MONTHLY SECURITY REPORT

STAFF Receive the Security Report for the month of November 2013.
RECOMMENDATION:

BACKGROUND Staff will provide the Board with updated monthly security reports. The monthly
INFORMATION: security reports provide key information on incidents, emergency, and fire
response requests, offences, and arrests. The reports include analysis by
mode, location, and indicate trends. Also included in the reports are overviews
of special projects in which the transit enforcement division is actively involved.

During the month of November police and fire requests were down compared to
the last month. The most common request for police was for drunk in public,
with the most common location being on the SPRINTER right-of-way with 6
drunk in public requests. The most common location for police and fire requests
continues to be the Oceanside Transit Center.

Citations, especially on the SPRINTER, continue to be lower than last year.


Additional assignments on the BREEZE buses and Code Enforcement Officers
in training are the primary cause of the decrease in citations.

Deputies conducted 57 extra patrol checks on the SPRINTER and COASTER


vehicles and stations. They responded to 16 calls for service from Station O
and had 16 enforcement actions from arrest, citation and warnings. Deputies
initiated one new crime case and followed up on 8 additional existing cases.
Deputies also vacated 4 illegal encampments and investigated one illegal
dumping with the suspect being identified and cleaning up the site.

Three Assaults were reported, with two arrests being made. Two of the
incidents occurred at the Oceanside Transit Center, the third on the SPRINTER
right-of-way.

The transition to increase Sheriff’s Department and NCTD Code Enforcement


staffing is in the interview stage. Interviews have been completed with the
Sheriff’s Department, and pending approval from the County Board of
Supervisors, additional Deputies will be assigned to the Transit Enforcement
Unit within the next two months. Interviews for Code Enforcement Officers have
been scheduled and new Code Enforcement Officers will be hired within the
next six weeks.
