1.0 OBJECT

The purpose of this procedure is to ensure the safe erection, alteration and dismantling
of scaffolding that is to be constructed at the FSO UNITY worksite.

2.0 FIELD OF APPLICATION

This procedure covers all scaffolding work to be undertaken at the FSO FRESH
WATER PAINTING worksite.

5.0 DEFINITIONS
Base Plate
A mild steel plate with an area of at least 150mm x 150mm x 3.0mm thick.

Bay
The rectangular space enclosed by 4 adjacent standards for the full height of the
scaffold or the equivalent space when applied to a putlog scaffold.

Brace
A tube incorporated diagonally across 2 members in a scaffold and fixed to them to
afford stability.
Bridle
A horizontal tube spanning between putlogs for the purpose of supporting intermediate
putlogs when it is impossible to support such putlog in the wall, e.g. in front of a window
opening.

Butt
A tube fixed to scaffold and butting to an adjacent structure to prevent horizontal
movement of a scaffold.

Double
Standard, ledger, spur, etc., two tubes side by side joined together with swivel fittings.

Face
Usually the side of the scaffold furthest from the building, also wide side of a plank.

Gin wheel
A single pulley for rope, which may be suspended, from a scaffold tube.

Headstock
A member secured to the top of a tom to distribute the load exerted by the tom.

Height
In relation to a building or structure or intended building or structure, means the
measurement that is obtained by vertical measurement of the distance between the
highest point of the building or structure or intended building or structure and the surface
of the site.
In relation to a point at which a workman is supported or intended to be supported on
scaffolding, means the distance between that point and the surface on which the
scaffolding stands.

Hop-up-bracket
A frame designed to be secured to a standard to support a working platform and
includes a side wall bracket.

Ledger
A tube fixed horizontally to the standards to tie the scaffolds longitudinally which may
support the putlogs.

Ledger bracing
Similar to ‘heel and toe’ bracing, but fitted to ledgers by double couplers.

Lift
A height from the ground or floor to the lowest ledger, or the vertical distance between
ledgers.

Light Duty Suspended Stage


A working platform suspended from overhead supports and: the means of lowering or
raising the stage, whether those means are operated by hand or are power driven the
overhead supports, attachments and tracks; and the means of suspension.

Out-rigger
In the case of a mobile scaffold, means a member secured to the standard to enlarge
the base of the tower.
Panel
A rectangle enclosed by four tubes.

Panel bracing
As for ‘zigzag’ bracing except that braces run in the same direction in each panel.

Plane bracing
Bracing in the horizontal plane secured to standards adjacent to and below the ledgers,
with right angle couplers.

Putlog
A member fixed in horizontally across ledgers or across a ledger to an adjacent wall to
support a working platform.

Raker
An inclined tube fixed to a scaffold to assist stability.

Safety fitting
An additional right angle or swivel coupler provided adjacent to the right angle coupler
on a tube such as a strut, tie, puncheon or cantilever. Designed to increase the friction
grip at that point.

Span
The distance measured along a member, between the centerlines of adjacent supports
of that member.

Splice
Two or more tubes joined together with swivel couplers, for extending a tension
member. The tubes can be 'off-set' or 'in-line', the latter requiring a joiner and an extra
piece of short tube.

Standard
A vertical support.

Spreader
A gauge to fit between two members so that they will be fixed at a constant distance.

Start
An inclined scaffold tube secured to transoms or ledgers with right angle couplers.

Tom
A vertical member secured between two (2) horizontal surfaces. For example to support
the inboard end of a cantilever.

Tie
A member used to secure the scaffold to a structure.

Transom
A transverse horizontal member, clamped to the standards or ledgers by right angle
couplers.

6.0 ACTIVITIES

6.1 FITTINGS/DEVICES

A fitting or device used in tubular metal scaffolding shall be of a type approved by


TEPNG for:

6.2 LADDERS AND PLANKS

6.2.1 Ladder access to scaffold

 Every ladder shall stand on a firm and even base and be supported only by the
stiles. Where practicable the ladder should be set at a slope or 4:1 (vertical to
horizontal).

 A ladder shall be securely held at the top by fixings to the stiles and shall be so
secured that it cannot move from its top or bottom points of rest.

 A ladder shall project at least 1m above the landing place with the landing rung
level with or slightly above the landing platform. A ladder raising a vertical
height of more than 7m shall be provided with an intermediate-landing place.
The vertical distance between any two successive landing places shall not
exceed 7m.

 There should be at least 200mm vertical and horizontal clearances behind each
rung of a ladder to permit a safe foothold to be obtained when ascending and
descending.

 Each landing place shall not be less than 1400 x 700mm and shall have
guardrails. Gaps in guardrails left for access to landing places should be as
small as is reasonably practicable.

 Landing places shall not be used as working platforms or for the deposit of
materials.

6.2.2 Scaffold ladders

Scaffold Ladders will conform to TEPNG/HARRYBEAT’s Requirements:

 Ladders will be constructed from wood / aluminum. The following paragraphs


relate to one or both types of materials.

 Single stile ladders will not be used nor any ladder where the battens or rungs
are secured by nails or screws alone.

 Battens will be 'bird mouthed' into the stile at least 8mm, to take the downward
load.

 Rungs will be 'set-in' to the stile and a tie rod inserted every 8 th rung to prevent
them spreading.

 Ladders with wire reinforcing in the stiles or metal ladders will not be used near
electrical wiring or installations.

 Ladders will extend 1metre above the landing platform. They should slope 4:1
this is the natural slope for the hands to grip the stiles while retaining a straight
back).

 HARRYBEAT will Arrange the ladder so that they can step off the side onto the
platform,

 HARRYBEAT will always secure the ladder at the top.

 HARRYBEAT will not use household or domestic ladders.

 Ladders shall not be joined or tied together to make longer.

 A ladder (other than a steel trestle ladder) shall not be used to support a
working platform.

 A single ladder, extension ladder or extension step ladder (when used as an


extension ladder) shall be used for access only and a person using any such
ladder shall not carry anything by hand.

The more ladders are used the more they should be inspected. One should make
a habit of checking a ladder before ascending or descending. The inspection is to
detect shakes in the timber, loose or cracked rungs, decay, corrosion of metal parts
etc.

Not more than one (1) workman or other person shall be on a ladder at any one
time and when ascending or descending, such workman or person shall face the
ladder.

6.2.3 Scaffold Planks

The minimum sizes of scaffolding planks to be on this project are:

a. 38mm thick x 200mm wide between 2 and 5 meters constructed of


hardwood EC maranta. Planks will also be provided with a nail strip
attached to each end so as to prevent splitting. All planks will be supported
in at least three positions and the distance between these supports will not
exceed 1.5metres.

b. The planks will be of sound timber and shall not project more than 250mm,
nor less than 150mm, past the supports. All scaffold planks will be securely
lashed at each end with a non-flammable type material.

6.3 METAL TUBE SCAFFOLD SPECIFICATION

1 Metal tubes

All metal tubes used in scaffolding shall:

 be straight and free from indentations, corrosion or other defects

 have ends that are clean cut and square with their axes

 be free from burrs and bevels

2 Steel tubes

All steel tubes used in scaffolding shall:

 be manufactured by the process known as the Continuous Weld Process

3 Couplers

A coupler used in scaffolding shall:

 have no threaded blind holes

 be such that when assembled, but before tightening, no part can be detached
by inadvertent action

 have a tightening bolt of not less than 12mm in diameter with a hexagonal nut

 have a washer not less than 1.5mm thick fitted beneath

 be provided with a rib or recess not less than 1.5mm in height to prevent the
bolt and washer from being displaced from the coupler, unless the geometry of
the fitting positively holds the bolt in position

 Where a hinge is provided, have a hinge pin not less than 8mm in diameter

 be not less than 3mm in any section of the body or flap

 Accurately embrace over the whole area of its bearing surfaces the member or
members on which it is used.

4 Loading of Tubular Scaffolding

Tubular metal scaffolding shall not carry more than 2 working platforms across the
full length of the scaffolding though shorter working platforms may be carried in
different positions on the frame if the total load of the shorter working platforms, but
in any event the total load on a platform in a bay shall not exceed.

 625kg in the case of a heavy duty scaffold

 430kg in the case of a medium duty scaffold

 180kg in the case of a light duty scaffold.

5 Scaffolds Tied to Platform

Generally on putlog and independent type scaffolds erected adjacent to platform


structures, providing effective ties at regular spacing to the building ensure the
stability of the scaffold as a whole. The outside row of standards shall be diagonally
braced; if the ties are properly installed, bracing is not required on the inside row of
standards.

6.4 Free-standing Towers

On freestanding towers bracing may be required in three planes to ensure the


stability of the structure.

6.4.1 Bracing

Every scaffold shall be braced by means of longitudinal and transverse


bracing systems so as to form a rigid and stable structure:

 Face Brace:
The face brace shall be attached to the standards with swivel couplers
and shall extend from the base to the top of the scaffold.

 Distance between Braced Bays


The maximum distance between the braced bays in any lift of a scaffold
shall not exceed 10m.

 Length of Brace
The brace member shall be continuous except when it is necessary to
change the direction of the brace. Sleeve or joint pin couplers or parallel
couplers may join lengths of tube.

6.4.2 Alternative Bracing

As an alternative to face bracing a scaffold may be braced by zigzag face


bracing in the end bays of the scaffold and in intermediate bays not more
than 10m apart along the length of the scaffold.

In addition to the face or zigzag bracing required above, transverse bracing


('heel and toe' braces) shall be provided at each end of the scaffold.

Heel and toe bracing shall also be installed at intervals of not more than ten
bays apart on large scaffolds.

6.4.3 Ties

Every putlog and independent scaffold shall be effective tied to a Platform


or adjacent structure to prevent movement of the scaffold either towards or
away from the building or structure. As the inside face of an independent
scaffold is not normally braced, the ties shall be sufficiently rigid to prevent
any longitudinal movement in the scaffold structure as well as tying it to the
building.

Ties should be positioned when practicable to give vertical support to the


scaffold so that in the event of damage to the scaffold standards, e.g. by
falling material or by a vehicle running into the base of the standards, the
scaffold will 'hand on the ties'.

 Fixing of Ties to scaffold

Ties shall be fixed either to both standards or to both ledgers with right-
angle couplers as close as possible to the standard/ledger junction. Where
ties are attached to standards they shall be so placed as to cause a
minimum obstruction to any working platform erected at that level.

 Spacing of Ties

Vertical spacing of ties shall not exceed 4m.

Ties shall be fixed at each end of the scaffold or one bay in from each end
and at intervals of the scaffold as set out in attached sketches and tables:

N.B.: Scaffolds exceeding 15m Height - When it is known that a scaffold is to


exceed 15m in height, ties shall be fixed initially on every standard or every
second standard to suit the requirements for the full height of the scaffold.
Additional ties should not be fixed as the scaffold rises.

6.5 TOWER SCAFFOLD

Towers can be constructed with either frame scaffolding or tube and coupler
scaffolding. However, only tube and coupler towers are dealt with in this section.

Towers are usually erected around cantilever hoists to support the protective mesh and
sliding mesh gates. Also towers are often used as access ways with a series of
landings and ladders or stairs erected within the tower.

A tower is basically 4 parallel trusses on end and joined in the form of a box.

The load on a horizontal truss is downwards, but when set up vertically; the loads
(wind, impact, etc) could be either way and must comply with the following
requirements:

Erection

Towers generally consist of four standards with horizontal members (ledgers) and
diagonal bracing fitted on each face. The braces are fixed to the ledgers with right
angle couplers.

Ties

Ties to a platform must be in the form of a truss.

Truss’s can be constructed using tube members or wire tension members.

Access Towers

Landing places which should be no more than 6m apart are formed by fully decking the
platform which must be not less than 1,400mm x 700mm. Gaps in guard rails and toe
boards left for the access ladder shall be as small as possible.

6.6 SCAFFOLD INSPECTION TAG

A designated competent person shall inspect scaffolds before each shift prior to use.
The competent person shall fill out the inspection tag and attach it to the point of access.
Scaffold tag shall be updated daily before work or immediately following any repairs or
alterations. The competent person will be required to sign off on the tag.

Scaffold tags shall contain the working information shown on the next page.

6.6.1 SCAFFOLD TAG SAFETY STANDARD

BEFORE THE JOB:-

- Take two steps back and observe the work area


- Take two minutes to think through what you are going to do
- Understand what else is happening nearby
- Identify potential hazards
- Develop ways to control the hazards
- Satisfy yourself that all hazards are controlled before you start

DURING THE JOB:

- Do you feel safe?


- Are others around you working safely?
- Has anything changed since you started the job?
- Have you encountered any surprises?
- Are you doing something unsafe?
- Could your job affect others?

AFTER THE JOB:

- Observe good house up-keeping


- Observe the work area
- Take action to control any hazards created during the job
- Reflect on the job performed
- Can any improvements be made?
