Annual Accomplishment Report

Background:

From 2014 to 2018, the project was able to lobby for the enactment of an MPA ordinance that sets
forth the establishment, operation and maintenance of the Poro MPA. The project was also able to
form and maintain partnerships with local institutions in the operation of the MPA; provide technical
and legal assistance and assist its locally-formed PO, the Poro Sea Lovers’ Association (PSLA), the Poro
MPA Management Council (PMMC), and the Integrated City-wide MPA Management Council; support
regular patrolling and law enforcement within and around the Poro MPA; and strengthen the social
enterprise of the PSLA.

Highlights of Accomplishment
To keep tab of the status of the MPA,
a mechanism by which the community
members can be involved in MPA
monitoring and evaluation must be
set up. After 5 years of project
implementation, a recent bio-physical
assessment of the Poro MPA by the
DENR Region I yielded an increase in
its live coral cover from 31.7% (2015)
to 37.5% (2019). This can be
attributed to the institutionalization
of the Poro MPA Council with its
bantay dagat arm that regularly
patrols the MPA, the involvement of
the community in coastal cleanups
through its people’s organization, the
Poro Sea Lovers’ Association (PSLA),
and the information and education
campaigns which the ISO and its
partners facilitated.
CALENDAR OF CONDUCTED ACTIVITIES
The Poro MPA participated on the coastal cleanup drive organized by the PPMC along the coastal
shore of Baywalk to the coastal area of Poro Watch Tower on the last day of february this year.The
said activity was participated by the Poro MPA officers and some members of the community. This
kind of activity was engaged to promote the advocacy of the organization, primarily on the proper
conservation and protection of the coastal areas

OBJECTIVES OF THE ACTIVITY


1.To prepare the MPA officers for a wide range of situations(natural and man-made hazards) and give them
confidence and knowledge of dealing them.
2. To give MPA officers a broad understanding about hazard mapping, risk assessment and water quality
monitoring

Business Management Training and Learning Session on Proposal Development Making & Resource
Mobilization

A Proposal Development/Resource Mobilization and Business Management Training was conducted


by ISO’s Institutional Support Division (ISD) and Finance Division for the PSLA/ PMPA and City Wide
MPA Management Council to help them prepare to access other sources of assistance that are not
limited to financial or donor funding.

OBJECTIVES OF THE ACTIVITY


1. Mentor the POs on proposal development, resource mobilization and business management.
2. Develop ability to generate/acquire resources, support, income and fundings.
3. Draft action plans, project proposals and budget which can utilize to sustain their operations
ACTIVITY: MPA Caravan

14 coastal barangays attended the MPA caravan. This activity was conducted in partnership with the
City ENRO as the City LGU is celebrating the Environmental Month. ISO is in in charge with the
presentation, meals and transportation cost of all the participants while the task of City ENRO is to
invite participants and to coordinate with the concern barangays about the activity.

The team decided to cluster the 14 barangays into 5. It would be time consuming to conduct the
activity in their corresponding areas and in a different days/time.

ACTIVITY: Coral Reef Assessment and Advance Scuba Diving
VENUE: Poro MPA

BACKGROUND

The Poro Marine Protected Area (MPA) has been establish since 2014 with the City Ordinance no.
2014-03 which governs it. The total area of the MPA Site is 44.42 hecates. Based on 2015 CRA in the
same MPA, the site in “fair” condition, having an average of 31.7% live coral cover. (Line transect
Method).

From the time that MPA was established, a massive IEC and Enforcement and Patrolling operations
have been conducting. It is therefore relevant to conduct an assessment in the site for comparison
purposes and serve as a measurement on how effective the protection of MPA. (Chain effect)

OBJECTIVES OF THE ACTIVITY


This activity aims to determine the status of the benthic community of the Poro MPA site
in Poro Point of San Fernando Bay. Specifically, it specifically aims to:
1. Determine the percentage cover of live hard corals;
2. Determine fish biomass and associated fish species; and,
3. Provide recommendations for MPA.
