ABOUT USTP
The University of Science and Technology of Southern Philippines (USTP) is a
state university established on August 16, 2016 by virtue of Republic Act 10919
through the amalgamation of the Mindanao University of Science and
Technology (MUST) in Cagayan de Oro City, Misamis Oriental and the Misamis
Oriental State College of Agriculture and Technology (MOSCAT) in Claveria,
Misamis Oriental. Both campuses are located in Northern Mindanao, the
Gateway to Mindanao, which offers a strategic locational advantage for the
institution to train and develop students from all the other regions of
Mindanao.

Bring the world of work (industry) into the actual higher education and training of
students
Offer entrepreneurs the opportunity to maximize their business potentials
through a gamut of services from product conceptualization to commercialization;
Contribute significantly to the National Development Goals of food security and
safety; and energy sufficiency and security through technology solutions.

Articulation of the Mandate


The USTP exists to contribute to the economic and social development of the country
through human capital formation and knowledge generation and application by:

Providing advanced education and training in critical areas in science, technology,


engineering, agriculture, and mathematics, and establish centers of excellence in
these areas in order to strengthen the university’s sphere of influence;
Conducting basic, applied, and advanced research in various fields of
specialization;
Creating a seamless environment for research and teaching, as well as
experiential learning for the students and faculty with the Involvement of the
business and industry thereby eliminating skills mismatch of graduates;
Providing timely and relevant technological solutions to pressing industrial and
societal problems with the involvement of faculty and students;
Assisting in the development of technopreneurial undertakings to propel
economic enterprises at the grassroots level;
Leading the establishment and creation of new Science and Technology rooted in
the practical solutions to global problems.
USTP Milestone
1927 MOTS
Pre-Commonwealth Act No. 3377 known as the Vocational Act of 1927 established
Misamis Oriental Trade School (MOTS) operating at the elementary level. In 1936, the
intermediate program was replaced with the four-year secondary trade program.

1952 MSAT
Republic Act No. 672 converted MOTS into the Mindanano School of Arts and Trades
(MSAT) offering two-year trade technical education. In 1970, Republic Act of 3959
authorized the offering of Bachelor of Science in Industrial Education and the Evening
Opportunity Programs.

1978 DMMMPSC
Presidential Decree 1431 converted MSAT to Don Mariano Marcos Memorial
Polytechnic State College (DMMMPSC) with the mission “to provide quality relevant
and trained human resources and to promote research supportive to the
industrialization of Northern Mindanao.”

1991 MPSC
Republic Act No. 7102 renamed DMMMPSC to Mindanao Polytechnic State College
(MPSC) with the addition of the third function of the college – extension services – in
the original mission.

2009 MUST
Republic Act No. 9519 converts MPSC to Mindanao University of Science and
Technology (MUST) with the mandate: “shall provide advanced education, higher
technological, professional instruction and advanced instruction in mathematics,
science, technology, engineering, and advanced research and extension work in
human resource development in critical skills and competencies required for global
competitiveness.”

2016 USTP
In July 21, 2016, Republic Act No. 10919 established the University of Science and
Technology of Southern Philippines (USTP) that amalgamated the Mindanao
University Science and Technology (MUST) and Misamis Oriental State College of
Agriculture and Technology (MOSCAT) transferring its main campus to the 292
hectares in Alubijid, Misamis Oriental.

At the heart of the gateway of Northern Mindanao Located in a vast land of farms with cool
rises the third state-run University System of the temperature and a picturesque tapestry of rich
Philippines in Cagayan de Oro, geared towards livestock and ecosystem, USTP Claveria sets its foot
excellence in education, research, extension and forward as the flagship of the USTP System’s
innovation. USTP Cagayan de Oro is recognized as agriculture studies and research. It maintains the
the CHED Center of Excellence in Information distinction as a CHED recognized Center of
Technology and Center of Development in Electrical Development in Agriculture Education. Farming,
Engineering and Mathematics. cultivation of food products and dairy are the major
field of expertise of USTP Claveria. It was chosen as
one of the SUCs to have smarter approaches to
reinvigorate agriculture as an industry.

Message from the
USTP System President
The University of Science and Technology of Southern Philippines welcomes all freshmen, transferees, and
returning students as we begin the Academic Year 2021-2022. But before arriving to this new beginning, we
acknowledge the difficulties and challenges we have overcome in the previous months. Just like all of us, the
University also struggled in maintaining the kind of services it is expected to deliver as an academic institution
in this trying time. But we continue to persevere because we look forward to this very day that we can once
again open a new beginning for YOU—our beloved students—the USTP Trailblazers.

As the USTP System President, allow me first to extend my acknowledgment of your resilience and
determination to rise above the hardships in your pursuit for education. Your commitment to realize your
aspirations despite the very unlikeable conditions to learn is indeed commendable and worthy of its
recognition. Your batch of students face very unique challenges. As many would agree, face-to-face learning is
still irreplaceable. The need to physically communicate with the teacher or instructor in a regular classroom
setting seemed always to be the most convenient way to acquire new knowledge and skills. The unusual
means of studying and compliance of academic requirements through modules or online platforms have
added to the struggle to learn with conducive conditions. This is on top of the restrictions imposed with
respect to public health standards. But you persevered and
continued to prove the fortitude of your character. This again
is demonstrated in your presence in the USTP Week of
Welcome and in your choice to continue your pursuit for
education with the USTP System brand of education.

Your perseverance has indeed inspired the University to


continue to deliver its services as an academic institution
especially for you—the students. Just like you, the USTP
strives to be resilient and determined to provide quality
education and student-centered services by employing
innovative solutions. Through the activities set in this year’s
Week of Welcome, you will be oriented of the variety of
opportunities to learn and grow in this University despite the
current pandemic, with the assistance of our dedicated
service offices. I therefore implore you to immerse yourself
in this week-long activity and explore the many possibilities
that you can create within the USTP System. Grab this
chance to get to know more your Alma mater, its faculty
members, your classmates or schoolmates, and yourself as
students of this University.

Through your eagerness to learn and the commitment of the


USTP System with its faculty and staff, TOGETHER, we can
thrive to realize your aspirations and fulfill our mandate.

WoW is a one-week event organized to help the new students (incoming senior high
school, freshmen, and transferees) undergo a successful transition to the university.
This year, the WoW 2021 will be held virtually.

FREQUENTLY ASKED
QUESTIONS
1.When will the classes start? Are we going to have face-to-face classes this
semester?
Classes will start on August 27, 2021.
There will be NO face-to-face classes for the 1st semester of AY 2021-2022. The
delivery of instruction shall be through Flexible Learning with the use of USTeP as the
official learning management system (LMS).
Your teachers may also use other platforms (e.g. Facebook, Google Suite, Zoom,
Emails, Text, etc.) and offline modes (e.g. printed modules) to enhance your learning
experience.

2. What is Flexible Learning?


“Flexible Learning” is a term referred to in Sec. 3 of RA 10650 as another description of
distance education which is “a mode of learning in which students and teachers are
physically separated from each other. It is student-centered, guided independent
study, making use of well-studied teaching and learning pedagogies to deliver well-
designed learning materials.”
In the case of USTP, students can access course contents (syllabi, resources, activities)
on-line or off-line (downloadable/printable course content).

3.What is USTeP?
USTeP or University of Science and Technology e-Learning Portal is the official
learning management system (LMS) of USTP.
This is where you can access the learning resources/materials, activities, and
assessment for your courses (subjects).

4.How do I access and log in to USTeP?

USTeP can be accessed at ustep.ustp.edu.ph on your browser. Once you are officially
enrolled, you can log in using your student ID number for the username and your
Lastname@IDNumber# as your temporary password. Enrolled courses (subjects) will
be available on the first day of classes.
Example:

5.What if I need technical assistance in using USTeP?

There are 3 options for USTeP-related or technical concerns:


a. USTeP Help Desk:
i. USTeP Help Desk email – for concerns regarding your USTeP account (username
and/or password), you may email ustep@ustp.edu.ph
ii. USTeP Help Desk Student Volunteers – you may also request technical
assistance from your peers (students) through the student organization of your
program (course)
b. Tutorials in USTeP – the OSA Course Page in USTeP has video tutorials to help you
navigate the different features of USTeP

c. Guidebook – you may also refer to the FLP Guidebook for Students available in the
USTP Official Website and in USTeP

6.What if I don’t have a computer to access USTeP? Can I use my mobile phone?

YES. There are 2 ways to access USTeP on your mobile phone:


a) Access USTeP at ustep.ustp.edu.ph on your phone’s browser
b) Download the Moodle app (from Google Play Store or Apple App Store) on your
mobile phone and type in ustep.ustp.edu.ph as the Moodle site.
You may refer to the FLP Guidebook for Students, Chapter 1-B, for further details on
the Moodle mobile application.

7.What if I don’t have an internet connection at home?

Students who are 21 years old and above may be allowed to come into the campus
(subject to change, depending on government advisories). They may bring their own
device and use the classrooms as study areas while they connect to the internet
through the campus’ Wi-Fi hotspots. Social distancing, wearing of face mask, and
other safety protocols based on IATF guidelines shall be strictly implemented by the
University.

8.What if I don’t have both a device and internet connection?

Students who are 21 years old and above may be allowed to come into the campus to
use the computers and internet connection in the laboratory (subject to change,
depending on government advisories). Entry to the campus shall be scheduled into

guidelines shall be strictly implemented by the University.

9.How can we access the printed module? Is this an option?

Printed modules will be available on a case to case basis - depending on your access
or gadget situation (e.g., no internet/no gadget/unable to come to the campus to use
campus facilities).
Each campus will have its own arrangements for printed modules. Facilitation process
shall be announced on your respective campus website.
10.Do I have to be online during my class schedule?

NO. Flexible learning is both synchronous and asynchronous. Most activities are
asynchronous which means you are given the learning resources and activity guide
for you to do at your own pace while still adhering to deadlines set by the teachers.
Your teacher may conduct synchronous activities where students have to be online
(e.g. video conference). These shall be announced ahead of time.

11.What if I am unable to attend synchronous activities scheduled by my


teacher?

Communicate with the concerned teacher to inform him/her of your circumstance or


reason (e.g. problem with internet connection) for not being able to attend the online
activity so that s/he can arrange an alternative asynchronous/offline task.

12.How can I give feedback about my FLP experience or raise non-technical


concerns about this mode of learning?

You may also course your messages through your student leaders who will relay
these to the Office of Student Affairs (OSA) for initial intervention. Or you can notify
your respective OSA who will direct your concerns to the proper offices for
appropriate action.

13.Do we have to go to the campus for exams, laboratory class, or activities that
require physical presence (e.g. PE, NSTP, etc.)?

NO. Exams and other forms of assessments will be conducted through USTeP or
other supplementary platforms. Laboratory activities will also be through simulation
software.

Alternative tasks will be given for PE, NSTP, and other activities that require physical
presence. The possibility of in-campus/laboratory/hands-on activities depends mainly
on government (IATF/CHED) advisories and strict safety protocols.
14.Can the (laboratory) simulation software/platform be accessed on the
phone?

Some simulation activities may be available for mobile phones. Other activities would
probably require at least a tablet.
For those who do not have the appropriate device to use the simulation software,
arrangements can be made to utilize the computers in the campus as long as we
follow IATF protocols. Coordinate with the concerned teacher regarding this option.

15.What teaching strategies may be used by the teacher?

The teacher will upload minimum content requirement/s in Portable Document


Format (PDF) so that all students of varying gadget/connectivity capacities may be
able to access the most essential course contents.
The learning content includes learning resources and activity guides. PowerPoint,
YouTube videos, lecture videos may also be included to enhance the learning
experience.
Real-time online interaction (synchronous) may also be conducted through other
platforms. Such activities will depend on the students’ gadget/connectivity capacity
and shall be announced ahead of time.

16.Will the midterm/final exams be synchronous or asynchronous?

The teacher will consider the situation of their students:


- synchronous exams may be held if all students in the class have gadgets and access
to the internet;
- asynchronous exams will be given if not all have gadgets/access to the internet.

17.What if I need assistance regarding my PRISMS account?

You may email PRISMS-related concerns to ustpcdo.registrar@gmail.com (for all


campuses).
