1. HC seeks report from Delhi Police, jail authority on


death of inmate Ankit Gujjar in Tihar
The Delhi High Court Wednesday sought status reports
from the police and jail authorities on a plea concerning
the alleged murder of an inmate Ankit Gujjar in Tihar Jail
earlier this month.

Justice Mukta Gupta issued notice to Delhi Police, the
jail authority, the Centre and CBI on the petition by
Gujjar's family members and ordered the preservation of
CCTV footage of the time of the incident as well as
before and after.

The petition seeks the transfer of the investigation from


Delhi Police to the CBI and adequate, round-the-clock-
security for the family members.

Gujjar, 29, was found dead inside his cell in Tihar Jail on
August 4.

In the petition filed through advocates Mehmood Pracha


and Shariq Nisar, the family has alleged that Gujjar was
being harassed by the jail officials as he was unable to
meet their regularly increasing demands for money and
was murdered as a part of pre-planned conspiracy .

It is said that the deceased inmate faced much more
brutality at the hands of a jail official who directed his

subordinates to use all their might at him to finish him
and make an example out of him for other inmates .

The brutality meted out to the deceased as evidenced


from the photographs of his corpse, coupled with the fact
that he was left to die in a solitary cell without any
medical attention whatsoever, renders to the present
case a colour of the rarest of rare category, the petition
reads.

The plea has further submitted that the jail authorities in
Tihar are operating an organised extortion syndicate and
the police was trying to manipulate the investigation in
order to save and shield the culprits.

The petition states that although an FIR for commission
of offences of murder was registered pursuant to the
directions of a magisterial court, a free and fair
investigation by a neutral investigation agency would
inevitably lead to invocation of not just further provisions
under the Penal Code but also under special laws such
as the MCOCA, Prevention of Corruption Act and
Prevention of Money Laundering Act .

The plea alleges culpability of the entire administration


on the ground that the CCTV were ordered to be shut
down by an official at the time of when the deceased
was beaten.

The matter would be heard next in September.

2. Sunanda Pushkar death case: Delhi court
discharges Shashi Tharoor
A Delhi court on Wednesday discharged senior
Congress leader Shashi Tharoor in a case related to his
wife Sunanda Pushkar's death in a luxury hotel here.

Special Judge Geetanjali Goel passed the order in a
virtual hearing.

Tharoor thanked the judge, and said it was an absolute


torture for last seven-and-a-half-years and that it was a
great relief .

During the arguments, while police had sought framing


of various charges, including 306 (abetment of suicide),
senior advocate Vikas Pahwa, appearing for Tharoor,
told the court that the investigation conducted by the SIT
completely exonerated the politician of all the charges
levelled against him.

Pushkar was found dead in a suite of a luxury hotel in


the city on the night of January 17, 2014. The couple
was staying in the hotel as the official bungalow of
Tharoor was being renovated at that time.

Tharoor was charged under sections 498A (husband or
relative of husband of a woman subjecting her to cruelty)
and 306 of the Indian Penal Code by the Delhi Police,
but was not arrested in the case.

He was granted bail on July 5, 2018.

3. SC dismisses Maha govt plea against CBI probe
into transfer, posting of cops by Anil Deshmukh
The Supreme Court on Wednesday dismissed a plea of
the Maharashtra government seeking to set aside two
paragraphs related to transfer and posting of police
officers, reinstatement of an officer from the CBI's FIR
against former state home minister Anil Deshmukh.

A bench of Justices D Y Chandrachud and M R Shah


said that it is inclined to interfere with the July 22 order of
the Bombay High Court and dismissed the petition. The
top court said that it cannot dilute the direction of a
constitutional court ordering a Central Bureau of
Investigation (CBI) probe by drawing a line for the
agency on which aspect the investigation should be
done.

CBI has to investigate all aspects of the allegations and


we cannot limit them. This will be like denuding the
powers of a constitutional court, the bench said.

It said that an impression is being created that the state


is trying to protect the former home minister by not
allowing the probe on the aspect of transfer and posting
of police officers and reinstatement of additional police
inspector Sachin Waze.

Advocate Rahul Chitnis, appearing for the Maharashtra


government, said the state has withdrawn consent for

the CBI probe and the High Court direction for a probe
was limited to allegations of collection of money from
bars and restaurants and not on transfer, posting of
police officers and reinstatement of Waje into the police
force.

On July 22, the High Court said the CBI can inquire into
the transfer and postings of police personnel and the
reinstatement of Waze in the Mumbai Police force "so far
as this has a nexus with Maharashtra's former home
minister Anil Deshmukh and his associates".

4. Jharkhand man gets 25 years in jail for raping


niece
A man was sentenced to 25 years in jail by a court in
Jharkhand's Simdega district for raping his six-year-old
niece.

The court of Additional District and Sessions Judge


Madhuresh Kumar Verma on Tuesday convicted the
accused in the rape case, and sentenced him to 25
years in jail, besides imposing a fine of Rs 50,000.

In case the convict fails to deposit the fine, he will have


to live additional two years in jail, the court directed.

The incident of rape happened in April 2019 in the


Pakartand police station area of the district.

The convict raped the girl when she was at home with
her grandfather.

Her parents went out, and taking the opportunity, he took


the girl to a nearby forest and raped her, police said.

The girl was found lying unconscious by villagers in the


forest area, they said.

The girl later narrated the incident to her parents,


following which they lodged a police complaint.

The convict is a cousin of the girl's father.

5. Domestic violence ground for pregnancy


termination, says HC; allows woman to abort 23-
week-old foetus
The Bombay High Court has allowed a woman to abort
her 23-week-old healthy foetus, while observing that
domestic violence has an effect on a woman's mental
health and the same can be a valid ground for medically
terminating her pregnancy.

The judgement was passed by a bench of Justices Ujjal
Bhuyan and Madhav Jamdar on August 3 and a copy of
it was made available on Tuesday.

The HC in its order also referred to the reproductive
rights of women, as envisaged by the WHO.

The 22-year-old woman, a victim of domestic violence,
had been examined by a panel of experts at the state-
run J J Hospital in Mumbai.

The panel held that while her foetus was healthy and
had no abnormalities, the woman had undergone much
mental trauma and continuation of the pregnancy would
add to such trauma.

In her plea, the woman told the HC that she and her
husband were getting divorced and she did not wish to
continue with the pregnancy.

The current Medical Termination of Pregnancy (MTP) Act
does not permit termination of a pregnancy beyond 20
weeks, unless it poses health risks for the foetus and the
mother.

However, various apellatte courts as well as the Bombay


HC have batted for women's mental health on several
previous occasions and permitted termination of a
pregnancy beyond 20 weeks, if it poses a risk to a
woman's mental health and if a medical panel so
advises.

An amendment to the Act, which is yet to be


implemented, extends the time frame to 24 weeks.

In the present case, the HC said, "If contraception failure


leading to pregnancy can be presumed to constitute

grave injury to the mental health of the pregnant woman,
can it be said that a pregnant woman suffering from
domestic violence would not face grave injury to her
mental health if pregnancy is allowed to continue in the
face of continuing domestic violence with a grim
foreseeable future?"

Referring to the reproductive rights of women as


envisaged by the World Health Organisation (WHO), the
bench said, "The core issue is the control a woman has
or exercises over her own body and reproductive choice.
Control over reproduction is a basic need and a basic
right of all women. Linked as it is to women's health and
social status, it is from the perspective of poor women or
women of rural areas that this right can be best
understood."

The HC further said, "Rape is an instance of extreme
violence committee on a woman. Domestic violence is
also a violence committee on a woman, though the
degree might be lesser."

It noted that the petitioner had said in her plea that in the
event the child was born, she would not receive requisite
financial and emotional support from her husband.

"In such circumstances, we are of the view that declining


permission to the petitioner will tantamount to compelling
her to continue with her pregnancy, which in the
circumstances will not only become extremely

burdensome and oppressive on her, but has the
potential to cause grave injury to her mental health," the
high court said.

The bench permitted the petitioner woman to undergo


termination of the pregnancy at the Cooper Hospital in
Mumbai.

1. National mission to step up domestic production
of edible oils
· The Union Cabinet took several steps to boost the
production of edible oils and reduce the
dependence on import.
· It has given its approval to launch a new Mission on
Oil palm to be known as the National Mission on
Edible Oils - Oil Palm (NMEO-OP).

· It will be a new Centrally Sponsored Scheme with a


special focus on the North east region and the
Andaman and Nicobar Islands.

· due to the heavy dependence on imports for edible


oils, it is important to make efforts for increasing the
domestic production of edible oils. 

· financial outlay of 11,040 crore rupees has been made
for the scheme, out of which 8,844 crore rupees is

the share of government of India and 2,196 crore
rupees is the State share.

· He further said, under this scheme, it is proposed to


cover an additional area of 6.5 lakh hectare for oil
palm till the year 2025-26 and thereby reaching the
target of 10 lakh hectares ultimately.

· The proposed scheme will subsume the current


National Food Security Mission-Oil Palm
programme.
· To give impetus to the North-East and Andaman, the
Government will bear additional cost of 2 per cent
of the Crude Palm Oil price to ensure that the
farmers are paid at par with the rest of the country.
· To address the issue of shortage of planting material
in the country, seed gardens will be provided
assistance up to 80 lakhs rupees for 15 hectres in
Rest of India and one crore rupees for 15 hectres in
North-East and Andaman regions.

2. 5th meeting of BRICS Industry Ministers


· Commerce and Industry Minister Piyush Goyal chaired
the 5th meeting of BRICS Industry Ministers
through video conferencing
· The Industry Ministers of BRICS Countries Brazil,
Russia, China and South Africa attended the
meeting.

· India has developed a vibrant and dynamic start-up
ecosystem, leveraged existing platforms and digital
technologies such as Aadhar and UPI payments for
ensuring delivery of critical services to the last mile.

· The Ministers recognized the unprecedented impact of


the COVID-19 pandemic particularly in the fields of
trade and industry.
· They complimented all the COVID warriors, our
doctors, nurses, paramedical staff and scientists,
across all the BRICS countries, for their selfless
and tireless efforts in saving our lives.
· They agreed on the need to build human resources in
line with the changing requirements accelerated by
the new emerging technology to promote training

businesses through workshops, seminars, and
exchange programs.

· The meeting concluded with the BRICS Industry


Ministers reaffirming their commitment to work

other, share best practices and learn from

3. India, Vietnam undertake bilateral maritime
exercise in South China Sea
· In continuation with ongoing deployment of Indian
Navy ships in the South China Sea, INS Ranvijay
and INS Kora today undertook bilateral maritime
exercise with Vietnam People’s Navy frigate VPNS
Ly Thai To (HQ-012).

· The bilateral interaction aims to consolidate the strong


bond shared by the two navies and would be
another step towards strengthening India-Vietnam
defence relations.
· The Indian Naval ships arrived at Cam Ranh, Vietnam
on 15th of this month for harbour phase which
included professional interactions with VPN
maintaining extant Covid-19 protocols.
· The sea phase included surface warfare exercises,
weapon firing drills and helicopter operations. .

· INS Ranvijay is a guided-missile destroyer and the


latest of the Rajput class.

· The ship was commissioned on 21st December 1987


and is equipped with an array of weapons and
sensors which includes Surface to Surface Missile,
Anti Air Missiles and guns, Heavy Weight
Torpedoes, Anti Submarine Rockets and capable of
carrying Anti Submarine Heli-copter (Kamov 28).
· INS Ranvijay is in company with INS Kora which is the
lead ship of Kora class missile corvette. The ship is

fitted with Surface-to-Surface missiles and Anti Air
Guns.

4. Brazil, Russia, India & South Africa to study


intersection of COVID-19 & Tuberculosis pandemics
· A consortium of doctors and researchers from India,
Brazil, Russia, and South Africa have partnered to
conduct a study on the epidemiological impact and
intersection of the COVID-19 and Tuberculosis
pandemics in these countries.
· Ministry of Science and Technology in a statement
said that under this joint research, the teams from
these countries will explore the negative impact of
the COVID-19 pandemic on the epidemiological
characteristics of TB infection and search for
mechanisms responsible for the interaction of these
two processes.
· They will also search for strategies to mitigate the
negative consequences of the pandemic and
develop individual recommendations for each
participating country.

· The recommendations can help overcome the impact


of epidemics of respiratory viral diseases on the
epidemic of tuberculosis.
· 


· Brazil, Russia, India and South Africa currently rank


2nd to 5th in the number of cases of COVID-19 and
belong to 24 countries recognized by World Health

Organisation with the highest burden of
tuberculosis in the world. Moreover, BRICS
countries have the largest number of cases of drug-
resistant tuberculosis.

· Hence the research will be conducted in these four


BRICS countries where one of the highest-burden
rates of both COVID-19 and tuberculosis has been
recorded simultaneously.

· The research supported by the Department of Science


and Technology is being led by Prof. Urvashi B
Singh from All India Institute of Medical Sciences,
New Delhi from Indian side.
