Philippine COVID-19 Vaccine Deployment and Vaccination Campaign

Guidance on the Use of COVID-19 Vaccines from the COVAX Facility

This Advisory is issued to provide guidance to all Regional and Local Vaccination
Operations Centers (R/LVOCs), Implementing Units and Vaccination Sites on the use of COVID-
19 vaccines from the COVAX Facility.

In reference to the Department of Health’s (DOH) Department Memorandum No. 2021-


0259 entitled “Implementing Guidelines for Priority Groups A4, A5 and Further Clarification of
the National Deployment and Vaccination Plan for COVID-19 Vaccines”, the National
Vaccination Operations Center (NVOC) reiterates the following:
1. COVID-19 vaccines from the COVAX Facility shall continue to be used only for
Priority Groups A1, A2, A3, and A5 categories to ensure equitable access to vaccines
especially among the most vulnerable and poorest populations.
2. On the other hand, COVID-19 vaccines procured by the National Government, the
Local Government Units, and private sector companies and organizations through
tripartite agreements allowed under Republic Act 11525 and its Implementing Rules
and Regulations shall be used for the vaccination of Priority Groups A1, A2, A3,
including A4 and A5.
3. COVID-19 vaccines from the COVAX Facility can be administered for the “Expanded
Priority Group A1”, specifically Priority Group A1.8: Outbound Overseas Foreign
Workers, and Priority Group A1.9: Household/Family Members of Healthcare
Workers (once guidelines are available).

COVID-19 vaccines from the COVAX Facility must be utilized on a priority basis to
complete the vaccination of Priority Group A1, and increase coverages in Priority Groups A2 and
A3. This approach will have a bigger impact on reducing the effects of the pandemic in the country
– reducing mortalities and severe COVID-19 disease. Accordingly, RVOCs, LVOCs,
Implementing Units and Vaccination Sites are directed to implement “Tutok A2: Vaccine
Operations Optimization Strategies”.
