Philippine COVID-19 Vaccine Deployment and Vaccination Campaign

Vaccination of Priority Group A Nationwide

This Advisory is issued to give guidance to all Regional/Local Vaccination Operation


Centers (R/LVOCs), Implementing Units, Vaccination Sites, the Private Sector consolidators
and its entities, and Health Service Providers (HSPs), on the vaccination of all eligible
population under Priority Group A.

The National Vaccination Operations Center (NVOC) is currently ramping up the


vaccination activities nationwide with the arrival of more COVID-19 vaccines to the country.
With more COVID-19 vaccines to be equitably deployed and distributed to all regions, the
NVOC provides the following guidance:

1. All eligible population under Priority Group A shall be vaccinated. These are,
a. Priority Group A1: Workers in Frontline Health Services;
b. Expanded Priority Group A1: OFWs leaving within four (4) months, family
members of Priority Groups A1, and additional or newly hired Priority Group
A1;
c. Priority Group A2: Senior Citizens;
d. Priority Group A3: Individuals with Co-morbidities;
e. Expanded Priority Group A3: Pregnant Women;
f. Priority Group A4: Frontline Personnel in Essential Sector;
g. Priority Group A5: Poor Population.

2. However, given that they bear significant additional risks, Priority Groups A1,
Expanded A1, A2, and A3 shall be prioritized in the scheduling and vaccination
activities:
a. At least 30-40% of the daily scheduling slots shall be given to Priority Groups
A2 and additional A1 for this month (September).
b. The LGUs shall maintain special lanes for these priority groups in the
vaccination site.

3. To encourage the vaccination of Priority Groups A2 and A3 (immunocompromised),


the Local Government Units (LGUs) / LVOCs and vaccination sites may utilize
the A2 +1 and A3 (immunocompromised) +1 strategy. Eligible population under
Priority Groups A2 and/or Priority Group A3 (immunocompromised) as stipulated
under Department Memorandum 2021-0157 may have one (1) household member
vaccinated during the vaccination schedule of the Priority Groups A2 and/or A3
(immunocompromised); and may be given with the same vaccine brand and may
line up in the same vaccination lane as the Priority Group A2 and/or A3
(immunocompromised).

4. COVID-19 vaccines from the COVAX Facility shall continue to be used ONLY for
Priority Groups A1, Expanded A1, A2, A3, Expanded A3, and A5, to ensure
equitable access to vaccines especially among the most vulnerable and poorest
populations.

5. On the other hand, COVID-19 vaccines procured by the National Government, the
LGUs, and private sector companies and organizations through tripartite agreements
allowed under Republic Act 11525 and its Implementing Rules and Regulations shall
be used for the vaccination of ALL Priority Group A.

All RVOCs, LVOCs and Implementing Units are instructed to ensure the
