ORDERS
Imphal, the 6 September, 2021

In continuation and also in

partial modification of order of even No. dated 21.08.2021, the undersigned,
in exercise of the powers conferred under
Section 20(2)(a)
of the Disaster Management Act, 2005 in his
capacity as Chairperson, of the State Executive Committee of the State Disaster
hereby orders the following in respect of the entire state to be in force for fifteen Management Authority,
to 21.09.2021: days w.e.f 07.09.2021

i. Night curfew from 7 P.M. to 4 A.M. shall be enforced strictly.

ii. SOCIAL GATHERINGS/ FEASTS ARE NOT PERMITTED.
ii. Unavoidable customary and religious rituals can be performed in open sheds by
number of invitees to twenty only. restricting the
iv. Micro containment zones shall be
strictly monitored by dedicated Police
Health Department teams. DCs to involve the local Clubs local bodies with Department teams and
/ specific jurisdictions.
V. Fresh cases of Covid-19 infections shall be isolated as soon as
possible and brought to Covid Care
Centres.
vi. Health Department shall scale up vaccination, contact tracing and testing by providing additional
manpower, mobility support and IEC-Advocacy.
vii. Revised list of activities permitted in the state is at Annexure.

2. Deputy Commissioners shall issue necessary orders and Superintendents of Police shall take
necessary action to implement the orders strictly.

3. High Court may issue orders in respect of Judicial Courts nmoy

Revised List of permitted activities.a
A. Government offices, PSUs and other public utilities.

i. All Secretariat Departments and Manipur Government offices and offices of the Government
of India to start functioning normally with e-office and physical attendance of all
employees by taking adequate precaution and strictly following Covid Appropriate
Behaviour.
. Imphal airport shall remain open and movement of staff and passengers will continue to be
permitted.
ii. Offices of Insurance Companies may have public transactions on all working days
from 10.00 AM to 3:30 PM. by taking adequate precaution and strictly following Covid
Appropriate Behaviour
iv. Postal services may function normally from 10.00 AM to 3:30 PM on all working
days by taking adequate precaution and strictly following Covid Appropriate Behaviour.
. Banking services may function normally rom 10.00 AM to 2:30 PM. on all working
days by taking adequate precaution and strictly following Covid Appropriate Behaviour
Vi. ATM services including refilling of cash in ATMs are allowed.
vii. All establishments of Print and Electronic Media and movement of their personnel.

B. Health and Welfare Services.

Opening of all healthcare facilities, including animal healthcare, hospitals, clinics, nursing
homes and movement of healthcare workers.
. Opening of all pharmacies, including those selling veterinary medicines.
iii. Opening of Opticians from 9 AM to 5 PM.
iv. Movement of persons going for COVID-19 vaccination, COVID testing and medical
emergencies.
V. Child Protection Services (Orphanages, Children Homes, Observation Homes, etc).
vi. Home delivery services under ICDS/ICPS (supplementary nutrition for children, pregnant &
lactating mothers).
C. Agricultural, Horticultural, Animal Husbandry and Fishery activities.
All agricultural, and Horticultural, Fish farm and Poultry/ Animal farm activities.
ii. Opening of shops and establishments dealing with inputs like fertilizer, seeds, pesticides,
mechanical tools, fish feed and animal feed.

D. Shops and Establishments.

Opening of Rice mills and Bakeries subject to taking adequate precaution and strictly
following Covid Appropriate Behaviour.
ii. Opening of Petrol pumps and LPG outlets and movement of staff of IOCL will continue to be
permitted.
ii. All standalone shops like shops selling construction material
including sanitary, marbles,
tiles, granite, hardware, electrical items, cement, stationery etc. located outside Paona
Bazaar and Thangal Bazaar are also allowed to
iv. open from 7 AM to 5 PM.
Opening of workshops All vehicle workshops may open from 9 AM to 5 PM on all
taking adequate precaution and strictly following Covid Appropriate Behaviour. days

Opening of local vegetable vendors from 7 AM to 4 PM for
days. The vegetable vendors should be seated at least 6 feetpurchasefrom by the locals on all

vi. Local grocery shops may open from 7 AM to 5
PM and
products from 8 AM to 5 PM. Shops selling milk and shops selling fish, poultry and poultry

Vil Whole sale shops of grocery and food essentials located in Thangal Bazaar and Masjid Road
will be allowed to open from 7 AM to 5 PM as per schedule below:
