consensus or compromise position on the purpose and importance of
Martial Law.

 Deliver in detail,  recommendations as to whether martial law is an

appropriate action in the aftermath of a terrorist attack, or a natural or man-
made disaster.

 The recommendation of 2-3 pages should consist of a report

detailing the importance and purpose of Martial Law, including the
following:

 Explanations of initial positions taken regarding Martial Law

and high lights of position on Martial Law.

 Any pertinent information obtained as a result of the

explanation of the purpose of Martial Law.

 The ultimate compromise reached regarding the institution of
