Public procurement practices and challenges in Ethiopia:

Evidence from selected public organizations

1. Title page
 The title page of this thesis has a title that show the central idea
 The title gives a definite and concise indication what is going to do
 In addition to the above ideas the research has the following important elements:
 The name of the author and advisor
 The institution name
 The faculty name
 The department
 It does not used any abbreviation and it has no page number
 But it indicate that the research talk about Ethiopian context but on the other hand it
select some public organization. This shows a contradiction on the title.
2. Abstract
 The abstract of this research paper starts by listing the basic pillars of public
procurement. The researcher uses this motivation and justification.
 The abstract also gives the brief information about the research by giving the
objective, research approach, finding and recommendation of the research.
 This abstract use only about 170 words and it use italic font. Totally the abstract of
this paper written in a correct way.

3. Introduction
 The introduction of this thesis do not initiate the interest of the reader because
the introduction part contains many idea taken from other research
 It has no ideas about historical development about procurement.
 It has definition and definition of procurement.
 And the introduction part of this thesis tries to show the chapter organization
and effort made by the researcher to assess the problem of the research.
 But this is not the part of the introduction. This can be taken as a drawback the
introduction
4. Statement of the problem
 The statement of the problem of this thesis do not gives answer for the question of
“what is the need of this study”. It takes about the procurement law and saying of
different people and different times about the competition.
5. Research objective
 The general objective of this thesis is in contrary with the title of the thesis talks about
procurement in Ethiopia but the general objective it talks about comparing Ethiopia
with other East Africa country.
6. Significance of the study

This study describes the important of the study for different groups. But it does not mention
any reason how the study will improve policy.

7. Scope and limitation

The scope of the study indicates the areas that will be covered and the issues that will be
focused in the study. But it has no time reference for different actions. Even if the
limitation of the study is mentioned on the title but the thesis do not talk about the
limitation of the study.

8. Literature review

This thesis has a literature review that starts with introduction that shows the overall structure of
literature review and it also incorporates the theoretical and empirical review of study from three
east African countries. Most of the issue on the literature review is focused on the currents issues
that are related with the study topic. But it does not provide any framework and benchmark for
comparing the study result. Finally in the conclusion parts of review literature the researchers
shows the research gap.
9. Research methodology

The study has research methodology part that contains three sections that are research approach,
research method used in the study and data analysis method.

 In this study the researcher uses both qualitative and quantitative (mixed) approaches and
justifies how his selection is relevant
 Sample size also specified
 Its data analysis method also specified as descriptive
 The method of data collection also specified and it is primary ,interview(i.e purposive
and also unstructured)
10.Organization of the thesis
The thesis is organized in five chapters. The first chapter presents the introduction of the study,
the second chapter presents review of literature, the third chapter outlines methodology of the
study and chapter four presents the results, analysis and interpretation. The last chapter contains
conclusions, major finding and recommendation.

11.Reference

In this study all cited journals and books are included in the list of references and include all the
necessary information about the reference source. But the name of the author and the rest
information about the source has indentation problem.

12.Data analysis and interpretation

In this stage the researcher properly determine the responding rate of the questioners distributed
to sample group purposely sampled employer of the sample organization. The response rate is 65
% of the sample size. And also respondent is categorized based on gender, year of service, level
of education and filed of qualification Accordingly, the presentation, analysis and interpretation
of the interviews and questionnaires were done well.
13.Summary of finding, conclusion and recommendation

purpose of this chapter is to pinpoint the major findings of the study and indicate
recommendations that can help in the improvement of procurement practices in the selected
public organizations. Thus, presents conclusions, major findings of the study, and
recommendations based on the findings as follows.
