The Lingsat Marine Protected Area Councils headed by Ms. Rose Ann Valdez held
an emergency meeting last July 29, 2021 at around 2:05 pm.
The meeting formally started with a prayer. Ms. Valdez being the Presiding Officer
reviewed the agenda. The motion was been moved by Miss Rowena Nisperos and
was seconded, so Ms. Valdez proceeds with her first agenda.
Miss Valdez asked Sir Rizzvill regarding the BIR and SEC.
Sir Rizzvill answered that SEC, BIR and ISO matters will be register once in a
while. He reminded the body regarding the past meeting of officers. On that
meeting the contents of LMPA Bylaws was been discussed. He said that the
Sercetariat already submitted the tin numbers of the body and finally the Articles of
Incorporation and Bylaws of Lingsat and the MPA is now ready for registration
and for application of Securities and Exchage Commission. He said that it need to
settle the SEC first before the BIR because we will pay quite a lot on BIR
registration including the payment of receipts. So during the last meeting, it was
told and talked about the numbers of Board of Trustees and decided that there will
be a five members of BOT. Based on the list that was given by Ms. Jesica. He told
that he randomly selected among them. The Board of Trustees that was selected are
Joel Dacumos Nisperos, Alvin Nisperos Catbagan, Redante Nisperos Catbagan,
Emilio Patricio and Mam Jesica Ducao. He announced that they are the Board of
Trustees and ask if there are any violent reaction or everybody will agree.
Miss Valdez asked an update on every committee. She first asked on Patrolling and
Monitoring Committee.
Sir Ernesto Nisperos being the Patrolling Officer answered that they didn’t caught
anyone violating the Ordinance.
Sir Joel Nisperos being the enforcer reported that last July 14, 2021, they caught
someone from Poro using a triple net and they restrain them from using it. The boat
registered number was 0643108.
Sir Jose Nisperos and Sir Rudy Nisperos being the enforcer also reported that they
saw a compressor hose while patrolling. They said that someone told them that
there are some from Paraoir and other from San Fernando City who are using
compressor.
Then Miss Valdez proceeds on the next agenda regarding the Update on
Management Plan. She said that honorariums, snacks and meals was been
programmed until December. She told that she already gave those for Patrol Boat
Maintenance, Repair and Maintenance of Mobile Patrol, Flood Lights, Led Bulbs,
and Marker Buoy. Only the supplemental for Livelihood was not been given. But
the good news is that all of the materials like welding machine, will be purchased
and will be deliver next week. So she reminded again the body to take out all those
materials that are not already functional. She assigned Ms. Sonia Gonzales, Sheryll
Nisperos and Joel Nisperos to be incharge in checking and recording of the
materials and equipments of LMPA.
Miss Rowena Nisperos the Livelihood Chair said that the bittaog is ongoing or
currently being grown. Bittaog was been out of stocked, for it was reserve for
DMMMSU Bacnotan, only umbrella tree seedling are available.
Miss Valdez told the council that they have a balance of 650 on Mangrove, 4,005
Bittaog, 3,125 Umbrella Tree and 26 Coconut, and planting is still on going.
Miss Valdez proceeds on the Review of the Proposal of Management Plan for
2022. One of the problem of MPA for 2021 was the reimbursement of water for it
was not named on LMPA and it was named to Sir Figueroa. So the arrangement
was to add an amount of two hundred forty pesos (P240.00) on the honorariums of
Officers. For internal arrangement this amount will be deducted for miscellaneous
payment. Monthly meeting snacks, Patrol Boat maintenance, Repair and
maintenance of Mobile patrol, Patrolling and Monitoring, Miscellaneous, Electric
Bill and Gift packs, Stock Room to be put at the back of Comfort Room, 10
cements for Tower Maintenance, cabinet Locker and freezer for Livelihood was
been on the Management Plan Proposal for 2022.
Miss Rowena said that if the freezer will not be approved, she asked to allocate it to
a printer.
Miss Valdez discussed the issue regarding the use of scuba diving gear for fishing.
She said that this was open-up during the meeting with the BFAR and Agri. During
the meeting, it was said that in the Ordinance, there’s no specific word that stated
that it is not allowed to use scuba gear for fishing. But if we will analyzed, it will
fall under compressor. The purpose of scuba tank are not for fishing but it is for
monitoring purposes.
Miss Valdez answered that if the weather is good for self-safety, its okay to help
them but we are not encouraging them to use it for fishing. It will be an issue and it
is unfair especially when everyone heard of it. Because not all fisher folks know
how to dive. If we have a bias, that will be our issue again. But if their nets reached
the coral, we can help them if they’ll ask for help.
Mr. Emilio Patricio said that he had send something on the group chat of LMPA.
Miss Valdez read it to the body stating; The undersigned is inviting you and all
members for a dialogue on July 30, 2021, Friday at 3:00 in the afternoon in the
office of the undersigned. Re; The usage of scuba gear of fishing. She asked the
council if they have any idea, or issue lately why LMPA had a letter from the
Barangay.
Mr. President told that it is the issue between Ms. Lorena and those constituents
who use scuba gear for fishing. Miss Valdez told the body to attend the said
dialogue and to update her whatever the outcome of the said dialogue.
Other Matters
Miss Valdez told the body regarding the garbage and galvanized iron she saw in the
backyard. She said to sell those ‘yero’. Ms. Valdez update the body that they are
the only MPA’s who haven’t yet done with the training of ‘bantay dagat’ due to
GCQ. She gave an update regarding the canal and said that there will be a change
of plan. She advised to secure the unfinished canal and that she will going to
provide a chlorine to be drop on it so as not to be infested by mosquitoes, for we
are still waiting for the approval. Then check the places where mosquitoes can lay
their eggs. For we are focusing on Covid at the same time cases of dengue are
increasing in San Fernando. Let us be careful for it’s hard to get sick during this
time. She reminded again the body to observe and maintain cleanliness at LMPA
premises all the time.
VII. Adjournment
There are no more concerns to be discussed, the meeting was adjourned at 3:15 pm
by Mam Rose Ann Valdez.
