DPRM Focal Person for PNP P.A.T.R.O.L. PLAN 2030

Lesson Goals
This module will provide
participants with knowledge
necessary to formulate their own
Charter Statement/Roadmap,
Personal Performance Governance
Scorecard, and Individual
Scorecard.
Lesson Objectives
After this lecture, participants will be able to:
– Define Mission, Vision, and Core Values according to the
definition presented during the lesson.
– State and describe transformation equation.
– Differentiate Vision from Mission.
– Identify the 7 Facets of Life.
– Perform SWOT Analysis.
– Plot Process Shift.
– Formulate Personal Charter Statement/Roadmap.
– Develop Personal Governance Scorecard
Purpose
To equip the participants with knowledge on
how the scorecard is formulated to aid in the
audit process of IP Key Card and Individual
Scorecard in compliance to the requirement of
the CPNP for the Institutionalization Stage
Process (Evaluation, 3rd Party Audit [local/
international auditors) and Public Revalida in
November.
Why is this important?
• Good Governance and Transformation is a
job not only for the top management but
most importantly, the individual members of
an organization as this will serve as guide
towards achieving the vision of an
organization and of the individual;
• This will help the participants to understand
and internalize the importance of having a
well-planned out strategy in achieving their
individual goals;
• This module will generate “buy-in” of each
participant; and
• Lastly, this will equip participants in
complying with the directive of the CPNP to
institutionalize the Personal and Individual
Scorecard and IP Card PNP wide.
“” We will ensure that the Policy
Improvement Process Plan of Action will
be implemented…to effectively address
performance issues such as Control of
Corruption. We are currently refining our
indicators for the Performance
Governance System (PGS) which was
already introduced in six NGAs.

Governance promotes equity,
participation, pluralism,
transparency, accountability
and the rule of law, in a
manner that is effective,
efficient and enduring.
STRATEGIES VS TACTICS
• Strategies are the overall campaign
plan, which may involve complex
operational patterns, activity, and
decision-making that lead to tactical
execution.
• Tactics are the actual means used to
gain an objective.
IDENTITY

 Distinct and unique personality

IDENTITY
 Mission – points us to the direction
where we should lead our lives
 Purpose in life, reason for existence
The positive difference we wish to
make in the world
Forever pursued, never achieved
SAMPLE MISSION
 To be an instrument of GOD in promoting social
and environmental responsibility.
 To serve wholeheartedly my loved ones/family,
inspire and guide my children to where they
should go and provide all their needs based on
my capacity.
 To help the PNP become a truly responsive,
effective and efficient police organization.
IDENTITY

 Core values – life giving ideals and

principles
 Moral compass
 Bedrock of one’s character
 Non-negotiable!
Commit to engrave them
deeply in your life!
FAITH LOVE INTEGRITY

PATRIOTISM COURAGE
VISION
 A dream we intend to
realize within a given
timetable
 Inspirational vs. Direct
 BHAG – Big Hairy
Audacious Goals
SAMPLE VISION
 By year 2020, with over 4,000 stores
worldwide, _______ is truly a GLOBAL
BRAND.

 By 2020, to have settled my finances and my

investments, started my own family, and travelled my
top 5 favorite countries.

An anecdote…
The story is famously told of how the then American
President, John F. Kennedy, once walked into the
NASA Complex unannounced. He toured the complex,
meeting with workers and enquiring what they did.
One sweeper, upon being asked what he did, famously
replied, “Mister President, I am helping to put a man
on the moon.” The vision of NASA then was to put
man on the moon. But how could sweeping the floor
put a man on the moon? Could it, really?
 Importance of individual roles in the attainment of
the organizational objectives and ultimately the
vision.

 Every task by each member of the team is linked to

a specific overarching objective of the organization.

 No task is independent of the vision and the

strategic plan.

 All tasks are connected and each activity should

have a bearing on the bigger picture.
 Identification with the organization is the most
important motive for employees to dedicate
themselves actively to the organizational
objectives and to maximize their human
resource potential.

 Research has shown that when an individual has

some input regarding the shared ambition that
affects his or her work, the person will be more
supportive, motivated, and receptive towards
organizational change.
THE PERSONAL BALANCED
SCORECARD…
 Self-examination, encompassing your personal
mission, vision, objectives, measures, targets
and initiatives, anchored on the different facets
of life.

 The thinking process and mind-set change are

designed to prepare you for action and for inner
involvement in your work.
THE INDIVIDUAL
PERFORMANCE (IP) CARD
 The beauty of it all is that as you build your mastery of
the task, you contribute to the overall objective.

 Moreover, you enjoy personal satisfaction that makes

it a lot easier to align what you are doing in the
organization with your personal vision and objectives.

 Even sweeping ceases being just sweeping. It becomes

putting man on the moon using the broom as your
specific instrument!
