SPECIAL CONDITIONS OF CONTRACT
1. Prices
The prices to be quoted by the intending tenderer shall include the supply and
installation, at the site, of all component, ancillary material and other items
whatsoever required for carrying out the job to fulfill the intent and purposes
as laid down in the specifications and/or the drawings.
The tenderer's price shall be deemed to include all components panels, nuts,
bolts, shims, clamps, supports etc., as required for proper fixing and/or grouting
of equipments, ancillary items etc., whether specifically mentioned or not the
contractor shall also include, in his price, all taxes duties or other levies (viz.
Excise duty, customs duty, works contract tax, sales tax, octroi etc.,) which
are legally leviable on Air Conditioning equipment and Installation. Failure to
include all leviable taxes and duties will not entitle the contractor to any extra
claims from the Contractor.
2. Assembly and Inspection:
Shop assembly of all component parts shall be made to ensure that all parts are
properly fitted to minimize installation problems.
3. Working Drawings, Maintenance Manuals etc.:
On the award of the work, the contractor shall immediately proceed with
the preparation of detailed schematic shop drawings, detailing the components
that are to be installed and the ancillary works that are to be carried out.
Three sets of all such schematic drawings shall be submitted to the Project
Managers, for their approval to ensure that the works will be carried out in
accordance with the specifications and drawings, including such changes as
may have been mutually agreed upon. All the drawings shall be received
by the Project Managers for their approval, within three weeks of the award
of work. The approval of the drawings by the Project Managers shall in no
way relieve the contractor from his obligations to provide a complete and
satisfactory plant and installation as per intent and purpose as laid down in
the specifications. Any omissions and/or errors shall be made good or rectified
whether or not the drawings are approved. Prior to the completion of the work,
the contractor shall furnish (4) four sets of a comprehensive manual, describing
all components, furnishing a list of instructions for the operations and
maintenance of the plant.
The contractor shall also fix in the plant room neatly typed and framed,
instruction in details, for the starting and running of the plant. Any special tools
required for the operation or the maintenance of the Plant shall be supplied free.
4. Erection and Commissioning:

The contractor shall carry out the complete erection and commissioning. All work
shall commence on previously prepared foundation. All the materials shall be
moved from their place of storage into the plant by the contractor. The
contractor shall make his own arrangement to off load materials received at
respective Sea Air/Rail/Road transport terminal points, dispatch to site and to
store all material received at site. The Contractors shall provide clear storage
and erection space only. All erection tools and tackles as and when required
to suit the erection programme shall be provided by the contractor.
All consumables required for erections such as cotton waste, kerosene, oil,
emery paper, coil string, bamboos and planks for scaffolding etc. as well as
necessary welding rods, gases etc. shall be provided by the contractor.
Protective and finish painting shall be carried out by the contractor. Carbon steel
surface shall be thoroughly cleaned before painting. The contractor shall
indicate the electricity requirements during erection. The contractor shall remove
all the waste material or rubbish from and about the work site and leave the job
thoroughly cleaned up and ready for use.
5. Testing
5.1 All types of routines and type tests as required shall be carried out at the works
of the contractor or the manufacturers of the components. The Owner or their
Representative shall be free to witness any or all tests if the Owner the so
desires.
5.2 On the completion of the installation, the contractors shall on his Owner
responsibility arrange to carry out various initial tests as detailed in below, in the
presence of and to the complete satisfaction of the Owners or their
representatives. Any defects or shortcomings found during the tests shall be
speedily rectified or made good by the contractor at his own expenses.
5.3 The initial tests at site shall include but not be limited to the following :
5.3.1 To operate and check the proper functioning of all electrically operated
components viz compressor motor, pumps, blowers, AHUs as well as other
electrical motors.
5.3.2 To test and check the switchgears, safety and other controls to ensure their
proper functioning.
5.3.3 To check and adjust the water flow in the water circuits, so that the rate of flow
is as per the design through the condensers, chillers, AHUs, cooling towers, etc.
5.3.4 To check the systems against leaks in different circuits, alignment of motor, ‘V’
belt adjustments.
5.3.5 To check control settings and all such other tests which are essential for smooth
functioning of the system.

On the satisfactory completion of all 'Initial' tests the plant shall be considered
to be 'virtually complete' for the purpose of taking over by the Contractor.
In addition to the 'Initial' tests the contractor shall also give two continuous
operation of test of the system. The tests shall be conducted when the outside
ambient conditions are close to the specified ambient conditions. The running
tests shall be taken on the completion of the initial tests provided the ambient
conditions are close to the specified ambient conditions.
The contractor shall provide all necessary tools, instruments, gauges, flow meter,
ammeter etc. as may be required for conducting the various tests and the
required personnel for the tests. However, power for the tests shall be provided
by the Contractor at one point (near to the AC panel further
termination/Connections shall be done by the contractor.
5.3.6 Any damage to equipment during such tests shall be the contractor’s
responsibility and will have to be rectified and plant restored to as New Condition
prior to being considered to be complete, for handing over.
6. Rejection of Defective System
If on test any portion of the plant, equipment or components are found to be
defective or not fulfilling the intent or the meaning of the specifications, the
same shall be replaced to the entire satisfaction of the Project Managers/
Consultants.
In case the contractor fails to remove the defects, within a period considered
reasonable, the Contractor reserves the right to take necessary remedial
measures through other agencies and all expenses thus incurred would be
recovered from the contractor.
The Contractor reserves the right to operate all the equipment and complete
system whether or not the plant is taken over after the initial test and
commissioning. Any defects found during the initial or running tests shall be
removed at a suitable time as decided upon by the Contractor and/or their
Project Manager/Consultants.
7. Duration for Completion of Works
Duration of completion of works shall be 10 (Ten) months after the award of
works.
8. Maintenance of the system and training of personnel :

The contractor shall arrange to provide, at no extra cost necessary personnel
and material to carry out all routine and special maintenance of the plant as
required, regularly for a period of (12) twelve months (1 year) from the date of
commissioning/ handing over to the Owner.
The contractor shall also train the Contractor's personnel to operate the
plant and carry out routine checks during the period of installation and testing.
If found necessary, the Contractor shall train such personnel at his works at
no extra cost to the Contractor.
9. Completeness of the Plant
The contractor shall provide all the required materials, equipment, ancillary
items etc. to install a complete and satisfactory air conditioning plant capable of
fulfilling the intent and purpose of the contract whether or not each and every
item is mentioned in the specifications and/or drawings. Any shortcomings
noticed at any stage shall be made good at no extra cost.
10. Guarantee
The contractor shall guarantee that all the material, machinery and components
supplied, fabricated, designed and installed by him shall be free from defects
due to faulty design material and/or workmanship, that the system shall perform
satisfactorily and the efficiency and functioning system of the system and all
the components shall not be less than the parameters laid down in the
specifications and the Performa shall be with in the specified design limits. In
case of any shortcoming the contractor shall replace the necessary components
at no extra cost or alternately the Contractor shall be entitled to deduct a
proportionate amount from payments due to the contractor.
The period of the guarantee shall be (12) twelve months after the running test
performance in Winter & summer whichever is later, during which period any or
all components found to be defective shall be replaced or repaired free of
charge and any shortcomings found in the system functioning as specified shall
be removed at no extra cost. The contractor shall provide the necessary
personnel and tools for fulfilling the above guarantee.
If for any reason the commissioning of the system cannot be carried out due to
reasons attributable solely to the Contractor, then the system shall carry a
guarantee for a period of (18) eighteen months from the date of 'virtual
completion’ - a date which shall be certified by Owner/Consultant.
If the defects are not removed within a reasonable time the Contractor may
arrange to do so at the contractor's risk and cost, without prejudice to any other
rights.
11. Performance Guarantee:

The contractor shall guarantee that the air conditioning plant shall maintain the
design inside temperature within 1C tolerance and the relative humidity shall
not exceed the specified limit. The Contractor shall guarantee that the capacity
of various equipments as well as the whole system shall not be less than
specified.
12. Safe custody and storage
Safe custody of all equipments supplied by the contractor shall be his own
responsibility till the final taking over by the Contractor. He should, therefore,
employ sufficient staff for watch and ward at his own expenses. The Contractor
may, however, allow the contractor to use the plant room/weather maker/rooms,
etc. For temporary storage of his equipment if such spaces are ready and
available.
13. Client Scope
Following works to be done by Client,
1. Incoming power and Earthing till Main HVAC Panel.
2. Incoming soft water supply to Chilled water Expansion Tank.
3. Concrete foundation for Equipments.
4. Civil Works (Breaking and repairing of walls, false ceiling, glazing, etc.)

Section-1 SYSTEM DESIGN DATA

1. Introduction
The CMR Residence is a Two-story building of 6580 Sq. Ft. Air-conditioned
Area. The building is located at New Delhi, India.
5. Basis of Design
5.1 The HVAC System would be designed on the following design parameters which
are based on the data from the metrological Department, ISHRAE* and
ASHRAE*.

6. Design Considerations:
6.1 The system proposal is designed to fulfill the following objectives.

6.2 Low capital cost.
6.3 Energy efficient throughout the varying load patterns.
6.4 Minimum Power Demand.
6.5 Providing required Indoor air quality (IAQ) with reduced operating cost by using
High Efficiency units.
6.6 Maximum flexibility of operation.
Capital Cost
6.7 The selection of equipment is designed to achieve the lowest capital cost
consistent with energy efficient modern technology.
6.8 The choice of equipment and specifications will provide the best possible system
at a reasonable price.
Energy Efficient
6.9 The air conditioning systems operate between a minimal demand of 40% and
upto a maximum demand of 95% for a major part of the year.
6.10 Hence, the selection proposed is such that the overall power requirement
remains consistent with the demand, avoiding all possible waste.
6.11 This will be seen in the main features explained later.
Indoor Air Quality
6.12 ASHRAE (USA) standard call for maintaining a desirable Indoor Air quality (IAQ)
in a tightly sealed building.
6.13 This is to prevent sickness syndrome in people who occupy these buildings for a
long period.
6.14 This improved IAQ is achieved by supplying the fresh air quantity of 15 CFM per
person.
Estimated Load Requirement
6.15 As per above parameters the air conditioning load has been calculated, for
details please refer Annexure – 1.

7. System Proposed
It is proposed to install AHUs with 6 Row deep cooling Coil and Aircooled
Inverter Scroll chillers with 100% inverter multiple compressors with green gas
connected with AHUs with MS Piping. The Chillers will be installed Outside AC
Plant room with Common header. This system will provide redundancy and
power saving.
7.1 By using VRF Scroll Chillers with 100% inverter compressor, we can save energy
and better temperature control during Part Load conditions.
7.2 It is proposed to install AHUs with 6 Row deep cooling coil with VFD connected
with VRF 100% inverter scroll compressors with (Heat / Cool) green gas variable
Refrigerant flow (VRF) Outdoor units. The Outdoor units will be installed outside
the AC plant room on terrace.
7.3 The AHUs with mixing chamber will provide better duct connections and Filter
cleaning arrangement.
7.4 To maintain the desired Indoor Air quality considering Delhi Air condition It is
proposed to provide AHUs with Pre Filter, Fine Filters, Semi Hepa Filters, IAQ
monitoring & Energy saving system.
7.5 It is proposed to provide AHUs with plug fan and VFD and VAV boxes in each
room with Thermostat (wired and wireless) for better temperature control and
avoid wastage of cooling if not in use.
7.6 The Motorized Fire Dampers for Supply and return air Ducts are also proposed.
The fire Dampers will be interlocked with Smoke detection system.
7.7 Aluminum construction Volume control dampers will be used for proper air
balancing in all the areas.
7.8 VRF / VRV outdoor units and Pumps will be installed outside the AC Plant room
and Chilled water 200 Ltrs. expansion tank will be installed on AC Plant room
Roof.
7.9 1000 CFM, EF-1 is will be replaced with 2000 CFM DIDW fan, double skin unit for
Toilet Exhaust.
7.10 600 CFM, EF-2 will be replaced with 600 CFM DIDW fan, double skin unit for
Kitchen Exhaust.

7.11 The HVAC Electrical panel to be replaced and Existing Incomer copper cable will
be used.
Items to be provided by other Agencies
The following items of works shall be provided by other agencies. The HVAC
contractor shall be responsible for the adequacy and accuracy of these works
and shall ensure that these are completed as per the required time schedule.
8.1 Provision of filtered and softened water upto the Chilled water Expansion Tank.
8.2 Provision of main 3 PH, 50 Hz, 415 volts A.C. main electric supply cables upto
the Main HVAC Panel room.
8.3 Civil works, such as equipment foundations for Chillers, AHUs & Pumps Supports,
etc. and finishing of grille openings. (However, opening & Refixing of grilles shall
be made by the AC Contractor as required).
8.4 Carpentry work like provision of wooden frames in wall opening in the partitions,
false ceiling etc. For fixing grilles, diffusers, dampers etc.
9. Drawings
The drawings forming part of these specifications provide a feasible scheme for
locating the equipment. The contractor may re-arrange the equipment for
improving the layout and meeting the site conditions. All such changes shall
however be subjected to the architect's approval. These drawings are not meant
to be working drawing which shall be prepared by the contractor as required.
10. Test data
The plant whole system shall be tested as per specifications given elsewhere and
complete test data shall be furnished on prescribed data sheet.
11. Deviation from specifications
Deviation from specifications may be accepted, provided such deviations are
consider necessary and appropriate, in order to conform to the design of
established foreign collaborators/manufacturers.
12. Completeness of Items
12.1 The prices of each equipment shall include the cost of all accessories or
miscellaneous items listed in the respective section, except for the items where
“Price Separately “is indicated. The item shall be complete regardless of whether
or not it is listed in the BOQ.
13. Technical data, “Makes of Equipments” & Data Confirmation sheet

13.1 The contractor shall furnish complete “Technical Data” and “Data sheet” of the
equipment offered by him as required under the heading “Technical Data”,
“Makes of Equipments” and “Data Confirmation sheet” respectively. Incomplete
Data sheets may cause tender to be rejected.
13.2 The contractor shall also provide data on other installation in North India where
similar chillers have been installed giving names of installation, capacity etc.
14. Equipment Selection
14.1 The selection of various equipment along with equipment data shall be sent for
approval prior to ordering.
14.2 It is imperative that the selection of pumps sent for approval should include
pump curves also.
15. Life Cycle Cost
15.1 The contractor shall provide life cycle cost of the plant for 20 years.
16. Performance guarantee
16.1 The contractor shall guarantee that the air conditioning plant shall maintain
the design inside temperature within 1 oC tolerance and the relative humidity
shall not exceed the specified limit.
16.2 The contractor shall guarantee that the capacity of various components
as well as the whole system shall not be less than specified.
17. Foreign exchange
17.1 The contractor shall make his own arrangements to procure the necessary,
specified equipments for which no foreign exchange shall be made available
by the owners. The exchange rate should also be firm, no variation will be
allowed.
17.2 The owner, however, reserves the right to open / establish L.C directly on the
manufacturers, after or during the finalization of the contract.
Section-2 AIR COOLED SCROLL HEAT PUMP/CHILLING MACHINES

1. SCOPE
Scope of this sub-section comprises the supply, erection, testing and
commissioning of air cooled hermetic scroll compressor driven chilling
machines with heat pump & Cooling only confirming to these
specifications and in accordance with the technical ‘schedule of
equipment’ and ‘bill of quantities‘.
2. TECHNICAL SPECIFICATIONS
The scroll chillers with heat pump shall have and actual operating capacity
as required in the specifications. The tenderer shall clearly indicate the
MAKE/MODEL/ACTUAL capacity of the units under actual working
conditions and also enclose the manufacturer‘s literature and clearly mark
the models of the units and complete selection data.
The water chilling machine shall be complete with full charge of Zero ODP
Environmental friendly refrigerant R410A and oil, vibration isolation pads
and accessories, factory assembled and tested for rated capacity.
Minimum COP shall be as specified in BOQ.
3. COMPRESSOR
The unit will be provided with DC Inverter scroll compressors suitable for
415 + 10% volts, 3 phase, 50 HZ. The compressor shall be internally
lubricated with a highly refined, low foaming, mineral oil and should be
provided with a crankcase heater.
4. CONDENSER
The condenser coil shall be air cooled type with high efficiency inner
grooved copper tubes. Condensers shall be air cooled type of copper tube
and copper fin construction. Copper tube dia shall be minimum 9.5 mm or
as per manufacturer standard. Condenser shall be complete with
provisions for refrigerant piping connections and any other standard
accessory necessary with the equipment supplied. Micro channel heat
exchangers (Al-Al) are not acceptable.
The condenser fans shall be axial type with low noise, directly driven by a
motor and positioned for vertical air discharge. The draw-through design
provides uniform airflow over the entire condenser coil shall be, thus
ensuring proper condensation throughout the coil. The condenser fan
motors shall be designed for outdoor operation in high ambient
temperatures. They shall operate or 415 Volts, 3 Phase, 50 Hz supply.
Fans shall be two speed type for noise control.

5. EVAPORATOR
Chillers shall be complete with the following accessories:
a. Suitable sized Heat Exchanger: it can be Shell and Tube type as per OEM
standard.
b. Electronic expansion valves,
b. Necessary drain valves and vent.
c. Anti freeze thermostat.
d. Other standard accessories, necessary for the equipment supplied.
e. The chiller shall be insulated with factory-installed insulation.
6. REFRIGERANT PIPING
The unit shall consist of multiple independent refrigerant circuits.
Necessary accessories shall be incorporated in the circuit. The cooler and
suction lines shall be insulated with polyethylene foam insulation.
7. CONTROL CENTRE
The control centre shall high and low pressure cutout & mini circuit
breaker for each compressor. The fan motors shall also be protected by
overload protectors and mini circuit breakers. The panel shall also contain
cycling thermostats for chilled water temperature control, antifreeze
thermostats, interconnecting control wiring pressure gages and indicator
lights.
Display Control (one for 2 modules) shall be mounted along with MCC for
centralized control of all major equipments.
8. INSTALLATION
The installation shall be carried out in accordance with the best
engineering practices to the complete satisfaction of the consultant to
ensure installation free vibration and noise considered objectionable.
9. TESTING
Standard manufacturer’s test certificates shall be submitted.
10. PAINTING

The AC contractor shall be responsible to restore the equipment to original
condition in case of any scratches or damages to the equipment up to the
handing over the same to the owner.
11. TECHNICAL DATA TO ACCOMPANY BIDS
Tendered shall submit with tender complete technical data for selection of
various components supported by the relevant literature.
