The first floor contains a parlor, a kitchen, a sewing room, a sun
r o o m w h i c h is n o w filled w i t h plants, a dining room, a bathroom, a
library with a fireplace, and a small bedroom which Miss Virginia uses
herself. The second f l o o r i s made u p entirely o f bedrooms which are
f o r guests. Each r o o m contains a bed, a b i g overstuffed chair, a wash-
basin, a free standing closet, a small bedside table w i t h lamp, and a
cedar chest. T h e t h i r d f l o o r i s just some other rooms, and i s mainly
used f o r storage.
3. Courthouse and Sheriff's Office: One o f the tallest buildings in

most completely empty, though some o f the townsfolk w h o are a b i t

w h o might be stopped w i l l be quite open and cheerful. There are n o
signs of drugs o r hypnosis. The person w i l l comment on the characters
being new in town, b u t w i l l heartily invite them along t o hear Brother
Angel speak in the church.
The church is packed. It looks t o be standing r o o m only. Everyone
f r o m town, approximately three hundred people, i s there. 'Quite a
crowd, huh?' a person next t o one o f the characters says before disap-
pearing across the room.
Quite a c r o w d indeed. The people are all talking t o their neighbors,
anxiously buzzing about w h a t is t o come.
2nd FLOOR Such statements as: 'I hope it's as good as last night,' ' D o y o u t h i n k
we'll get another one?', and 'Isn't this exciting?' can be heard f r o m the
throng. None o f the townspeople w i l l answer any questions p u t t o them

Coming f r o m outside the window, the character w i l l notice flickering
lights. In the streets, the townspeople, carrying torches, flashlights,
candles and lanterns are making their way t o the church. The people
are obviously in control of their senses, meaning t h a t they don't appear
t o be drugged o r behaving l i k e movie-versions o f zombies. Still i n all,
it's an eerie sight. /

Miss Virginia can be spotted sitting at t h e end of one of the pews


near the front. I f confronted, she'll patiently explain that she only
locked the player-heroes' doors f o r their o w n protection. 'You never
can be too sure how a stranger might act about such things and I wasn't
sure i f you'd want t o be involved here,' she'll say. 'But I'm very glad
you decided to join us.' She'll then scoot over, making r o o m for the
characters on her bench.
Finally, just as the clock i n the steeple strikes eleven, six figures
will step u p onto the raised pulpit. The c r o w d w i l l hush immediately,
anxiously leaning forward t o hear every word. Gathered here are the
Reverend Thaddeus Felcher, Waynesboro's regular minister, Sheriff
Crosby, along w i t h Brother Angel, White Guardian, Corporal Punish-
ment, and 451.
Felcher w i l l step t o the p o d i u m and introduce each of his guests
by name only. He then launches i n t o his short speech f o r the evening.
The Gamemaster should feel free t o ad lib and change as much as
he feels i s necessary. The speeches are reproduced here mainly t o give
a feel for each speaker, along w i t h the major points which should come
across in the speeches.

SILOL~WOUT Horse Barn/Stable: This barn has been cleared o u t and is n o w used
as a t y p e of common house. Open eating facilities f o r most members
o f New Eden's c o m m u n i t y are here. F o o d i s served cafeteria style,

before anyone can begin eating.
The tables are mobile, so that this barn can also be used for dis-
cussion groups, meetings, shows, or indoor training sessions. The

Soon Bishop Fairwell w o u l d become Cardinal Rule and lead the
w o r l d onward, f o r the Greater Good.
Actually, o f course, it was n o t an angel that spoke t o Fairwell in
his dreamlike vision and giving him this vision o f a better world. It was
Okawala, one of the t w o demons w h o had once possessed the w i t c h
doctor's b o d y in Uganda. The demon had housed itself i n the priest's
b o d y while the h o l y man's personal energy was at its lowest during
his struggle against the demons, Okawala's brother demon, Nigola, had
entered the b o d y o f t h e t i r e d Captain Amin. Separately, neither demon
is physically very strong, though they have great mental control powers.
It was Okawala t h a t was initially the guiding force behind the Greater
Good. Yet n o w Cardinal Rule acts pretty m u c h o n his own. He be-
lieves in the vision o f a new order, a divinely inspired w o r l d w i t h him-
self a t the head o f a faithful multitude. He w i l l let nothing stand i n
the way o f achieving this goal.
One o f the weapons Fairwell uses i n his guise as Cardinal Rule is
a mace he invented himself. It appears t o b e one o f the pestles used
t o sprinkle h o l y water, b u t i n fact it i s m u c h more. It i s a heavily
weighted mace, w i t h a head studded w i t h metal points. I f t h a t was
n o t enough, t h e mace also carries an electric charge that i s activated
whenever a hit is made w i t h the mace. The electric charge affects the
nervous system o f the target, causing Rule's foes so h i t t o go numb.
The Gamemaster should note t h a t the presence o f Okawala is n o t
a major factor a t this p o i n t and should n o t become a prime motivation
for t h e players in the dealing of their characters w i t h Cardinal Rule,

demonic power that was w i t h i n t h e o l d man.
Eventually the priest gained the upper hand. As Fairwell placed

Origin & Background


Brother Angel is an android w i t h miraculous powers. He has been
designed b y Cardinal Rule/Bishop Fairwell t o appear as if he were the
perfect physical specimen o f humanity. Though he believes himself
t o have been 'brought t o life' solely b y Cardinal Rule, such is n o t
really true. Rule actually designed the body, b u t i t was b u i l t in secret
and programmed b y a German scientist. Without Rule's authorization,
the scientist used a human brain and a number o f human organs which
had come f r o m u n w i t t i n g donors/victims.
Brother Angel's mental powers come f r o m the fact t h a t his brain
has been reprogrammed f r o m the original thought patterns of Cardinal
Rule himself. I n his brain, Brother Angel carries a small b u t powerful
psychic amplifier. This amplifier allows h i m t o affect large gatherings
of people b y sending o u t electronic impulses t o their subconscious
instinctual levels of thought.
Though Brother Angel i s aware t h a t he i s an android, he i s n o t
morose about being almost human. He accepts himself as being part
o f the evolutionary chain, actually the n e x t step above humanity i n
his o w n view. Still, he i s very humble and feels t h a t he was p u t o n this

the open furnace, Rayberry began reading. He read for hours, and yet
he couldn't find anything w r o n g w i t h most o f the books. Some of
them did have curse words, while others had weird ideas that he could
not quite understand. But, other than that, he could see no real danger
in them. Still, i f the Board said t o burn the books, then that's what he
w o u l d do.
Rayberry had been piling books into the furnace for some time and
he eventually grew tired. The roaring of the well-stoked blaze lulled
h i m i n t o a deep slumber. Unfortuhately, h e fell asleep w i t h o u t closing
the furnace door. Sparks from the burning books floated O u t t o land
on other books, touching o f f quite a fire. Soon the entire r o o m was
engulfed in flames.
The smoke and the noise woke Rayberry f r o m his sleep, so that he
was barely able t o make it o u t o f the room. He burst o u t i n t o the
cool air w i t h his clothes and hair on fire. Luckily it was late a t night
so n o one else was i n the school building. By the time the fire depart-
ment arrived, there was nothing they could do. Tilton Junior High
School was a total loss.
Rayberry was badly burned and the ambulance crew rushed h i m t o
the hospital. Though the doctors worked on him for over six hours,
there was nothing they could d o t o overcome t h e horrible scarring
that had left Rayberry's face a charred mass o f scar tissue.
Sometime later, a hearing f o u n d Rayberry guilty o f negligence in
starting the blaze. As a result of these findings, he lost his janitorial
position w i t h the school district. His life quickly became a shambles.
While n o one had bothered h i m before, now everyone came t o stare
and point at him. Children made fun of him, making faces and laughing.
He was even unwelcome at the firehouse. And, through it all, Rayberry
knew what was really t o blame f o r his disgrace. It was the books.
Those rotten piles o f paper had caught on fire, hadn't they? The
Board of Education had been right. Books are dangerous!
He fled t o the city, seeking solace f r o m those w h o hounded him.
He was walking d o w n the street when he passed a church. Figuring
he had l i t t l e t o lose, he went in. Though thoughts o f suicide had been
coming t o him, Rayberry had decided t o give life one more chance.
By some stroke of luck or fate or coincidence, Rayberry had chosen
the church r u n b y Father Fairwell.
Going i n t o the confessional, the story of his life poured o u t t o the

channels and pursuits. That fateful night was just the beginning o f
Carl's association w i t h the cause o f t h e Greater Good.

as Corporal Punishment. He is also the Sergeant-at-Arms, disciplining
all those w h o may trespass against the church o f the Greater Good.
Even though he has n o real physical superpowers, Corporal Punish-
m e n t is s t i l l a valuable asset. He has trained w i t h his mental abilities
t o the p o i n t where the drain on his b o d y i s only slight. He s t i l l prefers
t o engage in hand-to-hand combat when fighting, and loves t o prove
his superiority over others. He is also an expert marksman w i t h the
paralysis pistol given t o him b y Cardinal Rule.
Corporal Punishment perfers t o dress in military clothes because
he likes the l o o k o f the u n i f o r m . When he is w i t h the Greater Good,
he constantly wears night camouflage paint on his face, which helps
t o hide his identity.
Though calm while i n the presence o f Cardinal Rule (or his alter
ego, Brother Angel), Corporal Punishment is highly volatile. He w i l l
n o t hesitate t o beat d o w n even one o f the faithful for any infraction,
even f o r having a b u t t o n missing.
He is homicidal. Gunther w i l l n o t let anyone w h o might be o u t t o

When he was o l d enough t o leave t h e school, Carl immediately
went i n t o t h e service. There he p u t his natural love o f discipline t o
work. Unfortunately, his baser instincts towards violence also began
t o resurface w h i l e under the military's discipline.
B o t h of these facets o f his personality were recognized and p u t t o
good use. He received a small p r o m o t i o n and was sent t o Vietnam t o
aid in t h e clean u p a t the end o f the war. But, Carl didn't w a n t the war
t o end. He set o u t t o keep it going. A t t h e end of his first week there,
his patrol came across a band of refugees hidden in the brush. Without
waiting t o i d e n t i f y the transients, Carl mowed them d o w n w i t h his
machinegun. When the other members of his patrol were outraged and
threatened to tell the t r u t h o f t h e incident, Carl turned around and c u t
them d o w n too.
Back at the base he was hailed as a hero and was promised decora-
tions and a promotion. Later, as the base was being t o r n d o w n and the
u n i t was about t o move out, one o f the patrol members w h o had been
missing, crawled o u t o f the jungle. Before collapsing the soldier t o l d
the real story o f what happened i n the jungle and of Carl's actions.
Carl was discredited - b u t only drummed o u t o f the service when the
only witness t o his actions died before being able to testify a t a court
martial. As the war was almost over, t h e army wished t o avoid any
more bad p u b l i c i t y and realized their case w o u l d be hard t o prove.
Thus, Carl was merely given a dishonorable discharge.
Back home in the USA and w i t h n o place t o go, Carl drifted. More
often than n o t he w o u l d end up i n some county jail for t h e night,
thanks t o a bar fight or some p e t t y robbery. Eventually he w o r k e d
h i s way u p t o Detroit, where he began doing some light muscle w o r k
for the mob.
One night he was t o l d t o shake d o w n a small hotel near St. Mark's
Church. While he was i n the process o f beating u p t h e manager, a soft
voice t o l d him t o stop. Instantly the memories o f the Brothers, the
school, and the dark r o o m flooded back in o n him. He stopped. This

the injustice inflicted upon her, turning her hatred against everyone,
even those w h o wanted t o help her.
Eventually her parents realized that there was n o t h i n g further
they c o u l d do f o r their ' l i t t l e ' girl a n d so they sent her o f f t o a religious
retreat in the mountains. Here she came under the tutelage o f a n u n
w h o became her friend. The t w o often talked, and Sister Beatrice
shared her doctrine a n d views o f the w o r l d w i t h Phoebe.
Phoebe, seeking her release f r o m t h e unfair world, began t o take
o n Sister Beatrice's thoughts as her o w n ideas. She immersed herself
in t h e teachings o f the church. A t the same time, she continued her

Unwittingly, Sister Beatrice wrote letters t o one o f her brothers

meded Sister Beatrice on her good works, saying that he w o u l d like to
come up and help this young woman.
The retreat was quite enthusiastic and welcomed Father Fairwell.

influence the people around her. Instead o f being the center o f t h a t
fear, so that people w o u l d t u r n away f r o m her, Phoebe learned t o in-
